Hoping this newsletter finds you well at this extremely challenging time, but at least the good news is that there is now some hope for a brighter future with a vaccine(s) on the way.

Boy, is there a lot going on in the development world at the moment! The NKForum committee has been working incredibly hard to keep you updated on important planning and development information. 

Roupell House. Planning application 20/02213/FUL for this council owned asset will be determined virtually at the Development Control Committee on the 9th December at 7:30pm.  There has been a design change and the block now has a pitched roof design, having had a flat roof in an earlier iteration. This has of course increased the height by ~1.5m.  Love or hate the new design, you still have the opportunity to comment before or at the meeting should you wish. Comments can still be submitted through the  Planning Portal or directly to the committee members listed in the agenda notification by 6th December via email.

PROPOSAL: Partial demolition of the existing Roupell House building and erection
of a part 3-storey, part 4-storey building comprising 23 residential units with
associated landscaping, refuse and cycle storage, public pathway improvements to
the eastern boundary and landscaping improvements to the existing communal
amenity space to the rear of 37-40 York Road (Dale Court).
 
If you wish to speak at the committee meeting about this application you must register by no later
than 10.00am, three working days before the meeting, together with a contact number and email
address. When doing so please indicate if you would like to ask the question in person in the virtual
meeting. The first five people who want to ask their questions in person will be able to do so. We
will read out in the meeting all other questions received.

Sadly, Covid-19 is likely set to double council housing waiting lists


 
The next news items, although not in our Neighbourhood Area of North Kingston, will of course be of importance/interest to most. 

The Response and Recovery Committee met last week to embark on the assessment of a business case to strategically plan the repurposing and comprehensive redevelopment of:

  • Kingfisher Leisure Centre and Cattle Market Car Park; and
  • The Guildhall Complex (Guildhall, Guildhall 1 and Guildhall 2)
  • The redevelopment of the two Leisure Centres (Kingfisher and New Malden Centre)  as the first priority in developing the Council’s ultimate development delivery strategy 
  • formally allocating land at Kingsmeadow in Norbiton and Moor Lane in Chessington for the development of a new voluntary-aided secondary school and a new special free school in the Borough, and seeks approval for additional funding for the new build required to implement the expansion of Burlington Junior School from four to five forms of entry.
  • Cocks Crescent to be drawn into the comprehensive Development Strategy

Proposed redevelopment at 26-48 Cromwell Road.
Maddox Associates are consulting on their Plans to redevelop 26-48 Cromwell Road, the site of the Kaleidoscope project and nursery at the junction with Queen Elizabeth Road.  They are consulting on their proposals which closes to comments on 9th December. 


Permitted Development and Judicial Review
A group called  Rights: Community: Action recently brought an urgent request for Judicial Review to challenge the government’s new planning laws. Back in June, when the Prime Minister announced the new laws, he hailed them as the most “radical reforms to our planning system since the Second World War… [giving] greater freedom for buildings and land in our town centres to change use without planning permission.”
The Judges have now made their decision and unfortunately they lost their case. They fully respect the legal process, but firmly believe that there are grounds to appeal.  The judgment deems these new permanent set of laws justifiable given the current economic emergency caused by Covid-19. In summary: 

  • From 31 August 2020, there will be a new permitted development right allowing the demolition and rebuilding of “vacant and redundant” office and light industrial buildings into dwellings, without planning permission.
  • From 31 August 2020, new permitted development rights will enable the upward extension, by up to two storeys, of existing postwar-built homes. These rights will also be extended to the creation of new homes above terraces, offices and shops, without planning permission.

Their usual North Kingston tabletop sales have been put on hold due to the lockdown but they were determined to continue their amazing 2020 fundraising by bringing these products to you online
