COVID SAFE CHECK-IN 

The South Australian Government is introducing COVID SAfe Check-In, to enhance contact tracing and keep our community COVID safe.

If someone in South Australia tests positive to COVID-19, the COVID SAfe Check-In enables SA Health to quickly contact others who may have been exposed to the virus and stop the spread of COVID-19.
 

For The Community

COVID SAfe Check-In is a new feature that has been added to the free mySA GOV app.

You can download the mySA GOV app using your smart phone. In the mySA GOV app, select the COVID SAfe Check-In tile when you arrive at a venue or business, and follow the prompts to scan their unique QR code and check in.

You are not required to login or sign up for a mySA GOV account to use the COVID SAfe Check-In. You also do not need to provide a driver’s licence or vehicle registration details to use it.

Download the app from Google Play or the App Store from the afternoon of Tuesday 1 December. If you already have the mySA GOV app, make sure you have the latest version, which may require you to download the app update.

If you do not have a compatible smart phone, a paper record will be available for you to provide your details.

When you first enter the COVID SAfe Check-In tile, you will be asked to fill in your details and mobile number. You will then get a text message with a unique code to enter in to the app. This is to verify your phone number. You will only have to do this once.

For Businesses

A COVID SAfe Check-In feature has been added to the free mySA GOV app.

Businesses with a COVID Safe Plan will receive a new COVID Safe Plan via email that includes a poster with a unique QR code. This should be printed and displayed in a prominent location within the business.

When people arrive at a venue or business, they can check in by scanning the QR code using their smart phone through the mySA Gov app.

If people don’t have the app they can use their smart phone camera and a secure web form will open to check in. A paper recording log template is available as a back-up for people who don’t have a smart phone

Contact tracing attendance record (PDF, 558.9 KB)

People will receive a text confirmation when they check in.

All defined public activities must have a completed COVID Safe Plan and have an approved contact tracing system enabled.

All people entering the place upload their relevant contact details to the approved contact tracing system. This upload is automatic when you use the mySA Gov QR code and app.

A defined public activity is any of the following:

  • onsite purchase and consumption of food or beverages (whether occurring in an indoor or outdoor area)
  • sport (including sports training), fitness or recreation activities
  • indoor public meetings
  • ceremonies
  • private functions
  • weddings (including wedding ceremonies and receptions)
  • funeral services (excluding wakes)
  • provision of personal care services
  • provision of public entertainment
  • provision of recreational transport
  • the operation of a nightclub
  • the operation of relevant licensed premises
  • the operation of a casino or gaming area (within the meaning of the Gaming Machines Act 1992)
  • auctions and inspections of premises for the purpose of sale or rental of any property
  • driver instruction
  • the provision of health care, residential care, disability support or aged care services.


Face Masks

Face masks are an additional physical barrier and help to stop the spread of COVID-19. SA Health are recommending the general community wear face masks when out in public if people are unable to physically distance.
 
SA Health has worked with Detmold Medical to develop easy easily distributed packs of masks for members of the community to help them comply with this recommendation.

Face masks will shortly be available to the community and can be collected from the Council Offices in Burra and Eudunda.

Fire Danger Season dates announced for the Mid North
starting the 15th of November 2020.

The start and finish dates for the majority of the South Australian Fire Danger Districts have been announced  by the SA Country Fire Service.

In an official media release, CFS Chief Officer Mark Jones said that with recent rainfall many districts will be commencing restrictions on their traditional starting dates.

"A milder start to the season than in previous years means we will see the commencement of the Fire Danger Season for many areas at a time that residents were traditionally more used to.

"With no need for the starts to be brought in early, as in previous years, there should be no surprises for residents in these districts who have been preparing their properties," Mr Jones said.

The Fire Danger Season commencement means restrictions in districts become legally enforceable.

"Now is the perfect time to prepare for the oncoming season and update your Bushfire Survival Plan," Mr Jones said.

A list of 'What can I do/What can't I do?' during the Fire Danger Season, and information on how to create a Bushfire Survival Plan, is available at cfs.sa.gov.au

is the 15th of November until 30 April 2021

EGG SAFETY IN THE HOME

 
Eggs are a healthy, nutritious part of many Australians' diet, but they are a potentially hazardous raw food so should be stored and handled like raw meat and chicken, to reduce the risk of illness. When eggs are stored, handled and processed safely they can be enjoyed by all.
 

Egg Safety, Why It Is Important?

Egg safety is important because there is always a chance that eggs are contaminated by Salmonella when they are laid. If eggs are handled incorrectly, contamination can spread around the kitchen on hands and utensils and get into food, which can make you sick. Brooke will be finishing up in the role on Friday 18th of December 2020.
 
Brooke came into the role with a wealth of knowledge and skills as well as new energy, which has seen the strategic activation of the Goyder Goodness product across the region and SA, further development of the Burra and Goyder Visitor Information centre, provision of strategic and supportive leadership to the VIC staff team as well as the development of strong connections and networks within the community, business and tourism sectors.

We wish Brooke all the best for the future.

COMMUNITY NEWS

RENEWABLES PROJECTS UPDATE – DECEMBER 2020
Mel Zerner (Goyder Community Member)

 

The Robertstown Power Substation upgrade project commenced in March 2020 but has had some delays over the Covid 19 lockdown period & also due to completion of engineering & construction drawings. Essentially the project involves the upgrade of the capacity of the substation to accept power generated by the various renewable energy projects that are planned to commence in the region in the next 12 months. It is also assisting in the transfer of power to the new Interconnector Project from Robertstown to Wagga Wagga to be constructed near Florieton commencing at the end of 2021.

The project involves the installation of 2 synchronous condensers & associated lattice towers. Synchronous condensers are large machines that work in a similar way to large electric motors & generators. They spin freely & manage changes in system strength, inertia & voltage control to deliver a reliable power supply & with a lower cost. The cost of  the project is estimated to be $30 million & will  be completed in the first half of 2021.
 
The project has been at full worker capacity over the last 4 months  & currently there are approx. 80 workers on site working for Enerven (SA Power Networks) – electrical contractors, Catcon – civil construction contractors & Siemens  - construction & electrical engineering contractors of the synchronous condensers as well as a number of other smaller contractors.
 
The workers have been staying in various accommodation places around the Burra, Robertstown & Eudunda regions including the motels & hotels in Burra, Eudunda & Clare, Paxton Square Cottages in Burra & various furnished houses & bed & breakfast accommodation places in the Goyder region. There is also extensive use of local food, supermarkets & motor vehicle services across the region. A lunch & morning coffee service supplied & delivered on site to the workers by a local bakery is also planned to commence in the next week.
 
Goyder Council Councillors & Staff, the Eudunda Community Business & Tourism Committee (ECBAT) & the Robertstown & District Community & Management Committee are ensuring that the maximum possible impact & interaction is gained from this project in the local communities from Burra to Eudunda by connecting the contractors  to the local  accommodation & food providers & other businesses. This is being done as a community service project with Mel Zerner, a former local Eudunda resident, voluntarily assisting Goyder Council & the other community groups in this initiative.

Silverleaf Nightshade a Pest Plant Nightmare in Paddocks

 

Farmers are urged to monitor paddocks and roadsides for Silverleaf Nightshade, a declared pest plant that can reduce crop yields by up to 70%. Landscape Officer Jessica Cavallo said the deep-rooted perennial plant can become a costly and difficult problem to solve if left to establish. “Silverleaf Nightshade is a weed that deprives crops and pastures of valuable nutrients and moisture throughout the Northern and Yorke region,” she said. “Catching it early is critical, because once established it is very difficult to eradicate. Each plant has a root system that’s about the size of a small car and there are no suitable herbicide treatments to control dense infestations quickly.”

Weird Weeds expected to arrive uninvited with Spring Rains
 

Landholders are urged to look out for long-forgotten weeds that might appear due to generous spring rain events across the region.

David Hughes, Senior Landscape Officer for the Northern and Yorke Landscape Board said current weather conditions were ideal for the emergence of weeds that have been missing in action during the dry spell.

“With rain replenishing our soils after a long dry period, previously dormant weed seeds are likely to take advantage of the extra moisture that’s now available,” he said. “We encourage landholders to be on high alert for weeds that haven’t troubled them for some time, as they can quickly escape and dominate farming land.”

Two pest plants with huge potential to cause headaches for landholders in the Northern and Yorke region are African Rue (Peganum harmala) and Creeping Knapweed (Acroptilon repens).

“Both have extensive root systems that make them very difficult to control once established,” said Mr Hughes. “The end result is an expensive problem that can devalue your property.”

African Rue is a small, white-flowered shrub that is unpalatable to stock and competes with pastures for moisture and nutrients. A 2005 study showed that African Rue has the ability to invade up to 73% of the land area in our region.

One of the most competitive weeds, Creeping Knapweed is known to reduce cereal crop yields by 75%. It forms large, dense single-species stands and removes vital moisture and nutrients over summer.

Root fragments broken off during cultivation is a major cause of spread of both these problem weeds. If you discover a weird weed on your property, contact your local Landscape Officer to help identify it. It could be an odd pest plant or a rare native, so it’s best to confirm the species first. Boosting Apprenticeship Commencements

 

To assist with the recovery from the impact of COVID-19, the Australian Government is providing support to all employers who engage a new Australian Apprentice.

The Australian Government has announced the Boosting Apprenticeship Commencements wage subsidy to support employers and Group Training Organisations to take on new apprentices and trainees.
Is my business eligible?

Your business or Group Training Organisation may be eligible if:
  • you engage an Australian Apprentice between 5 October 2020 and 30 September 2021, and
  • your Australian Apprentice or trainee is undertaking a Certificate II or higher qualification, and has a training contract that is formally approved by the state training authority.

How much is the subsidy?
  • Eligible employers and Group Training Organisations will receive a wage subsidy of up to 50 per cent of the Australian Apprentice’s gross wage paid.
  • The wage subsidy is available for a maximum of $7,000 per quarter per eligible Australian Apprentice.
  • The subsidy is available for wages paid from 5 October 2020 to 30 September 2021.
  • Anything else I should know?
  • The subsidy is available to employers of any size, industry or geographic location.
  • The subsidy is capped at 100,000 places.
  • The subsidy is not available for any apprentice receiving any other form of Australian Government wage subsidy e.g. Supporting Apprentices and Trainees or JobKeeper.
  • Payments will be made quarterly in arrears, with first claims for the subsidy available from 1 January 2021.
  • Final claims for payment must be lodged by 31 December 2021.

Electrical Safety and Low Voltage Shocks


Low voltage shocks is one of the risk areas being targeted by SAPN.  Every year around 1,000 customer reports are received by SAPN about small shocks (or tingles).  These are an indication there is something wrong either with the electrics in the home or business, or on the network side.

SAPN attends and investigate all shock reports seeking to rectify the fault. If customers experience a zap or tingling sensation when touching an electrical appliance or tap at home, they should immediately call SAPN on tel. 13 13 66 to arrange a free inspection.

Over the past year, SAPN has undertaken several customer trials using SMS messaging to gauge the level of unreported shocks in the community and to raise awareness of the potential risks.  The trials have revealed that many customers are not aware of the danger signals nor who to report the issue to.

SAPN has developed a new electricity safety campaign as part its ongoing community safety program, focusing on guiding the public on what to do if they experience shocks in the home, come across downed powerlines, or are involved or attend traffic incidents involving electricity infrastructure.

The campaign is being rolled out through a mix of media to the end of December and then will resume in 2021.

Councils are encouraged to develop an article for its newsletters or websites to raise awareness on the potential risks. SAPN is happy to help with this and you are invited to contact Alexandra Lewis on alex.lewis@sapowernetworks.com.au for any support or materials.

FUTURE DROUGHT FUND
DROUGHT RESILIENCE RESEARCH & ADOPTION PROGRAM 



The Australian Government is inviting applications to deliver services under the Future Drought Fund: Drought Resilience Research and Adoption Program – Drought Resilience Adoption and Innovation Hubs (Hubs). 
 
This program will establish eight regionally-focused Drought Resilience Adoption and Innovation Hubs. The Hubs will be located in regional areas that reflect the key agricultural and climatic zones across the country. The Hubs will be multidisciplinary and inclusive ensuring that the focus of the Hubs is to support agricultural industries and communities to adapt, reorganise and transform so that they are more resilient to future droughts. 
 
The Hubs will support networks of key stakeholders to work together, including primary producers, grower and community groups, industry, researchers, entrepreneurs, education institutions and governments to: provide extension, adoption and commercialisation support, plan co-designed and demand driven drought resilience research, development, extension, adoption and commercialisation (RDEA&C). 
 
The total funding available under this grant opportunity is $64 million (GST exclusive) to support eight Hubs and their activities through to June 2024. Each Hub can receive up to $2 million per year (GST exclusive).

OFFICE OF RECREATION, SPORT & RACING -
INFRASTRUCTURE PROJECTS 

 
The following outlines the funding requirements for the Community Recreation and Sport Facilities Program (CRSFP), Grassroots Facilities Program (GFP), and Regional and Districts Facilities Program (RDFP). 
 
To support the implementation of the State Sport and Recreation Infrastructure Plan the Government has committed $35 million toward the establishment of the $10 million RDFP and the $25 million GFP - these budgets are to be split over 2020-21 and 2021-22. 
 
This new funding combined with existing program budgets will result in $44 million being available for infrastructure grants over the next two financial years. 
 
Community Recreation and Sport Facilities Program (CRSFP)
The objective of CRSFP is to provide access to funding for the development of sustainable, functional, inclusive and fit-for-purpose active recreation and sport facilities that meet the current and future needs of the South Australian community. CRSFP will assist eligible organisations to develop infrastructure that directly addresses demonstrated need and supports participation through the rational development of good quality projects. 
 
Grassroots Facilities Program (GFP)
The objective of GFP is to increase sport participation and improve gender equality to support healthier, happier and safer communities. GFP will assist eligible organisations to develop core infrastructure that directly impacts participation through the rational development of good quality, well designed and utilised facilities. 
 
Regional and Districts Facilities Program (RDFP)
The objective of RDFP is to create regionally significant sport and active recreation precincts (sport and active recreation hubs) that meet the current and future needs of the South Australian community. RDFP will assist eligible organisations to develop infrastructure that is strategically justified through the rational development of good quality projects. 
 
All programs will support the objectives of Game On: Getting South Australia moving.

VETERANS & COMMUNITY GRANTS


 
Veterans & Community Grants The Australian Government is inviting ex-service organisations (ESOs), or non-ESOs working in partnership with an ESO, through a targeted competitive process to apply for grant funding under the Veteran and Community Grants Program from 3 November 2020 to 29 January 2021. 
 
The objective of the program is to maintain and improve the independence and quality of life for members of the Australian veteran community by providing funding for projects that sustain or enhance health and wellbeing. The intended outcomes of the program are to deliver projects that:

 are sustainable and have an ongoing benefit for members of the Australian veteran community
 increase opportunities for members of the Australian veteran community to engage in social and community activities and/or improve health behaviours and support healthy places. 
 
Two grant streams are available: Small grants of up to $20,000  |  Large Grants of between $20,001 - $150,000

The 2021 HIGHWAYS & BYWAYS SMALL GRANTS PROGRAM 


 
Funding of up to $3,000 is available to community organisations in rural and regional Australia. 2020 has seen our nation challenged by bushfires, ongoing drought and a global pandemic.

The 2021 program theme is Healing the Land - Healing Ourselves - Together.

We are keen to support projects that heal the land in a holistic way and build community through practical projects, skills acquisition and knowledge transfer.

SALUTING THEIR SERVICE COMMEMORATIVE GRANTS


 
The Australian Government is inviting applications through an open competitive process to apply for grant funding under the Saluting Their Service Commemorative Grants Program (the program).  
 
The program is designed to: preserve Australia’s wartime heritage; involve people around the nation in a wide range of projects and activities that highlight the service and sacrifice of Australia’s service personnel in wars, conflicts and peace operations; and promote appreciation and understanding of the experiences of service and the roles that those who served have played in shaping the nation. 
 
There are two categories of grants available under the program: 
 
1. Community Grants (STS-CG)
Grants to a maximum of $10,000 are available for local, community-based projects and activities.

2. Major Grants (STS-MG)

CARAVAN PARKS DEFIBRILLATOR SUBSIDY

In 2019, the Federal Government in partnership with Caravan Industry Association of Australia, launched a Caravan Park Defibrillator Subsidy Program for Caravan Parks to encourage operators to install these devices to help save the lives of those people experiencing a sudden cardiac arrest.  The funding of $1 million from the government will match dollar to dollar up to $1000 per unit (excluding GST) purchased by an operator. 
 
Caravan Industry Association of Australia will manage the implementation and the roll out of the program.

TOURISM INDUSTRY DEVELOPMENT FUND
 
The South Australian Government recognises the huge impact that COVID-19 has had on the tourism sector across regional South Australia.  The Tourism Industry Development Fund is designed to support and stimulate private sector investment in new and improved regional accommodation, and the development of quality tourism product and experiences. It aims to assist in the COVID recovery of regional tourism by encouraging regional operators to improve and diversify so they can attract more visitors and get a higher return on their offering. 
 
Through the South Australian Tourism Commission, the State Government is committing $20 million to the Tourism Industry Development Fund over two years to support regional tourism in South Australia.  Applicants can seek grants from $20,000 to $500,000 (excluding GST) with a maximum of 30 per cent State Government grant of the total project value. 
 
There are two streams in the Tourism Industry Development Fund Regional Infrastructure Project  |  Regional Product and Experience Development Projects
