Ahoy everyone,

Wow! Hard to believe that it is December already. With travel restricted this December, I am sure that we will see many ‘summer’ boaters trying out winter boating. Certainly, we will be one of them!  Lots of requests for toasty blankets and long underwear  will be on Christmas lists. Also handy are apps like Shipfinder to know what those freighters or ferries are doing when they’re hard to see because of fog or rain.  Apps like Windy or Windfinder can be a great addition to Environment Canada in figuring out whether you should stay or go. What is your favourite boating app?

Our combined Boating 2/3 online course is wrapping up and the students will be writing their exams next week. Another Christmas gift idea – a boating course or Radio course for the new boaters in your life.

Check out further in this month’s masthead for information of the proposed changes to the PCOC as well as the pleasure craft licensing procedures and costs. There is an opportunity to make yourself heard!

Past-Commander Bill sent me this interesting link on how they salvage a large freighter that has sunk. I must say that I had never thought of the complications of a process like that or that it was even done.

From that article, I found this very interesting video on rogue waves – scary stuff!   Interesting to note, that up until recently, they were thought to be myth.  Makes me think twice about doing an Atlantic cruise.

We welcome Max Shaw and his family to tell us about their multi-year, multi-thousand-mile voyage all around the Pacific. Starting out as a family of four, and then growing to five, the Shaw’s embarked on a seven-year adventure around the Pacific where they faced dirty diapers at sea, maintenance in exotic locations and uncharted reefs. They sold their house, purged their possessions and set off an adventure of a lifetime that covered over 36,000 nautical miles. 

Max and Elizabeth spent most of their adult lives in the Canadian Forces but after 23 years decided they needed a new adventure, and one they could share with their children, so they sold up and went sailing with their two young children. They have spent the last seven years travelling in the Pacific with what is now their family of five. Both Max and Elizabeth started their sailing with the RYA while in the UK. Max is a Sail Canada Advanced Cruising Instructor and Yachtmaster Offshore Instructor and holds a RYA Yachtmaster Ocean/200 GT Master of Yachts certificate.

Recognition for Vancouver Squadron at the 2020 National AGM
 
Vancouver Squadron had some recognition at the National AGM and conference held virtually in October.

Our own Elizabeth Zygmunt was named Officer of the Year (West).











The CPS Foundation also recognized Vancouver Squadron with our 7th and 8th honour roll award for supporting the Foundation, a charitable organization, with funding of $1.00 per member. These monies can than be used by CPS to help fund projects like the new IT system as well as Education projects.
Port of Vancouver Notice of Amendment

The Port of Vancouver has issued a notice of amendment to inform members of the public, industry and
other stakeholders of proposed updates to the Port Information Guide. Check out the amendments plus
have your chance to give input.
Feedback Needed 

Transport Canada (TC) Office of Boating Safety (OBS) wants to hear from stakeholders, especially those with a particular interest in pleasure craft, on the changes under consideration to the Pleasure Craft Licensing Program and the Pleasure Craft Operator Competency Program.

How can you participate?

TC is inviting members of the boating community to provide feedback on the proposed changes to the Pleasure Craft Licensing and the Pleasure Craft Operator Competency Programs on the Let’s Talk Transportation consultation webpage. The forum will remain open until January 15, 2021.

Stakeholder input and comments submitted through the Let’s Talk Transportation webpage will be considered in the development of the regulatory amendments.

Pleasure craft licensing considerations for pleasure craft owners TC OBS is considering changes to the Pleasure Craft Licensing Program to increase safety, environmental protection and improve service delivery through the following regulatory amendments to the Small Vessel Regulations (SVR): 
 · bringing grandfathered pleasure craft licenses (with no expiry date) into a five-year validity regime
· reducing the ten-year validity period for licenses (PCLs) to five years ensuring that ownership information is updated more often
· expanding the application of the SVR to include:
   -  all pleasure craft equipped with motors of 10 horsepower (7.5 kilowatts) or more, including personal watercraft, which are principally maintained or operated in Canada; and
  -  all pleasure craft (including all power-driven and sail-alone vessels) above 6 metres in length, with the exception of human-powered vessels (e.g. kayak, canoe).
· reducing the timeframe for vessel owners to report  a name or address change from 90 days to 30 days, and specifying 30 days for the buyer to notify  a sale or transfer of a vessel ensuring that updated information is available in the same boating season 
· providing TC, the authority to cancel a PCL if the licence holder does not comply with regulatory requirements
· introducing a service fee of $15 for pleasure craft licenses thereby reducing the cost borne by taxpayers for providing this service

Pleasure Craft Operator Competency Program (PCOC) changes include: 
· strengthening course accreditation requirements 
· setting course accreditation to a five-year renewal period
· providing TC, the authority to suspend or revoke course accreditation if a course provider does not comply with regulatory requirements
· providing TC, the authority to cancel a Pleasure Craft Operator Card if it is deemed to have been obtained under fraudulent circumstances 
· repealing the provision for the Rental Boat Safety Checklist as being accepted as proof of competency
· introducing a $5,000 accreditation fee to course providers every five years and a test materials access fee of $8.50 for each Pleasure Craft Operator Card issued.

November Squadron Night Review
 
We had another successful virtual Squadron Night on November 19th. We had Harald Riffel and Janet Coates tell us all about their trip up the mid coast to Prince Rupert and back this past spring and summer. We are lucky that Harald counts photography among his achievements as we had an excellent slide show along with their talk about the 4-month boating journey during the early stages of the pandemic.

For the 40 or so participant in the virtual meeting we learned a lot about the coast, some of the first nations art, some spectacular anchorages, a few chart corrections and, definitely not least, some great menu ideas and recipes. 

I want to thank Harald and Janet for their time and effort put into providing us with a very good evening.

Boating 2/3 Combined Online

This e-learning course includes online instructional videos, online sessions (webinars) and a personal tutor.

DELIVERY DETAILS:

1) Instructional videos are available online (24/7);
2) Instructor lead online sessions (Weekly - 7:00 to 8:30 p.m Pacific Time) and;
3) personal tutor sessions (in-person or online) by an instructor from your local CPS-ECP Squadron.

Maritime Radio Online

The one-day virtual Maritime Radio course teaches emergency radio procedures and everyday operating techniques. This complete package will prepare you for the Restricted Operator Certificate (Maritime) with DSC Endorsement exam which is included as part of this courses.
To operate a maritime radio, you need the certificate. It's the law!

Canadian Hydrographic Service Update 

CHS has announced that Chart Atlas publications 3311, 3312 and 3313 will no longer be produced as of the end of 2020. They cite the fact that they duplicate information provided on electronic charts (ENC’s) which are gaining in popularity with recreational boaters. CHS will be accepting feedback on this matter until October 30, 2020. Comments should be directed to the following: chsinfo@dfo-mpo.gc.ca or 1-866-546-3613.

CHS has also advised that hard copy publication of the Tide Tables and Chart No. 1 will be discontinued. All relevant data will still be available online.

Life members!! Yes, you need to renew too, even though you will not be charged anything. You should be able to click on the renewal part of your membership profile to renew at $0.00. If, for some reason, it comes up with a dollar amount, again, contact our Membership Officers, who will be able to directly or indirectly, correct the issues.
