Bank of Canada will maintain current level of policy rate until inflation objective is achieved, recalibrates its quantitative easing program

The Bank of Canada today maintained its target for the overnight rate at the effective lower bound of ¼ percent, with the Bank Rate at ½ percent and the deposit rate at ¼ percent. The Bank is maintaining its extraordinary forward guidance, reinforced and supplemented by its quantitative easing (QE) program.

The Bank is recalibrating the QE program to shift purchases towards longer-term bonds, which have more direct influence on the borrowing rates that are most important for households and businesses. At the same time, total purchases will be gradually reduced to at least $4 billion a week. The Governing Council judges that, with these combined adjustments, the QE program is providing at least as much monetary stimulus as before.

Canada to target over 400,000 immigrants per year

Today, Canada announced its 2021-2023 Immigration Levels Plan. Canada will target the highest level of immigration in its history.

Over the coming three years, Canada will aim to welcome the following level of new permanent residents:

  • 2021: 401,000 immigrants
  • 2022: 411,000 immigrants
  • 2023: 421,000 immigrants

The only time Canada welcomed over 400,000 immigrants in a year was in 1913, when it admitted 401,000 newcomers. It has never come close to this figure again.

The 2021-2023 Immigration Levels Plan aims to welcome about 60 per cent of all immigrants under economic class programs, including through Express Entry and the Provincial Nominee Program.

Greater Vancouver Detached Home Prices Jump, While Condos Stall

Greater Vancouver’s real estate market is on fire… or ice cold, depending on what you’re selling. Real Estate Board of Greater Vancouver (REBGV) data shows composite prices pushed higher in October. Further inspection shows two very different markets. Detached homes are scarce for the level of activity, while condo sellers are flooding the market.

Greater Vancouver real estate prices are rising as a whole, but a breakdown by segment shows it’s a detached story. The price of a typical home as a composite reached $1,045,100 in September, up 6.0% from last year. Breaking it down, detached apartments reached $1,523,800, up 8.5% from last year. Condo apartments hit $683,500, up 4.4% from last year. Detached home prices are up significantly from the month before, but condo apartments are flat.

Land Owner Transparency 
Land Transparency.  Protected.

The first-of-its kind in Canada, the Land Owner Transparency Registry (LOTR) is a registry of information about individuals who are deemed to have an indirect interest in land [As defined in LOTA, this term refers to an estate in fee simple; a life estate in land; a right to occupy land under a lease that has a term of more than 10 years, or a right under an agreement for sale to occupy land, or require the transfer of an estate in fee simple.] (e.g. through corporations, trusts and partnerships) which is housed in a searchable, public database.

Beginning November 30, 2020, the Land Owner Transparency Act (LOTA) requires that when an application is made to register an interest in land as defined in LOTA, a transparency declaration [A declaration that is filed by each transferee together with an application to register an interest in land, stating whether the transferee is a reporting body and, if the transferee is a reporting body, whether the reporting body is a relevant corporation, a trustee or a relevant trust, or a partner of a relevant partnership.] must be filed to the LOTA Administrator by the transferee(s) [An individual to whom an interest in land is transferred.]. 

A transferee that is a reporting body [A relevant corporation, a trustee of a relevant trust or a partner of a relevant partnership that is required to file a transparency report under LOTA.] must also complete and file a transparency report [A report that is filed with a transparency declaration on an application to register an interest in land, if the transferee is a reporting body.] setting out information about the reporting body and its interest holders [A beneficial owner of a relevant trust, a corporate interest holder of a relevant corporation, or a partnership interest holder of a relevant partnership.]

Existing reporting bodies with an interest in land will need to file a transparency report by November 30, 2021. The administrator will maintain all filed transparency declarations and transparency reports in LOTR in accordance with rules established in LOTA.

The Land Title and Survey Authority of British Columbia (LTSA) is responsible for developing and operating LOTR, as set out in the Land Owner Transparency Act (LOTA).

November home sales outpace seasonal norms and long-term averages

Housing demand in Metro Vancouver* continues to outpace historical averages with November sales eclipsing 3,000 for the first time since 2015. 
 

The Real Estate Board of Greater Vancouver (REBGV) reports that residential home sales in the region totalled 3,064 in November 2020, a 22.7 per cent increase from the 2,498 sales recorded in November 2019, and a 16.9 per cent decrease from the 3,687 homes sold in October 2020. 
 

Last month’s sales were 24.6 per cent above the 10-year November sales average and was the second highest total in this period. 
 

“Home buyer demand has been at near record levels in our region since the summer,” Colette Gerber, REBGV Chair said. “This is putting upward pressure on home prices, particularly in our detached and townhome markets." 
 

There were 4,068 detached, attached and apartment homes newly listed for sale on the Multiple Listing Service® (MLS®) in Metro Vancouver in November 2020. This represents a 36.2 per cent increase compared to the 2,987 homes listed in November 2019 and a 27 per cent decrease compared to October 2020 when 5,571 homes were listed. 
 

The total number of homes currently listed for sale on the MLS® system in Metro Vancouver is 11,118, a 3.2 per cent increase compared to November 2019 (10,770) and a 10.5 per cent decrease compared to October 2020 (12,416). 
 

"The supply of homes for sale are a critical factor in understanding home price trends," Gerber said. "The total number of homes for sale in Metro Vancouver is lagging behind the pace of demand right now. This trend favours home sellers in today's market." 
 

For all property types, the sales-to-active listings ratio for November 2020 is 27.6 per cent. By property type, the ratio is 27.9 per cent for detached homes, 40.1 per cent for townhomes, and 23.9 per cent for apartments. 
 

Generally, analysts say downward pressure on home prices occurs when the ratio dips below 12 per cent for a sustained period, while home prices often experience upward pressure when it surpasses 20 per cent over several months. 
 

Within the region, the Sunshine Coast saw the largest increase in year-over-year demand with 106 home sales in November 2020, an 82.8 per cent increase over November 2019 (58). 
 

“While demand remained elevated across the region, home buyer activity was particularly focused in more remote areas like the Sunshine Coast, Gulf Islands and Squamish,” Gerber said. “The rise of work-from-home arrangements and physical distancing policies is causing some home buyers to opt for less densified areas.” 
 

The MLS® Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $1,044,000. This represents a 5.8 per cent increase over November 2019 and a 0.1 per cent decrease compared to October 2020. 
 

Sales of detached homes in November 2020 reached 1,061, a 28.6 per cent increase from the 825 detached sales recorded in November 2019. The benchmark price for a detached home is $1,538,900. This represents a 9.4 per cent increase from November 2019 and a one per cent increase compared to October 2020. 
 

Sales of apartment homes reached 1,371 in November 2020, a 12.2 per cent increase compared to the 1,222 sales in November 2019. The benchmark price of an apartment home is $676,500. This represents a 3.4 per cent increase from November 2019 and a one per cent decrease compared to October 2020. 
 

Attached home sales in November 2020 totalled 632, a 40.1 per cent increase compared to the 451 sales in November 2019. The benchmark price of an attached home is $814,800. This represents a 5.6 per cent increase from November 2019 and a 0.2 per cent increase compared to October 2020.
