Tier 3 restrictions announced for London

Dear Haringey Business Owner,

Welcome to Haringey Council’s Business Bulletin.

This special bulletin will focus on the new Tier 3 rules that will come into force at 00:01 on 16 December 2020.

This bulletin is compiled by the council’s Economic Development Team. Please do let us know if we can help you directly, or if we can lobby the Government on your behalf to provide further support relevant to your business’s situation.

Tier 3: Very High alert

Following the government announcement yesterday, London will be placed under Tier 3 rules from 16 December. This will mean tighter restrictions placed on individuals and businesses to help minimise the spread of COVID-19.

Key changes for businesses

Businesses that must close or operate a significantly restricted service:

  • Hospitality venues must now close except for takeaway, delivery and click and collect services
  • Accommodation such as hotels, B&Bs and guest houses can only open for persons who are specially exempted
  • Entertainment and tourist venues must close aside from specific exemptions
  • Large events are not permitted with some specific exemptions

Businesses that generally may remain open (following COVID secure guidance):

  • Retail businesses including markets
  • Close contact services and personal care facilities (i.e. hairdressers, beauty salons)
  • Sports and leisure venues can remain open, however, exercise classes and organised sport should not take place indoors
  • Individuals (i.e tradespeople) may continue to work in other people’s homes
  • Weddings, civil partnerships, religious services and funerals can continue with the same restrictions on attendance as in Tier 2

General rules for the public and employees

The public and employees should observe the following rules:

  • No mixing of households indoors, or most outdoor places, apart from support bubbles. Maximum of six in some outdoor public spaces (e.g. parks, public gardens).
  • Everyone who can work from home should do so
  • Avoid travelling outside your area, other than where necessary such as for work or education (further exemptions apply). Reduce the number of journeys where possible. Plan ahead and avoid busy times and routes on public transport. Avoid car sharing with those outside of your household or support bubble
  • Overnight stays other than with household or support bubble are advised against
  • All pupils should continue to attend school and colleges, unless required to self-isolate, when their school and college should provide them with high quality remote education
  • There are several ways that parents and carers can continue to access childcare in Tier 3. Read guidance on making and using a childcare bubble.
