In the Director’s Chair
The ‘In the Director’s Chair’ programme is a new series of thought-provoking essays from members of the ADSS Cymru Leadership Group and our strategic partners, examining a wide range of topics right across the spectrum of social care policy and practice in Wales. It is an opportunity for service directors to use their professional knowledge and experience to speak freely and passionately about issues of social care policy and practice.
In the first essay of the series, Director of Social Services in Flintshire, Neil Ayling, offers his perspective on the concept of a national care service which has lately come under discussion and proposes an alternative solution in this debate.

Our Engagement in 2021
Following a challenging and incredibly busy year, the ADSS Cymru business unit will be resuming its periodic external newsletters in 2021 to our stakeholders across the social care sector – reporting on the progress of the ADSS Cymru membership, and those of our closest partners. We will be in contact with you to let you know of upcoming dates to submit information for our newsletters.
We will also be publishing further editions of the In the Director’s Chair blog series and podcasts, exploring topics that have a big impact on the delivery of social care in Wales. If you feel there is a particular topic you’d like to see covered, or if you would like to contribute to this work, do let us know.
Finally, planning will soon be under way for our annual Spring Seminar, which will give members and invited guests the opportunity to engage on the most critical topics of the day for social care. We look forward to hosting this important event once again in 2021, in whatever format this can safely take place.

Supporting community resilience in social care
Social Care Wales is working with partners to examine the impact of the Covid 19 pandemic on community-led support. There are emerging examples in many local areas of support that has found new energy, with a range of partners interested in further nurturing the resilience and mutual support communities are developing. We want to explore the many factors that have supported this change. A partnership of consultancies hosted by Hugh Irwin Associates Ltd is co-ordinating the project.
Early key messages from stakeholders:
- a lack of shared language used and understood by all stakeholders
- statutory organisations need to relinquish control much more
- engagement fatigue around this subject – action is required to keep people on board
- celebrate success and build on it much more
- need to agree satisfactory ways of measuring impact
- values and principles as (if not more) important than outcomes
- the ‘system’ is complex and change needs to reflect this complexity.
During December and January we are engaging with a broad range of stakeholders to explore these areas in more detail, and we’d really like to hear your views about what enables and supports good outcomes for communities from a social services perspective. We also want to explore how we can share learning to celebrate and support practice across Wales.

Social Care Wales would like to highlight the range of services offered by Care First. They are providing an employee assistance programme (EAP) from 4 December to all those employed in the social care workforce in the private and voluntary sectors in Wales, including personal assistants.

NSPCC Trustees
The NSPCC is looking for a new Trustee to join its national Board.
Trustees play a pivotal role in setting the strategic direction of the Society, as well as holding management to account to ensure it delivers the best outcomes for children every day.
For this role, the NSPCC is looking for a trustee based in Wales, with a commitment to child protection and ideally a qualified social worker with a professional background in Children’s Services. The successful candidate will be an ambassador for the Society in Wales.
The Board of Trustees is responsible for the overall governance and strategic direction of the charity, its financial health and the probity of its activities, pursuing its objectives in accordance with the Royal Charter and compliance with legal and regulatory obligations.

Early Years Open Call
Nesta have launched an Open call to Local Authorities in Wales, Scotland and England to develop innovation partnerships with Nesta to support children in their early years (Age 0-5)
This is part of the Equalising Life Chances mission in Nesta's new strategy. Partners can now access 3-5 years of committed time from the interdisciplinary Mission Team at Nesta.
There is up to £200k of funding available (to be divided between 1-3 partner LAs)
