Hi Everyone:

As we start the New Year, I am optimistic that the COVID Pandemic will be under control by summer.  I cannot wait to hang up the face masks, social distancing, and fear of this virus.  I want to see and hug my 85-year old mother, my sons, and my first grandchild.  I sure you all share similar desires.  In the meantime, we must keep the masks on, wash our hands frequently, and maintain social distancing protocols.  Please don't let your guard down; stay safe and healthy.

On to the news and updates.

Best,

Bob

From the Town Clerk's Office

The Annual Street listing should be arriving in your mailboxes over the next few days.  This annual Town Census is a Mass State requirement, and residents who fail to respond are removed from the active voting list.  We don't want that, so please complete the requested form and send it back as soon as possible.

Households with dependent children should be sure to include them on your form and see that we have complete information on each child.

Please mail your form back to us within ten days, using the enclosed return envelope. If you did not receive a Hinsdale Census Form, please call the Town Clerk's Office at 413-655-2301 and we'll be sure to send one out to you immediately.

Thank you for your cooperation.

Plunkett Lake News

The long-promised Gate Valve Training is taking place this week.  Staff from the Highway Department are meeting with the trainer from Foresight Land Services, who will, in turn, teach them how to operate the valve and accordingly track the adjustments in the Gate's log.  Once this training has been completed and the log has maintained for a month, we will post a copy of the log on the Lake Management Committee's webpage for all to see.  We will also post the operations manual, as we said we would last fall.

COVID Vaccine information

The Board of Health has been asked about the COVID Vaccine plan, and they are referring people to the State's Vaccine Implementation Plan website, found at Mass.gov, here: https://www.mass.gov/covid-19-vaccine-in-massachusetts.  This site provides answers to many questions and the State Department of Public Health will update the information as it evolves.  Perhaps you want to bookmark the site.

Marijuana in Hinsdale

Several Residents have asked about the status of Marijuana concerns in Town, so let me update you on what is happening in this regard.

1. FFD
FFD Enterprises MA, Inc. (hereafter "FFD") is the new name Iof what was formerly known as Ipswich Pharmaceutical Associates (IPA).  Originally started on Bullard's Crossing south of Town, had planned to expand at a site on Peru Road. However, after hearing the concerns of their Peru Road neighbors about locating too close to a residential area, FFD acquired an additional 20 acres adjacent to their existing Bullar's Crossing site and have updated their plans and will consolidate their entire Hinsdale operation at this site.

The Town already had a Host Community Agreement with FFD and is on the verge of updating that agreement for the third time.  Once that Agreement is completed, we will post a link to it on the Town's website.  In the meantime, FFD has submitted an application, requesting the Select Board's approval of a Special Permit, which will allow them to construct and operate a 100,000 square foot outdoor marijuana cultivation/processing facility at Bullard’s Crossing Road location.  A copy of that request and the detailed plan is under review by the Planning Board at the Select Board's request.

The Planning Board is scheduled to begin that hearing process on Thursday night, January 14, 2021, at 6:30 PM.  Pursuant to MGL 40A, Section 5, the Planning Board is hosting a Virtual Public Hearing to review/consider a special permit application from FFD Enterprises MA, Inc.  The Planning Board will then make a recommendation to the Select Board on FFD's Special Permit request.

An on-line copy of the FFD Enterprises MA, Inc., Bullard's Cross Special Permit application is available from the Planning Board's Agenda and Minutes page of the Town's website, here.

2. Sunlight Farms, LLC.
The Second entity, Sunlight Farms, LLC. (hereafter "SunLight") has requested a Host Community Agreement for a proposed Marijuana Cultivation Facility at 172 Peru Road.  SunLight is a Joint Venture between Hinsdale resident Mike Viner and Silver Therapeutics.  Silver Therapeutics, Inc. is a licensed operator of an existing retail Marijuana Establishment in Williamstown, MA, and has also been awarded a Final Adult-Use Retailer Licence to operate a second retail Marijuana Establishment in the Town of Orange.

Prior to submitting their request, the Town informed SunLight of the concerns raised by the neighbors regarding FFD's Peru Road pursuit, and they were well aware of the concerns, SunLight believes they can address the concerns of the neighbors during their Special Permit application process, which will eventually follow the same process FFD and the Town's Planning Select Boards are working on as described above.

The Host Community Agreement with SunLight is currently being developed and will be shared once it is finalized.
