Greetings from the Regional Durable Solutions Secretariat (ReDSS) Somalia country unit. This is our last update of the year and we would like to take this opportunity to thank you for your engagement and support. Although 2020 has been a year full of unprecedented challenges, your commitment to working towards durable solutions in Somalia and to adapt to the changing environment has been invaluable. In this update, you will find insights on our work in research and knowledge management, findings from ReDSS’ external evaluation and some upcoming events.
 
Research and knowledge management

Displacement financing research process: ReDSS continues to make good progress on its ongoing research process of 'Re-thinking the displacement financing architecture in the Horn of Africa – What types of financing are required to fund solutions to displacement’. Please see here  the link to the Terms of Reference.  The Somalia Country case study is ongoing tying the global level mapping of what types of financing, instruments and modalities are needed in displacement settings to specific sectors and the current displacement financing context in the country.  Please find here the inception report. ReDSS expects to have the Somalia country case study and overall report ready at the end of January 2021 and looks forward to discussing with partners on the findings and recommendations.

 
Financing durable solutions for refugees and forcibly displaced people in Somalia: The Earth Security Group produced a study, supported by SDC, entitled "Financing Durable Solutions for Refugees and Forcibly Displaced People - Creating Future Perspectives in Times of Crisis". Key findings and recommendations were discussed during an event on December 3rd and highlighted the fact that Durable solutions processes need to address sustainability pressures. These pressures are so significant – for example around issues of urban sustainability and housing – that the report concludes that the definition of ‘durable solutions’ should be enhanced to consider the targets of the UN Sustainable Development Goals. It is also crucial to accurately measure with clear metrics the impact of investments in displacement-affected communities to identify successful models for replication.

Informing a common agenda on land, urbanisation and displacement in Somalia: Following the key findings and recommendations from the ‘Land Governance Study’ which was developed by the Rift Valley Institute and supported by the World Bank and Durable Solutions Consortia partners (Danwadaag, Jubaland Solutions Consortia and Durable Solutions Programme), a series of webinars were organized for practitioners and policy – makers to agree on a common agenda moving forward. Professor Ken Menkhaus facilitated these discussions and a collective roadmap on urbanization, land and displacement was agreed upon, with short, medium and longer terms objectives.
 

Capacity development
Somalia Training of Trainers package: ReDSS at the request of the National Commission for Refugee and IDPs (NCRI) and the Ministry of Planning and Economic Development (MOPIED) – Durable Solutions Unit, and with the support from the durable solutions partners, is developing a “Durable solutions training of trainers’ (TOT) package for authorities in Somalia”. The objective of the package is to sustainably strengthen the capacities of the Somali authorities to lead and plan for durable solutions. The ToT will be finalized in February 2021 and the pilot training will take place in March. A training plan will then be developed by authorities together with durable solutions partners to roll out the trainings at regional levels.  

 
Program Support

Local (Re)Integration Assessment (LORA):To address the need for tools to adequately measure progress towards durable solutions in the context of Somalia, the Danwadaag Durable Solutions Consortium developed and piloted a new approach to measure local integration; the Local (Re)Integration Assessment (LORA). The LORA builds on the Inter-Agency Standing Committee (IASC) framework for Durable Solutions and the ReDSS Solutions Framework, combining these with localized concepts of integration and aspects relevant for IDPs’ and returnees’ perception of integration. Protection Dimensions of Solutions webinar: At the end of September, ReDSS, alongside representative from Somalia’s Ministry of Planning, Investment and Economic Development, was invited to speak during a webinar jointly convened by the GP20 and the Global Protection Cluster (GPC) on the lessons learnt of the use of the IASC framework and the protection dimension. Click here to download the presentation.
 

ReDSS external evaluation
ReDSS undertook an external evaluation to review its strategy and governance structure. The methodology used extensive literature review, 35 interviews, 67 surveys and 22 stories of the most significant change. These stories represent the impact ReDSS has created over the years, which stakeholders believe to be of particular importance. Results from the stories of change reveal that ReDSS has had the highest impact in the area of policy dialogue with 60% of the stories focused on actual change at the policy level.
