Alameda Contractor Weekly: New Newsletter Name to Better Reflect our Audience and Focus
For 2021, to more accurately reflect our audience, content and region served, we have renamed our weekly newsletter from The Weekly Blast to Alameda Contractor Weekly. We have also reorganized some of the categories, so that new postings and postings with specific deadlines are separate from ongoing or "reminder" postings. Our core purpose continues to be to inform our small, local contractors about upcoming public works pre-bids and bid opportunities; provide information about Contractor Technical Assistance Program-specific and other relevant regional resources, workshops, training programs and events; and offer additional postings about helpful resources and information for small contractors/small business owners, including loans, grants, COVID-19 assistance and related articles of interest.

California Small Business COVID-19 Relief Grant Program – Deadline Extension
As recently announced, the State of California has established a COVID-19 Relief Grant Program to offer grants ranging from $5,000 to $25,000 for small businesses and non-profits that have been impacted by COVID-19 health and safety restrictions. Grant amounts vary based on the applicants' annual revenue as documented in their most recent tax return. Please note, maintenance will be performed every night from 12:00AM – 4:00AM PST and applications cannot be accepted during this time.

AGC and Sage Release Important Report: The Pandemic’s Growing Impacts on the Construction Industry
The American Association of General Contractors (AGC) and Sage Construction and Real Estate just released a report detailing the results of a survey of 1,329 contractors from all 50 states. Some bright spots included new warehouse construction, healthcare (other than hospitals) construction, and water and sewer-related projects, and one-third of firms reported that business had returned to more normal levels and that they expect to add to their headcount. Overall, however, the survey indicated that the construction industry has been hard-hit by the COVID-19 pandemic and reflected contractors' gloomy outlook across most market segments for 2021. The AGC and other contractor resources, including Alameda County's Contractor Technical Assistance Program, are committed to helping contractors weather the storm and turn challenges into opportunities.

Congress Passes Expanded Paycheck Protection Program Adding Additional $284.5 Billion in Funding!
Small business owners have been provided much needed additional relief, with simplified loan forgiveness guidelines on any existing PPP loans under $150,000 as well as the ability to apply for either a new initial loan (if no prior PPP loan was received) or for a second PPP loan (if a PPP loan was already awarded during the first PPP funding round, which expired in August 2020).
Contractors who have already received a PPP loan are encouraged to follow-up with their existing lenders to learn more about the simplified forgiveness guidelines, and can contact their existing or a different lender to learn about applying for a second PPP loan.

SBA Extends COVID-19 Pandemic Economic Injury Disaster Loan (EIDL) Application Deadline to December 31, 2021.
To date, SBA has approved $197 billion in low-interest loans, which provide U.S. small businesses, non-profits, and agricultural businesses working capital funds. Economic Injury Disaster Loan applications will continue to be accepted through December 2021, pending the availability of funds.
Loans are offered at affordable terms, including a 3.75% interest rate for small businesses and 2.75% for non-profit organizations, a 30-year maturity, and an automatic deferment of one year before monthly payments begin. All eligible small businesses and nonprofits are encouraged to apply.

Governor Newsom Announces COVID-19 Tax Relief, Grants, and Loans for Business Owners
California Governor Gavin Newsom has authorized new tax relief and grants to businesses impacted by COVID-19 restrictions. The Contractors State License Board (CSLB) is encouraging licensees to determine their eligibility for relief.

New California Regional Stay-At-Home Order
The Regional Stay Home Order, announced December 3, will go into effect promptly in regions with less than 15% ICU availability. It prohibits private gatherings of any size, closes sector operations except for critical infrastructure and retail, and requires 100% masking and physical distancing in all others. The order will remain in effect for at least 3 weeks and, after that period, will be lifted when a region’s projected ICU capacity meets or exceeds 15%. Construction continues to be deemed an essential industry, and work on projects can continue throughout the state, however, those working in construction are urged to follow prevailing COVID-19 Safety Guidelines. Alameda COVID-19 Food Distribution & Services Map
A collaboration between the Alameda County Emergency Operations Center (EOC) Care & Shelter Branch, Alameda County Community Food Bank, Alameda 211 and individual cities has resulted in the development of an interactive map showing food distribution sites and other essential services, throughout Alameda County, which are currently open under the COVID-19 Shelter-In-Place Order. The California Rebuilding Fund is a loan program to support California’s small businesses—especially those located in economically disadvantaged and historically under-banked areas of the state. Businesses who employed 50 or less full-time equivalent employees (FTEs) and had gross revenues of less than $2.5 million or below in 2019 are eligible to apply.
This program is not associated with the federal Paycheck Protection Program (PPP) or any other SBA program; the loans are not forgivable and will need to be paid back over a 3- or 5-year term, with a fixed annual interest rate that is currently 4.25%.
There are currently twelve Community Development Financial Institutions (CDFIs) that are participating in the California Rebuilding Fund to process loan applications. CDFIs are mission-driven community lenders certified by the U.S. Treasury Department to serve small businesses who are typically unable to access credit from traditional banks. They provide small business owners with access to credit and advisory services to help them navigate uncertain economic times.

The U.S. Treasury and the U.S. Small Business Administration (SBA) recently announced a streamlined Paycheck Protection Program (PPP) forgiveness application for loans of $50,000 or less (unless those borrowers together with their affiliates received loans totaling $2 million or more).

From 2-1-1 Alameda County: Free Flu Vaccines Available
FamilyWize and Walgreens have partnered to provide free flu vaccination vouchers for uninsured California residents. If you are uninsured and would like to receive a free flu shot voucher, please call 211 to be connected with one via email. Through this program, these free flu vaccine vouchers are available in limited quantities on a first come-first serve basis, and are valid through March 15, 2021. To keep communities safe during COVID-19 conditions, Walgreens will only administer flu vaccinations at their stores.

Alameda County Emergency Rental Assistance Program
The Emergency Rent Assistance Program (ERAP) is designed to assist very low- to low-income families and individuals who are suffering a temporary financial setback due to the COVID-19 public health emergency and need help with delinquent rent and achieve housing stability.
Rent assistance in the form of a grant for tenants experiencing an inability to pay rent due to a loss of income related to the COVID-19 public health emergency. Up to two months’ worth of rent or $3,500; if previously assisted through another rental assistance program up to one month’s rent or $1,750. The form of assistance will be a grant paid directly to the landlord.

With the progression of COVID-19, public works contractors and their sureties have been focusing on the impacts of the Pandemic, with particular attention to Force Majeure issues. Essentially, the analysis has been tailored to whether the Pandemic would be grounds for a contractor to claim Force Majeure, and thus be entitled to additional time to complete their project without penalty.
