January Council Meeting Debrief 
  • Council endorsed the Burra Storm Water Management Plan V4.2 and will submit the plan to the Storm Water Management Authority for approval.
  • Council accepted the gift of a series of print photographs and maps from the private collection of the Late Mr. Eric Fuss from Mr. Bob Fuss.
  • That following careful consideration of all the options and issues relating to the representation review process, and in consideration of the public submissions made in respect of the Representation Options Paper, Council require the Chief Executive Officer prepare a draft Representation Review Report pursuant to Section 12 (8a) of the Local Government Act 1999, that reflects its deliberations and proposal for future composition and structure, for Council adoption at the 16 February 2021 ordinary meeting of Council for community consultation.
  • Council will assist the Eudunda Bowls Club with a CAD loan of $90,000.00 over 10 years at LGFA variable rate to be established with the LGFA for the purposes of the greens resurfacing project, subject to the clubs successful application for $190,000 grant from the ORSR - Community Recreation & Sporting Facilities Program (CRSFP) and security over their real estate assets.    
  • Council will write to the Chief Executive Officer of the Northern and Yorke Landscape Board asking for further clarity on how the $282,000 contribution from Goyder is distributed; and that Council Invite the Chief Executive Officer to present a Deputation at an upcoming ordinary meeting of Council. 
  • Council will prepare an application to the Department of Environment and Water to amend the dedicated purpose of the land to “recreation, show ground, child care and education purposes” and that Council undertake Community Consultation in accordance with its public consultation policy. 
The next Council Meeting will be held on Tuesday 16th February 2021
at the Burra Council Chambers 1 Market Square, Burra at 1.00pm

Meet Council's Arts & Cultural Facilitator

                                                                            

The newly appointed Arts & Cultural Facilitator at Regional Council of Goyder is Ali Eckermann. This is an exciting partnership with Country Arts SA, aimed at creating community opportunities utilizing programs inclusive of age and cultural backgrounds and experiences.
Ali grew up on Ngadjuri country at Hart with her adopted family, attending Brinkworth Area and Clare High Schools and a member of Blyth Netball Club and Trinity Lutheran Church. Ali has travelled extensively across Australia and lived in the Northern Territory for nearly 30 years. Ali loves the desert and is proud of her Yankunytjatjara heritage.
Some of Ali’s favourite experiences are living along the train line on the Nullabor Plain at Ooldea, camel catching in the Simpson Desert, and managing an Aboriginal Art Centre. As an artist Ali has travelled extensively to Asia, America and India, fostering new relationships with artistic peers and embracing new perspectives.
Ali looks forward to meeting many members from the wider region and listening to their stories. This new role heralds a potential for community growth and inclusiveness, led by the people of Goyder.
                                                       
Managers Re-Appointed
 
Council is pleased to announce that Wayne & Anne Tomsen have been re-appointed as managers of Paxton Square Cottages, Bible Chapel and Burra Caravan Park for a five year term. They have done a fantastic job of looking after the accommodation facilities, and we look forward to working with them and continuing the great work.

COVID-19 Pandemic

If someone in South Australia tests positive to COVID-19, the COVID SAfe Check-In enables SA Health to quickly contact others who may have been exposed to the virus and stop the spread of COVID-19.

Face Masks

Face masks are an additional physical barrier and help to stop the spread of COVID-19. At this time in South Australia it is not mandatory for the general community, but it is recommended to wear a mask when out in public if you are unable to physically distance. 
Face masks (covering mouth and nose) are mandatory at all times while on an airplane or at any airport during your journey.
People present at an airport in South Australia must also wear a face mask.

Face masks are available to the community and can be collected from the Council Offices in Burra and Eudunda.
                                                                          

QR Code tracking

QR code tracing has commenced – the COVID-safe check-in will be accessible through the free mySA GOV app. The data will only be available by SA Health for official contact tracing purposes and will be accessible for 28 days. A paper recording log will be available to businesses as a back-up if patrons do not have a mobile phone. You must use COVID-safe check-in at: supermarkets, department stores, hardware stores & general retail stores.

Eudunda Mosaic Project

The Mosaic Project has been completed by the Eudunda Community Hub and sits proudly in the Centenary Gardens in Eudunda, and it looks fantastic! This project was funded by FRRR under the Tackling Tough Times Together program, together with the Eudunda Community Hub making a financial contribution along with many voluntary hours!! Congratulations and well done to all involved.

Burra Skate Park Progress

Council are excited to have Steve Kelly and the team from Grind Projects onsite at the Burra Skate Park. 
Due to COVID19 travel restrictions during 2020 there has been a delay in the construction of the skate park. Steve and his team will be undertaking earthworks and the concreting components of the Skate Park extension and landscaping, the estimated completion time for this stage of the project is 4-6 weeks with the bike track, nature play and landscaping to follow in the coming months.
This project has been funded by Open Space Grant Funding in conjunction with Council and the kind donations of the Goyder Youth Advisory Committee and AGL. Many thanks to the Burra Community School, Goyder Youth Advisory Committee and the members of the community who attended the public consultation meeting at the skate park in late 2019 and provided valuable input to the design.

Consultation on the Draft Suicide Prevention Bill
 
Many South Australians have been affected by suicide and the consequences can be devastating, complex and long-lasting for families and communities.
 
Suicide is the leading cause of death for South Australians aged 15 to 44, is the third leading cause of premature death, and has the third highest rate of years of life lost for all conditions.
 
The draft Suicide Prevention Bill proposes to establish measures to reduce suicide in South Australia. It will promote a whole of community focus on suicide, underpinned by sustained engagement with the community, government and non-government agencies, and services and community organisations such as Suicide Prevention Networks.
 
The purpose of the Bill is to have a legislative mechanism that aims to reduce the incidence of deaths by suicide and suicide attempts in this State. It proposes to do so through a number of measures, including:
  • Establishing a Suicide Prevention Council to oversee suicide prevention and postvention (activities and programs to support people bereaved by suicide) and prepare a State Suicide Prevention Plan.
  • Requiring certain agencies to have suicide prevention plans which respond to not only their employees but also their consumers.
  • Establishing the capacity to declare certain means or methods of suicide as a controlled lethal means.
  • Establishing a suicide register to provide more timely information that will assist in a targeted approach to suicide prevention initiatives.
 
You are invited to provide feedback on the draft Bill. You can provide a written submission or complete the short community survey which is available at: yoursay.sa.gov.au. There will also be two public webinar consultations with interested stakeholders. Details are available on the YourSAy website.

2021-22 Migration Program
 
The Department of Home Affairs is now inviting public submissions to inform planning for the 2021-22 Migration Program.
 
Each year the Department of Home Affairs undertakes a comprehensive consultation process to inform the make-up of Australia’s Migration Program. Public submissions are an important part of this process and will help shape a Migration Program that benefits all Australians. 
 
Public submissions will be accepted by 29 January 2021.

Veterans & Community Grants


 
Veterans & Community Grants The Australian Government is inviting ex-service organisations (ESOs), or non-ESOs working in partnership with an ESO, through a targeted competitive process to apply for grant funding under the Veteran and Community Grants Program from 3 November 2020 to 29 January 2021. 
 
The objective of the program is to maintain and improve the independence and quality of life for members of the Australian veteran community by providing funding for projects that sustain or enhance health and wellbeing. The intended outcomes of the program are to deliver projects that:

 are sustainable and have an ongoing benefit for members of the Australian veteran community
 increase opportunities for members of the Australian veteran community to engage in social and community activities and/or improve health behaviours and support healthy places. 
 
Two grant streams are available: Small grants of up to $20,000  |  Large Grants of between $20,001 - $150,000

The 2021 program theme is Healing the Land - Healing Ourselves - Together.

Funding up to $3,000 available to community organisations in rural, regional and remote Australia for environmental projects that heal the land in holistic ways and build community through practical projects, skills acquisition and knowledge transfer.

Applications can be submitted until 6.00pm on Tuesday 9th February 2021.

Saluting Their Service Commemorative Grants 


 
The Australian Government is inviting applications through an open competitive process to apply for grant funding under the Saluting Their Service Commemorative Grants Program (the program).  
 
The program is designed to: preserve Australia’s wartime heritage; involve people around the nation in a wide range of projects and activities that highlight the service and sacrifice of Australia’s service personnel in wars, conflicts and peace operations; and promote appreciation and understanding of the experiences of service and the roles that those who served have played in shaping the nation. 
 
There are two categories of grants available under the program: 
 
1. Community Grants (STS-CG)
Grants to a maximum of $10,000 are available for local, community-based projects and activities.

2. Major Grants (STS-MG)
Grants between $10,001 and $150,000 are available for major commemorative projects and activities that are significant from a national, state, territory and/or regional perspective.

SA Healthy Towns Challenge 

The SA Healthy Towns Challenge is a grants program for regional and rural towns to develop preventive health programs within their community, which will have measurable benefits (over 12 months) to the community’s health and wellbeing. Successful projects aim to increase access or opportunity for the community to make healthier choices or participate in activities with a prevention focus.

Grants of up to $50,000 each will be provided to a minimum of five towns (or groups of towns) each year for four years (until 2021), across the six regional SA Local Health Networks:

The SA Healthy Towns Challenge is part of the SA government’s Healthy Communities Program, which supports community-wide health and prevention action to help reduce preventable disease and injury and improve health and wellbeing.

At the end of each funding round the SA Healthy Towns Challenge Award will be presented to the town that achieves the most improvements towards healthier living.

Final Round of Healthy Towns Grants Now Open

Regional and rural communities are encouraged to apply for grants of up to $50,000 to help improve the health and wellbeing of their towns.

Minister for Health and Wellbeing Stephen Wade said through the SA Healthy Towns Challenge, the Marshall Liberal Government has committed $1 million to support regional communities with local initiatives.

“Many of the risk factors for chronic disease can be prevented or reduced through communities working together to support a healthy environment and we encourage communities to participate in SA’s Healthy Towns Challenge,” Minister Wade said.

“Maintaining good health and wellbeing is a shared responsibility between government, individuals and communities more broadly and through the Healthy Towns Challenge we have already invested almost $1 million into projects and community-led organisations across the state.”

As part of the fourth and final round of the program, successful applicants will receive up to $50,000 in June 2021 to develop programs to improve the health and wellbeing of their communities, which will have measurable benefits over 12 months.

Wellbeing SA Chief Executive Lyn Dean said many chronic illnesses such as diabetes and cardiovascular disease share the same risk factors and are preventable.

“By actions such as increasing physical activity, eating healthier, quitting smoking and cutting back on alcohol, South Australians can enjoy an improved quality of life,” Ms Dean said.

“Successful Healthy Town Challenge projects in the past have aimed to increase access or create opportunities in the community to make healthier choices and participate in activities that encourage physical activity, healthy eating and positive mental health and wellbeing.

“Funded projects have ranged from community gardens, cooking lessons, walking trails, outdoor gyms and bike programs and I am looking forward to seeing the applications we receive this year.”

Tourism Industry Development Fund
 
The South Australian Government recognises the huge impact that COVID-19 has had on the tourism sector across regional South Australia.  The Tourism Industry Development Fund is designed to support and stimulate private sector investment in new and improved regional accommodation, and the development of quality tourism product and experiences. It aims to assist in the COVID recovery of regional tourism by encouraging regional operators to improve and diversify so they can attract more visitors and get a higher return on their offering. 
 
Through the South Australian Tourism Commission, the State Government is committing $20 million to the Tourism Industry Development Fund over two years to support regional tourism in South Australia.  Applicants can seek grants from $20,000 to $500,000 (excluding GST) with a maximum of 30 per cent State Government grant of the total project value. 
 
There are two streams in the Tourism Industry Development Fund Regional Infrastructure Project  |  Regional Product and Experience Development Projects

Caravan Parks Defibrillator Subsidy 

In 2019, the Federal Government in partnership with Caravan Industry Association of Australia, launched a Caravan Park Defibrillator Subsidy Program for Caravan Parks to encourage operators to install these devices to help save the lives of those people experiencing a sudden cardiac arrest.  The funding of $1 million from the government will match dollar to dollar up to $1000 per unit (excluding GST) purchased by an operator. 
 
Caravan Industry Association of Australia will manage the implementation and the roll out of the program.

The theme for this year's Regional Forum is Water Balance in the Region.

Held in the Clare Valley on Friday, 26 March 2021, the forum will focus on:

  • Water for Wellbeing and Community Resilience
  • Water for the Environment
  • Water for the Economy

It will also consider water requirements in a changing climate, including potential socio-economic opportunities.

The Regional Forum is led by the Northern and Yorke Landscape Board with support from its Regional Alliance partners The Legatus Group and Regional Development Australia Yorke and Mid North.
