TRANSPORT MATTERS
Newsletter of the Tasmanian Transport Association - 1/21 - 8 January 2021

Welcome to 2021!

As highlighted by the demands of last year, transport and logistics is an essential service and as such, finding time for a break over the Christmas & New Year period can be very difficult in this industry.  Hopefully, you found some time to relax, catch up with family and friends, and recharge for 2021.

Tasmania has been fortunate to enjoy an extended period of relatively relaxed COVID-19 restrictions, but the recent events in NSW, Victoria and Queensland are a strong reminder that we must maintain COVID-safe practices and protocols and make sure that business COVID Safety Plans are up to date and enacted.  Circumstances and situations change very quickly and while transport, freight and logistics is recognised as an essential service, it is critical to keep up to date with the requirements for essential travellers entering Tasmania.  It is also really important to make sure that you have a plan to respond to COVID-19 outbreaks and the COVID-19 Case & Outbreak Management Framework provides guidance on this.  See the framework at the link here.  Please don't hesitate to contact TTA for any information or support.

COVID-19 Update - High Risk Areas & Premises

The Tasmanian Government has today declared the Greater Brisbane area to be high risk in the wake of a positive COVID-19 test by a quarantine hotel cleaner.  The test has identified that the quarantine worker has the more infectious strain of COVID-19 and the Queensland Government has announced a 3 day lockdown for the city from 6pm tonight.

Any travellers arriving in Tasmania from today who have been in the Greater Brisbane area since 2 January must quarantine for up to 14 days.

People already in Tasmania who have been in the Greater Brisbane area (including Brisbane, Moreton Bay, Redlands, Ipswich and Logan), since 2 January are urged to check the list of locations on the Queensland Government website, and if they have been at any of the places during the dates and times nominated, they must self isolate and contact the Tasmanian Public Health Hotline 1800 671 738 and arrange a test.

The current medium and high risk areas and premises are in NSW, Victoria and Queensland.

Reminder for Essential Travellers - Register SEPARATELY using G2G for EVERY arrival from a medium or high-risk area

A reminder for Essential Travellers (including transport and freight essential travellers) who have spent time in medium or high-risk areas in the 14 days before arriving in Tasmania that you must register your travel by making a submission for a G2G Pass.  Each time you travel to Tasmania, you must make a separate submission.

TTA understands that there have been recent cases where freight and logistics essential travellers have attempted to use a QR Code generated through a previous G2G Submission for entry, not being aware that a new application is needed for each time you enter Tasmania.  You must make a new submission every time you are entering Tasmania, and when approved you will receive a new QR Code.

The Tas e-Travel system is only for people arriving in Tasmania who have spent time in low-risk areas in the 14 days before arriving.

More information about the requirements, medium and high-risk areas and premises, and links to the Tas e-Traveller and the G2G Pass systems at the button below.

Please contact TTA if you have any questions or experience any issues with these systems, email: ed@tta.org.au or phone: 0427 366 742.

MTData becomes the 4th EWD provider approved by NHVR

The NHVR has approved MTData's Talon and Swift system, running on either a Samsung Galaxy Active Tab or Samsung Galaxy Active Tab 2, as a fourth Electronic Work Diary (EWD) option.

NHVR Chief Regulatory Policy & Standards Officer Don Hogben said the MTData product would be available for use as an official record for heavy vehicle driver work and rest hours from January 18.

"It's important that drivers check the NHVR website to ensure they’re using an approved EWD,” Mr Hogben said.

"MTData joins the existing EWDs by Step Global and Teletrac Navman which have been available across Australia since December 1 and the NHVR recently gave the green light for Netstar Australia’s Garmin Fleet 7XX Series to be used as an EWD from January 11."

An EWD is an electronic recording system, approved by the NHVR, to record the work and rest times of a driver, and is a voluntary alternative to the Written Work Diary.

The introduction of EWDs means drivers can record their work and rest hours by pressing a button, rather than spending time ruling lines and counting multiple time periods on multiple pieces of paper.

Some EWD also include features, such as alerts, to assist drivers to manage their compliance with work and rest rules.

Drivers must continue to carry their Written Work Diary for a transition period, to ensure that they comply with the requirement of carrying 28 days of records.

Any issues with EWDs may be reported to the NHVR by phone or using a website form at www.nhvr.gov.au/contact-us

To stay up to date with approved EWDs and their conditions of use visit www.nhvr.gov.au/ewd
