NIH: International Research Scientist Development Award (IRSDA)

The purpose of the International Research Scientist Development Award (IRSDA) is to provide support and protected time (three to five years) to advanced postdoctoral U.S. research scientists and recently-appointed U.S. junior faculty (applicants must be at least two years beyond conferral of doctoral degree) for an intensive, mentored research career development experience in a low- or middle-income country (LMIC), as defined by the World Bank, including "low-income," "lower-middle-income," and "upper-middle-income" countries) leading to an independently-funded research career focused on global health. This Funding Opportunity Announcement (FOA) invites applications from postdoctoral research scientists and junior faculty from any health-related discipline who propose career development activities and a research project that is relevant to the health priorities of the LMIC under the mentorship of LMIC and U.S. mentors.

This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing research that does not involve leading an independent clinical trial, a clinical trial feasibility study, or an ancillary study to a clinical trial. Applicants to this FOA are permitted to propose research experience in a clinical trial led by a mentor or co-mentor. Applicants proposing a clinical trial or an ancillary study to an ongoing clinical trial as lead investigator should apply to the companion FOA (PAR-21-105).

NIH: International Bioethics Research Training Program (D43 Clinical Trial Optional)

The overall goal of this initiative is to support the development of a sustainable critical mass of bioethics scholars in low and middle-income country (LMIC) research intensive institutions with the capabilities to conduct original empirical or conceptual ethics research that addresses challenging issues in health research and research policy in these countries as well as provide research ethics leadership to their institutions, governments and international research organizations. FIC will support LMIC-U.S. collaborative institutional bioethics doctoral and postdoctoral research training programs that incorporate didactic, mentored research and training components to prepare multiple individuals with ethics expertise for positions of scholarship and leadership in health research institutions in the LMIC.

This Funding Opportunity Announcement (FOA) allows support of trainees as the lead investigator of an independent clinical trial; or a separate ancillary study to an existing trial; or to gain research experience in a clinical trial led by another investigator, as part of their research and career development.   

Award Size: Up to $230,000/year

NIH: Global Infectious Disease Research Training Program (D43 Clinical Trial Optional)

This Funding Opportunity Announcement (FOA) encourages joint applications for the Global Infectious Disease (GID) Research Training programs from U.S. and low- and middle-income country (LMIC) institutions. The application should propose a collaborative training program that will strengthen the capacity of a LMIC institution to conduct infectious disease research not including HIV/AIDS. FIC will support research-training programs that focus on major endemic or life-threatening emerging infectious diseases, neglected tropical diseases, infections that frequently occur as co-infections in HIV infected individuals or infections associated with non-communicable disease conditions of public health importance in LMICs. 

Training related to prevention, treatment or public health approaches to any technical area of basic, epidemiology, clinical, behavioral or social science health research may be supported.  Research Training programs should incorporate didactic, mentored research and professional development skills components to prepare individuals for careers that will have significant impact on the priority health research needs of LMICs.

This Funding Opportunity Announcement (FOA) allows support of trainees as the lead investigator of an independent clinical trial; or a separate ancillary clinical trial or proposing to gain research experience in a clinical trial led by another investigator, as part of their research and professional development.

Award Size: Up to $230,000/year

DoS: Annual Program Statement (APS) for Public Affairs Dhaka

The U.S. Embassy Dhaka Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce a funding opportunity through this Annual Program Statement (APS) focused on strengthening, expanding, and celebrating U.S.-Bangladesh people-to-people ties, institutional linkages, and bilateral cooperation ahead of the 50th anniversary of U.S.-Bangladeshi diplomatic ties in 2022. 

As Bangladesh celebrates 50 years of independence, U.S. Embassy Dhaka looks forward to celebrating 50 years of U.S.-Bangladesh diplomatic relations. Over almost five decades, the United States and Bangladesh have expanded cooperation based on people-to-people ties and friendship grounded in mutual respect. In security, development, trade, health care, education, and energy, the United States and Bangladesh work together with a shared commitment to peace, prosperity, and a free, open, and secure Indo-Pacific region. As we look forward to celebrating a half century of partnership in 2022, PAS Dhaka invites proposals for projects that further the Embassy’s public diplomacy goals of celebrating the 50th anniversary of the establishment of bilateral relations between the United States and Bangladesh and renewing our commitment to work together to ensure a future full of peace and prosperity for the American and Bangladeshi people, including through programs that further strengthen people-to-people ties, highlight shared values, and promote bilateral cooperation. 

Proposals will be reviewed on a rolling basis as they are received, with two intermediate deadlines on February 28, 2021 (11:59 p.m. U.S. Eastern time) and April 30, 2021 (11:59 p.m. U.S. Eastern time). Final submissions will be due by June 30, 2021. Therefore, early submission is encouraged. Please note that review may take up to 90 days.

DoS: Advocacy to Preserve Cultural Heritage in Africa

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support Religious Freedom in Africa, including North Africa. As cultural sites are often important to members of multiple religious and ethnic communities, promoting shared commitment to preservation can foster inter-faith dialogue and rebuild community relations. 

Through this project, DRL’s objective is to enable members of religious communities, faith-based organizations, and NGOs to engage local and national governments and international organizations on strategies to protect cultural heritage, including buildings and movable and immovable properties. This program cannot fund the repair or maintenance of specific religious properties or artifacts.

Applicants should propose program activities in up to 3 countries in the continent of Africa: the AF region (as defined by the Department of State) and NEA countries that are located in North Africa EXCEPT Egypt. NEA countries outside of North Africa are excluded from this solicitation.

Outcomes of this program may include, but are not limited to:
  • Awareness of the value and importance of mutual respect, and inclusion for all, irrespective of one’s religion or beliefs increases in local communities;
  • Religious communities are better able to preserve and protect their religious and cultural heritage;
  • Community actors take successful action to promote and protect religious freedom and cultural heritage sites;
  • Advocacy on protecting and preserving religious and cultural heritage effectively reaches public and government stakeholders;
  • Advocates are able to monitor implementation of the existing legal framework on protecting and preserving religious and cultural heritage.

DoS: Community-Centered Police Reform in Tajikistan (Bureau of International Narcotics-Law Enforcement)

The overall project goal is help Tajikistan’s Ministry of Internal Affairs and the national police to become more professional, representative, responsive, and accountable to the public. The project aims to do this by ensconcing the philosophy and primary responsibility for sustainable community policing within the MIA and subordinate law enforcement bodies as the primary means for delivering police services. 

This will result in the national police becoming more professional and transparent in providing timely, effective, and efficient service to the civilian population they are sworn to protect in a conflict-free, human rights-compliant manner, while upholding the rule of law. In this final phase of the project, INL will place a strong emphasis on achieving program sustainability so that INL-supported reform activities will continue after international donor assistance ends. 

Sustainability will be achieved by undertaking activities with the full support and close cooperation of recipient law enforcement agencies and by encouraging institutionalization of reforms in the standard operating procedures of recipient agencies whenever possible.  CPPTs will also receive training on how to pursue outside funding opportunities via grant applications and other relevant means.  

Award Size: $750,000 up to $1M

DoL: Countering Forced Labor and Abusive Working Conditions in the Fishing Industry in the ASEAN Region (Bureau of International Labor Affairs)
 

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of funding for one cooperative agreement to create and implement a technical assistance project in Southeast Asia to work with the Association of Southeast Asian Nations (ASEAN) to counter forced labor and abusive working conditions in the region’s fishing industry. For the purposes of this FOA, “acceptable conditions of work” encompasses minimum wages, hours of work, and occupational safety and health.

Project outcomes include:

  1. Increased capacity of ASEAN sectoral bodies and member states to address forced labor and abusive working conditions in the region’s fishing industry;
  2. Increased ASEAN engagement with private sector actors to address forced labor and abusive working conditions in the region’s fishing industry; and
  3. Increased ASEAN engagement with civil society to address forced labor and abusive working conditions in the region’s fishing industry.

Award Size: Up to $7,152,500

DoL: Project to Combat Forced Labor and Child Labor in Supply Chains in Malaysia (Bureau of International Labor Affairs)

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of funding to create and administer technical assistance project(s) in Malaysia to increase the mobilization of civil society and the private sector to address forced labor and/or child labor in one or more industries and/or supply chain(s) in Malaysia.

Each project should achieve the following outcomes:

  1. Improved capacity of private sector partner(s) to implement a social compliance system aimed at eliminating forced labor and/or child labor in one or more industries and/or supply chains producing goods in Malaysia;
  2. Improved capacity of civil society, which includes worker organizations, to address forced labor and/or child labor in one or more industries and/or supply chains producing goods in Malaysia; and
  3. Increased collaboration between civil society, the private sector, government, and other stakeholders to address forced labor and/or child labor in one or more industries and/or supply chains producing goods in Malaysia.

Award Size: Up to $6,165,500

DoL: Strengthening Systems to Address Illegal, Unregulated, and Unregistered Fishing in the Latin America and Caribbean Region (Bureau of International Labor Affairs)

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,058,000 total costs (subject to the availability of Federal funds) to fund one technical assistance project in the Latin America and Caribbean (LAC) region to strengthen systems to address labor violations associated with Illegal, Unregulated, and Unregistered (IUU) fishing.

Labor rights at risk of violation may include, but are not limited to, the elimination of forced labor and child labor, the right to acceptable conditions of work with respect to minimum wages, hours of work, and occupational safety and health (OSH), and the prohibition against discrimination at work.

Award Size: Up to $10,058,000

DoL: Increased Capacity of Civil Society Organizations to Address Child labor and/or Forced Labor in a Targeted Agricultural Sector in Brazil (Bureau of International Labor Affairs)


The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10,247,000 (subject to the availability of federal funds) for one cooperative agreement(s) to fund a technical assistance project(s) in Brazil to increase the capacity of civil society organizations (CSOs) to address child labor and/or forced labor in a targeted agricultural sector.

DoL: Enhancing Labor Compliance in Key Export Sectors in Sub-Saharan Africa (Bureau of International Labor Affairs)

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $11,711,500 total costs (subject to the availability of federal funds) to fund one technical assistance project in the Republic of Kenya, the Democratic Republic of the Congo (DRC), and one other African trade partner country to enhance labor compliance in key export sectors in sub-Saharan Africa.

The project objective is to improve compliance with relevant international labor standards and acceptable conditions of work (ACW), with an emphasis on promoting occupational safety and health (OSH) in one or more export-oriented economic sectors, such as the mining and quarrying sector.

Award Size: Up to $11,711,500

DoS: U.S. Embassy Brussels PAS Annual Program Statement (APS)

The Office of Public Diplomacy manages the U.S. Embassy in Brussels grants program, which is designed to assist non-profit, cultural, and educational organizations in implementing programs that advance U.S.-Belgian ties. A grants review committee reviews proposals on a quarterly basis to evaluate and prioritize proposals based on the availability of funds. We invite proposals for projects that strengthen ties between the United States and Belgium by highlighting shared values, promoting bilateral cooperation, and enhancing the understanding of the United States in Belgium. 

All grant proposals must convey an American cultural element, support a priority program area, and include a connection with American expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives. 

Our current priority program areas are:

  • Programs that demonstrate active partnership between the United States and Belgium to address new and evolving security challenges
  • Programs that highlight U.S.-Belgian cooperation that counters/prevents terrorism, extremism, transnational crime, and polarization
  • Programs that strengthen the Transatlantic economic ties between Belgians and Americans and boost socio-economic well-being
  • Innovative educational, cultural, and professional development programs likely to constitute a sustainable, long-term investment in U.S.-Belgian ties and

NEH: Fellowships for Advanced Social Science Research on Japan
 
Awards support research on modern Japanese society and political economy, Japan's international relations, and U.S.-Japan relations. The program encourages innovative research that puts these subjects in wider regional and global contexts and is comparative and contemporary in nature. Research should contribute to scholarly knowledge or to the general public’s understanding of issues of concern to Japan and the United States.
