COVID-19 Update
Following the WA lockdown in the first week of February, the WALGA Resilient Communities team would like to provide some important updates and information.

Translations of lockdown and post-lockdown announcements are available in more than 15 languages. The latest information regarding post-lockdown protocols in translated languages can be found here. The State Government has also released a poster resource on effective use of masks and is encouraging Local Governments to display across their facilities. The poster can be found here.

COVID-19 relief funding opportunities can be found in the funding opportunities of this newsletter. In addition, the Lord Mayor's Disaster Relief Fund has launched an appeal for the Wooroloo and Perth Hills bushfire. More information about donations and applying for assistance can be found here.

Mental health support can be accessed for free through Lifeline on their website or on 13 11 14.

Working with the Media Workshop
Injury Matters is hosting a workshop for Injury Prevention and Safety Promotion Practitioners to understand how the media works. To find out more, click here.

Community Development Evaluation Framework and Toolkit Launch
The evaluation framework is a step towards creating a more systemic approach to evaluation across the state-wide network of CDOs, enabling CDOs and Managers to develop a shared language and understanding about what is possible when evaluating their work. Registrations close Thursday, 16 February. Injury Prevention Summit 2021: Success in the West
The Injury Prevention Summit 2021 will bring together injury prevention and safety promotion practitioners and policymakers and Local Governments from across Western Australia to build injury prevention and safety promotion activities within your work. Registrations close Thursday, 18 March. Aboriginal Cultural Heritage Consultation Workshops
WALGA is running a series of Local Government Workshops to assist the Department of Planning, Lands and Heritage to better understand Local Government activities and their potential impacts on Aboriginal cultural heritage. The information gathered during the Workshops will be considered in the drafting of the Regulations and other documentary materials being developed by the State Government during 2021 to support the Aboriginal Cultural Heritage Bill. The Workshops will have a regional focus. Further information will be provided to Local Governments in the near future.

A number of award categories have nominations currently open, including the GWN7 Top Tourism Town Awards.

Encounters: 2021 South West Heritage Conference
Thursday 22 and Friday, 23 April.
The Conference provides an opportunity for profession and business development, networking and exposure to a broad range of heritage concepts and information. There will be opportunities to attend selected sessions online. For more information and for registrations, which will open in March, click here.

Family and Domestic Violence Conference 
Monday 13, Tuesday 14 and Wednesday, 15 September.
Early Bird tickets are now on sale for the Conference. Submissions for abstracts to be presented at the conference close Friday, 19 February. For more information and registrations, click here
WALGA Aboriginal Cultural Heritage Working Group
Expressions of Interest are sought from Local Government staff with expertise in Aboriginal cultural heritage to join WALGA’s Aboriginal Cultural Heritage Working Group.
The Working Group provides advice and feedback from a Local Government perspective on the new Aboriginal Cultural Heritage legislation currently being developed for Western Australia. During 2021 consultation on the Regulations to support the Aboriginal Cultural Heritage Bill will be ongoing. In addition, WALGA will be running a series of Local Government workshops to assist the Department of Planning, Lands and Heritage to better understand Local Government activities and their potential impacts on Aboriginal cultural heritage. The Resilient Communities team is looking to refresh the Community & Place Newsletter and calling for suggestions from readers. 
In working towards ensuring that we are creating a newsletter suited to our readers, the Resilient Communities team is seeking information about its readers and what you would like to get out of this newsletter.

WALGA Job Vacancy - Policy Officer, Community
Part time position - 22.8 hours per week (0.6FTE)
This position is responsible for undertaking research and analysis on a diverse portfolio of areas relevant to Community Development in Local Government in Western Australia and the preparation of advice and policy positions on issues relating to the sector. This role also provides high-level administrative support, coordinating meetings, preparing agendas and correspondence for the team.

You will need strong communication skills, organisational and project management skills, and the ability to prioritise and adapt to a changing landscape. Demonstrated experience with policy development, particularly as it relates to community development, and the ability to develop harmonious relationships with stakeholders is essential.

An understanding of the role of Local Government and an interest and experience in policies affecting Aboriginal communities will give you the competitive edge.

Consultation on Local Government Child Safety Officers
The Department of Local Government, Sport and Cultural Industries has commenced consultation on a proposal for Local Governments to designate Child Safety Officers, a recommendation from the Royal Commission into Institutional responses to Child Sexual Abuse.
discussion paper has been drafted for the WA Local Government sector to better understand and respond to this recommendation. Local Governments are encouraged to respond to the discussion paper by Friday, 2 April.
 
WALGA is preparing a response on behalf of the sector and will be hosting a series of online meetings to inform WALGA's submission. Local Governments are also encouraged to provide a copy of their response to inform the WALGA submission by Tuesday, 2 March.
 
Additionally, the State Government is consulting on an Independent Oversight System for child safety via an online survey which closes on Friday, 26 February.

Indigenous Voice Consultation
Feedback on the Indigenous Voice proposals is now open.
The proposals for an Indigenous Voice would provide a way for Indigenous Australians to provide advice and input on matters that are important to improve their lives. 

Individuals, communities and organisations are encouraged to provide feedback about what they believe the Indigenous Voice should look like and WALGA encourages Local Governments to make a submission. This can be done by filling out a survey or providing a written submission. Important information about providing feedback can be found here. Submissions are open until Wednesday, 31 March.

Age-Friendly Communities Social Connectivity Grants Program Success
21 Local Governments and community service organisations will receive a share in close to $250,000 of funding support towards projects and initiatives aimed at reconnecting seniors impacted by social isolation during COVID-19.
The grants program is funded through the McGowan Government's WA Recovery Plan, and will see projects delivered in the Kimberley, Pilbara, Goldfields, Great Southern and throughout metropolitan Perth.

A variety of projects received funding engaging in different undertakings ranging from digital connectivity and literacy, book club, and coffee club.

Food Community Website Launches
Edith Cowan University and the Public Health Advocacy Institute of WA have created the Food Community website, which aims to support and promote healthy food availability, access and use (food security) in rural WA.
The website has resources including webinars and training, as well as an interactive function. A short video is available outlining how to use the resources available on the Food Community website here and on YouTube here.

Government and community groups are invited to contribute content to this website through photo and video case studies, information about projects for the ‘connect’ section or by uploading information regarding events.

WA-First Cultural Infrastructure Framework Released
In December 2020, the State Government released the WA Cultural Infrastructure Framework 2030+ which outlines the principles for how considered planning of cultural infrastructure can drive participation in and showcasing of arts, culture and creative activities.
The Framework forms part of the Cultural Infrastructure Toolkit - a suite of resources that will assist decision makers to assess the cultural infrastructure needs and opportunities. Other resources released as part of the Cultural Infrastructure Toolkit include: WA Cultural Infrastructure Investment Guidelines and an interactive Cultural Infrastructure Map. These resources will enable a holistic approach for all stakeholders, including all levels of government, the creative and cultural sector, private investors and the community.

Invitation for Building Inclusive Communities WA
Inclusion Solutions is currently inviting Local Governments and peak bodies to be a part of their Building Inclusive Communities WA project in 2021. 
The project focusses on capacity-building, mentoring and a range of practical supports to ensure all people, regardless of ability, race, ethnicity, gender or sexual orientation feel a sense of belonging, can actively participate in and are able to play a valued role in their local community. Information sessions on the project were held in early February.

Creative Responders Podcast Season Two Release
Episode Four of Season Two is entitled 'Working Sustainably in Community Practice'.
The 4th episode “Working Sustainably in Community Practice” is all about the challenges and support structures for arts workers in remote or disaster impacted communities. The focus is on a central case study of Silvano Giordano at Wilurarra Creative. There is a lot covered in the episode about driving change towards new standards of practice and a framework to better support arts practitioners in high performance environments. Collie Futures Grants Program
The Heritage Skills Association celebrates receiving funding for the Heritage Skills Pilot Project.
The Heritage Skills Association will conduct a pilot project to develop a recognised training program for heritage skills and restoration. The funding from the Collie Futures Small program allocated by the State Government will be used to engage heritage-skilled tradespeople and apprentices to restore the roof and painting works at the Collie Goods Shed.

Mandurah to House WA’s Second Common Ground
Western Australia's second 'Common Ground' supported housing development will be built in Mandurah.
Common Ground developments couple safe and permanent housing with tailored support services to help people with complex needs to stay off the streets for good. These residential apartment complexes are purpose-built for people who are sleeping rough, experiencing chronic homelessness or on low incomes, and are a key part of the State Government's efforts to break the cycle of homelessness using evidence-based approaches. Common Grounds are also designed to integrate into their local communities, with commercial and social enterprise spaces often built in to facilitate that engagement.
