Council Rates
 

Councils Rates for the third quarter were issued on the 2nd of February. If you have not received your notice(s), please contact our office on 8892 0100. 

Due date for payment is 12th March 2021. If payments are not received by this date rates will be overdue and will attract a late fine.

If you are having difficulty paying your rates, please contact our office for a confidential discussion prior to the 12th of March. 

February Council Meeting Debrief
 
  • The request from the Burra History Group for financial assistance to cover the shortfall of $3,450 related to the stage of the Burra Digitisation was approved from the Burra Sport & Recreation Ward Funding
  • Council will investigate the possibility of holding a NAIDOC event in Goyder this year
  • The Social Media Policy V2.0 was adopted
  • The Mayor & CEO were authorised to sign and seal the licence agreement for the use of the Eudunda Oval between the Regional Council of Goyder and the Minister for Education for a term of five years, at a rate of $2,000 per annum
  • Council will write to the SA Public Transport Authority regarding the non-existence of regional public transport in Goyder
  • The Terms of reference for the Regional Council of Goyder Building Fire Safety Committee were adopted
  • The permapine playground structure will be removed from the Nicholson Reserve in Eudunda and playground infrastructure replacement options will be set aside for budget discussions
  • The draft Representation Review Report - February 2021 as prepared by the Chief Executive Officer pursuant to Section 12 (8a) of the Local Government Act 1999, was adopted for community consultation and be made available for public consultation from 24 February - 24 March 2021; and a public meeting will be held in Eudunda on Wednesday 7th April at 7pm to hear and consider the submissions received
  • The request from the Terowie Citizens Association from the Hallett Ward Capital Funding for the purchase of a new town mower was approved for $15,000 subject to grant approval

Representation Review 
 

Pursuant to the provisions of section 12(7) of the Local Government Act 1999, the Council has undertaken a review to determine whether alterations are required in respect to elector representation, including ward boundaries and the composition of Council.
 
As an outcome of this review Council proposes to make no change except to alter the boundary between the Robertstown and Eudunda Wards to increase the number of electors in the Robertstown Ward to satisfy the Robertstown Ward tolerance quote requirement.
 
Council has prepared a DRAFT Representation Review Report detailing the review process, public consultation undertaken and the proposal Council considers should be carried into effect, which will be subject to public consultation commencing on 24 February 2021 and concluding at 4:00pm 24 March 2021.
 
The Report is available in hard copy from the Council Offices located at 1 Market Square Burra, and 25 Bruce Street Eudunda during office hours, or via Council’s website www.goyder.sa.gov.au/council/reports or a digital copy council@goyder.sa.gov.au.
 
A public hearing will be held in Eudunda Town Hall on Wednesday 7 April 2021 at 7:00pm to hear and consider the submissions received. 
 
Written submissions are invited from interested persons from Wednesday 24 February 2021 and should be addressed to the Chief Executive Officer, Regional Council of Goyder 1 Market Square, Burra SA 5417 or by email to council@goyder.sa.gov.au to be received no later than 4:00pm on Wednesday 24 March 2021.
 
Please indicate in your written submission if you wish to be heard in support of your submission at the public hearing.
 
Rates Notice by Email 
Did you know you can now have your rates notice sent to you by email instead of a printed notice via post?
Receiving your rates notice electronically will make it easier and more convenient for you to manage your accounts, save paper and reduce waste. Notices are sent directly to your nominated email address and are accessible on any electronic device: phone, tablet, laptop or desktop, as long as you have internet access.

To start receiving your rates notices via email:
  • Register your details on the EzyBill website 
  • Complete the registration form, and you will receive an activation email
  • Open the email and select to activate your account
  • Register your properties to receive any future rate notices via email
*Please note you will need a copy of your current rates notice handy for the assessment number and valuation number.

You will receive your quarterly notices via EzyBill. Overdue Notices and other Council correspondence will only be issued to your postal address, so please ensure you keep your details updated with Council.

COVID-19 Pandemic
Due to the changing landscape on restrictions please refer to current information and daily updates: www.covid-19.sa.gov.au  

If someone in South Australia tests positive to COVID-19, the COVID SAfe Check-In enables SA Health to quickly contact others who may have been exposed to the virus and stop the spread of COVID-19.

Face Masks

Face masks are an additional physical barrier and help to stop the spread of COVID-19. At this time in South Australia it is not mandatory for the general community, but it is recommended to wear a mask when out in public if you are unable to physically distance. 
Face masks (covering mouth and nose) are mandatory at all times while on an airplane or at any airport during your journey.
People present at an airport in South Australia must also wear a face mask.

Face masks are available to the community and can be collected from the Council Offices in Burra and Eudunda.
 

QR Codes
On 17 February, the rules around the use of COVID Safe Check-In QR Codes and contact tracing records have changed slightly in response to community feedback.
While following these rules is only obligatory for people who have a Mandatory COVID-Safe Plan, it is strongly recommend that holders of a Voluntary COVID-Safe Plan follow them as best as possible.

  • Ensure that, to the extent possible in your circumstances, that all people check in on entry to your venue.

This gives the contact tracers the greatest accuracy of when potentially infectious people may have been present. To do this, people need to check in on entry or as soon as they reasonably can after entering, rather than on check-out or exit. For example, they should do so once they have taken their seat at a restaurant or café, or use QR codes located further in the business to avoid people congregating at the door.

  • Ensure that your contact tracing records are kept in a way that reduces the risk of them being copied, photographed, taken or used by any person other than an authorised officer.
The above refers to your back-up tracing records, that is, the ones you have available for people who cannot use your QR Codes.
This may mean positioning your sign-in sheets in plain view of staff, or having individual check-in slips available that can be placed in a secure tin or box.

This also means that any copies should be kept safe and secure, and away from the general public.
You should also ensure that you regularly remove sign-in logs and store them safely for 28 days.
  • You should ensure that no-one else copies, photographs, takes or uses these records (other than an authorised officer).
You as a business cannot use the records for promotional purposes or any other reason. If you do so, you may face a fine.

Note: you will NOT receive a new QR code. You can continue to use your current QR code.       

FAQs on new QR code and contact tracing register rules

  • Where do I display my QR Code?
The QR code poster should be printed off and displayed in prominent locations at all entrances of the business, where they can be easily accessed by visitors and monitored by staff. You are encouraged to display multiple versions of the poster. QR code posters should be displayed at both shoulder and waist height for accessibility.
The poster can also be presented digitally such as on a tablet, or projected onto a wall or screen.
 
  • How do I store and dispose of contact register records?
    Contact register records must be kept for 28 days and disposed of securely at the end of the 28 days.
Physical contact tracing records must be kept in a way that reduces the risk of them being copied, photographed, taken or used by another person (other than an authorised officer).
These records should be placed where they can be supervised by a staff member as well as regularly removed and replaced with a new contact tracing record sheet.
You could also provide customers with individual check-in sheets that customers can fill in and put into a secure box. Individual check-in sheet templates are available at www.sa.gov.au/checkin.
At the end of each day, records from that day should be stored in a safe location for 28 days after which they can be disposed of securely, including shredding or ripping into small pieces before disposing. Records may be stored electronically for security of information, however, must be disposed of securely after 28 days.
  • Are there penalties for businesses who don’t comply?
    Blatant breaches may result in a fine of up to $5060 for a business or $1060 for an individual.

Replace the Waste
 

From March 1, 2021 single-use plastic straws*, stirrers and cutlery will no longer be supplied in South Australia. *Exemptions apply

South Australia’s Single-use and Other Plastic Products (Waste Avoidance) Act 2020 is the first legislation of its kind in Australia.

It’s a positive step towards avoiding waste and reducing the harm caused to our wildlife, including marine life, through litter and pollution. 

South Australians are committed to protecting the environment. We will lead the rest of the country by avoiding and replacing waste with reusable or recyclable alternatives to ensure the best environmental outcome for our ‘clean and green’ state. This is something we can all get behind and be proud of.

FREE mentoring available through the Australian Small Business Advisory Service Digital Solutions Program for eligible businesses.

Ward Project Funds Open 1st of March 

In accordance with Council policy, there are two rounds of applications each year, for sporting and community groups to access funding under the Capital & Sport and Recreation Ward Project Funds. Applications open on Monday 1st March for the first round of funding for 2021.
Sporting and Community organisations in all four Goyder Wards are invited to submit projects to Council for funding from their respective Ward Capital Projects Fund & Sport and Recreation Fund.
Copies of the grant application forms can be obtained by contacting Council's Community Development Manager Barb Button on 8892 0100, or from Council's website: https://www.goyder.sa.gov.au/community/funding/wardfunding.
All applications must comply with policy and be addressed to: The Chief Executive Officer, Regional Council of Goyder, 1 Market Square, Burra SA 5417 to be received no later than 5pm, Wednesday 31st March 2021. Office for Ageing Well - Community Grants

 

Office for Ageing Well Community Grants are now open. Office for Ageing Well provides a range of Ageing Well Community Grants to fund initiatives that reflect the South Australian Government’s commitment to supporting South Australians to age well.

Organisations seeking funding should be working together with older people, including those from diverse cultures and backgrounds. Projects and activities should contribute to building and maintaining inclusive communities focussed on ageing well.

Non-government, non-profit incorporated organisations can apply for Grants for Seniors and Positive Ageing Fellowship Grants. All grant applicants must have a registered Australian Business Number (ABN).

Online applications for Age Friendly SA Grants close: 5.00pm (ACDT), Monday 15 March 2021.

SA Healthy Towns Challenge 

The SA Healthy Towns Challenge is a grants program for regional and rural towns to develop preventive health programs within their community, which will have measurable benefits (over 12 months) to the community’s health and wellbeing. Successful projects aim to increase access or opportunity for the community to make healthier choices or participate in activities with a prevention focus.

Grants of up to $50,000 each will be provided to a minimum of five towns (or groups of towns) each year for four years (until 2021), across the six regional SA Local Health Networks:

The SA Healthy Towns Challenge is part of the SA government’s Healthy Communities Program, which supports community-wide health and prevention action to help reduce preventable disease and injury and improve health and wellbeing.

At the end of each funding round the SA Healthy Towns Challenge Award will be presented to the town that achieves the most improvements towards healthier living.

Tourism Industry Development Fund
 
The South Australian Government recognises the huge impact that COVID-19 has had on the tourism sector across regional South Australia.  The Tourism Industry Development Fund is designed to support and stimulate private sector investment in new and improved regional accommodation, and the development of quality tourism product and experiences. It aims to assist in the COVID recovery of regional tourism by encouraging regional operators to improve and diversify so they can attract more visitors and get a higher return on their offering. 
 
Through the South Australian Tourism Commission, the State Government is committing $20 million to the Tourism Industry Development Fund over two years to support regional tourism in South Australia.  Applicants can seek grants from $20,000 to $500,000 (excluding GST) with a maximum of 30 per cent State Government grant of the total project value. 
 
There are two streams in the Tourism Industry Development Fund Regional Infrastructure Project  |  Regional Product and Experience Development Projects

Caravan Parks Defibrillator Subsidy 

In 2019, the Federal Government in partnership with Caravan Industry Association of Australia, launched a Caravan Park Defibrillator Subsidy Program for Caravan Parks to encourage operators to install these devices to help save the lives of those people experiencing a sudden cardiac arrest.  The funding of $1 million from the government will match dollar to dollar up to $1000 per unit (excluding GST) purchased by an operator. 
 
Caravan Industry Association of Australia will manage the implementation and the roll out of the program.

The National Drought & Flood Agency and Rotary Australia are bringing Community Outreach Events to rural and regional Australia to help you get through the drought.

The events will bring together all levels of government, charities, not-for-profit and agricultural organisations to support farmers and rural regional communities living through the immediate and longer-term effects of drought.

It's an excellent opportunity for farmers, families and rural communities to grab a bite to eat, catch up with friends and neighbours and find out what support is available during drought and tough times.

Water Balance in the Region Forum -

The theme for this year's Regional Forum is Water Balance in the Region.

Held in the Clare Valley on Friday, 26 March 2021, the forum will focus on:

  • Water for Wellbeing and Community Resilience
  • Water for the Environment
  • Water for the Economy

It will also consider water requirements in a changing climate, including potential socio-economic opportunities.

The Regional Forum is led by the Northern and Yorke Landscape Board with support from its Regional Alliance partners The Legatus Group and Regional Development Australia Yorke and Mid North.

The Easter Concert will feature The Adelaide Baroque Orchestra playing on original instruments and one of Australia’s leading young singers, the Counter Tenor Max Riebl.
Easter usually means many performances of Handels “Messiah” or one of the Bach passions. However these concerts offer a very special magnificent performance of a Haydn masterpiece and a Vivaldi rarity.
Haydn’s “The Seven Last Words of Christ” was commissioned in 1786 for the Good Friday service at the Oratorio de la Santa Cueva in Cadiz, Spain. As a work specifically designed for a specific time it is rarely heard. However such was its popularity at the time that Haydn prepared 3 versions, the original full orchestral version, a choral version and a chamber version for sting quartet. For this rare performance we are pleased to present members of the Adelaide Baroque Orchestra in the latter version.
To compliment and continue the story of the crucifixion the Haydn will be followed by Vivaldi’s sublime setting of the Stabat Mater with Counter Tenor, Max Riebl as soloist. The Stabat Mater is one of the most famous medieval religious poems depicting the anguish of Mary at the foot of the cross. Set by numerous composers over the centuries, the Vivaldi ranks as his only setting of the text and one of the most beautiful.
