Randolph J. May, FSF’s President, the scholars of The Free State Foundation have decades of experience in the public policy arena and academic settings promoting free markets, secure property rights, and individual liberty. Mr. May is a nationally known legal and policy expert in the field of regulation, as well as a widely recognized expert in communications, administrative, and constitutional law. FSF’s scholars combine solid academic expertise with professional and practical experience in a way that makes their research especially impactful in influencing policy.

Mr. May has published more than two-hundred-fifty articles and essays on communications, administrative and constitutional law topics. He is the author of A Call for a Radical New Communications Policy: Proposals for Free Market Reform. He is co-author of Modernizing Copyright Law in the Digital Age – Constitutional Foundations for Reform, A Reader on Net Neutrality and Restoring Internet Freedom, #CommActUpdate: A Communications Law Fit for the Digital Age, and The Constitutional Foundations of Intellectual Property. Mr. May is editor of two books, Communications Law and Policy in the Digital Age: The Next Five Years and New Directions in Communications Policy. In addition, he is the co-editor of two other books, Net Neutrality or Net Neutering: Should Broadband Internet Services Be Regulated? and Communications Deregulation and FCC Reform. In the past, Mr. May has written regular columns on legal and regulatory affairs for Legal Times and the National Law Journal, leading national legal periodicals.

He received his A.B. from Duke University and his J.D. from Duke Law School,
where he serves as a member of the Board of Visitors.

HB 54 - Repeal the Compact for the National Popular Vote
Tuesday will be a hearing on a bill we support - HB 54 to  Repeal the Compact for the National Popular Vote.  It is sponsored by Del. Hornberger and will be heard in the W&M Committee.  The Compact for the National Popular Vote will require Maryland Electors to vote for the winner of the popular vote in the 13 states in the compact not as the voters of Maryland have voted.  If you can, send E-mails to the members of the Ways and Means Committee urging them to support HB 54 and repeal the Compact if you can.

WHAT IS HOUSE BILL 732?

TAKE ACTION NOW

At the very end of the 2020 Maryland legislative session, the General Assembly rushed House Bill 732 - Digital Advertising Gross Revenues Tax, a very shortsighted and deeply flawed bill, to the floor and passed it along party lines. Due to the COVID-19 pandemic, the normal legislative process was curtailed, and public input was limited. The outcome is a bill that will raise taxes on every single person and business that advertises services online, from the smallest mom and pop to the largest corporation to your next-door neighbor. If Governor Hogan's veto is overridden, Maryland would have the notorious distinction of being the only state in the country to enact a digital advertising tax.

WHY IS THIS IMPORTANT?

Today, businesses of all sizes are marketing online. Access to platforms that provide advertising is direct, easy to manage, and more people than ever are on those platforms. This is why House Bill 732 is so damaging to both Maryland’s and countless local economies. It’s not just Fortune 500 companies that advertise online, it’s your local barber, your local auto mechanic, your local watering hole. House Bill 732 would raise taxes and the cost of doing business for all these hardworking Marylanders and the ripple effect is obvious: higher taxes, higher prices, fewer jobs.

WHAT DO WE WANT?

We want the Maryland General Assembly to allow Governor Hogan’s veto of House Bill 732 to stand when the 2021 legislative session begins in January.

Stop VOTING BY MAIL BILL HB153 and HB 274

Elections by Mail bills HB 153 and HB 274 will have a hearing on Tuesday, Jan. 26 at 1:30 p.m. before the House Ways and Means Committee.  To submit written or oral testimony you   MUST SIGN UP on Friday, Jan. 22 between 10 a.m. and 3 p.m.

This is the Democrat's proposal for holding all future elections with automatically mailed ballots.    Please oppose these bills by either sending written and/or oral testimony or encourage your members to send e-mails to the House Ways and Means Committee members opposing these bills.

Also very important to oppose HB 57. which allows Absentee Ballots to be postmarked the day after the election and still be counted.
