Es ist der Anspruch des Reallabors Radbahn, möglichst viele Perspektiven zu hören, Meinungen zu respektieren und in die Projektumsetzung mit einzubinden. Seit September 2020 bekommen wir deshalb Unterstützung durch einen fachübergreifend zusammengesetzten Beirat: Hierfür konnten wir Fachleute aus Fahrrad-Interessenverbänden gewinnen und aus den Bereichen Verkehrsplanung, Mobilitätsforschung, Stadtentwicklung sowie Architektur; aber auch Vertreterinnen und Vertreter sozialer Initiativen beraten uns fortan.
Ziel und Aufgabe des Projektbeirates ist es vor allem, eine konstruktiv-kritische Begleitung unseres Vorhabens zu gewährleisten. Diese soll es ermöglichen, gesetzte Ziele einem Realitätscheck zu unterwerfen, verschiedene Betrachtungsebenen in unsere Entscheidungen mit einfließen zu lassen und die Vernetzung mit anderen Akteuren zu fördern.

Wer, Wie, Was?
An dieser Stelle möchten wir euch interessante Personen, Projekte und Dinge vorstellen, die uns inspirieren und in diesen Zeiten Freude bereiten.
Heute geht es auf ein Wort mit Dr. Silke Domasch, die das Reallabor Radbahn-Team seit November letzten Jahres als Partizipations- und Studienmanagerin unterstützt.
1. Was ist deine Rolle in Team und wofür bist du verantwortlich?
Ich habe zwei Aufgabenschwerpunkte: Zum einen koordiniere ich die Studien, die wir in den nächsten Jahren durchführen werden; das reicht von der Konzeption, Ausschreibung und Vergabe über die Betreuung und Kommunikation mit externen Partnern bis hin zur Aufbereitung und Veröffentlichung der Ergebnisse. Zum anderen bin ich für die Beteiligungsformate zuständig, die im Rahmen des Reallabors Radbahn in den nächsten Jahren geplant sind. Hier geht es darum, möglichst viele Menschen für die Idee der Radbahn zu interessieren und an der Ausgestaltung eines geplanten Testfeldes und darüber hinaus zu beteiligen.
2. Was bedeutet Partizipation für das Reallabor Radbahn und gibt es schon erste Ideen / geplante Formate?
Partizipation oder Beteiligung ist – zusammen mit Kommunikation – ein wesentlicher Bestandteil für das Reallabor Radbahn. Wir möchten nicht nur Radfahrerinnen und Radfahrer entlang der geplanten Strecke erreichen, sondern auch Menschen mit einbeziehen, die in den Kiezen wohnen und arbeiten. Zurzeit planen wir genauer, welche Angebote und Formate wir wann im Planungsprozess des Testfeldes sinnvoll und für alle gewinnbringend umsetzen können. Aufgrund der Corona-Situation werden wir hier in den nächsten Monaten viel auf Online-Formate setzen; und vielleicht können wir nächsten Sommer das eine oder andere auch entlang der Strecke stattfinden lassen. Denn der direkte Dialog mit den Menschen vor Ort fehlt uns sehr und wird uns wohl auch 2021 weitgehend fehlen.
3. Was hat es mit den Studien innerhalb und für das Projekt auf sich?
Im Rahmen des Reallabors Radbahn sind mehrere Studien geplant: Mit allen Studien werden unsere Aktivitäten wissenschaftlich begleitet; das machen wir nicht ausschließlich selber, sondern arbeiten hier mit Partnerinnen und Partnern zusammen. Unsere erste Studie erarbeitet grundlegend und breit Chancen und Risiken für die Gesamtstrecke der Radbahn. Die Ergebnisse werden im Spätsommer 2021 vorliegen und veröffentlicht. Außerdem sollen Bau und Umsetzung des Testfeldes begleitet und ausgewertet sowie die Übertragbarkeit bzw. Machbarkeit für die Gesamtstrecke abgeleitet werden. Ziel aller Studien ist es, unsere Arbeit zu reflektieren und eine fundierte Entscheidungsgrundlage für politische Akteure zu schaffen, auf deren Grundlage die Umsetzung der Radbahn zwischen Oberbaumbrücke und Zoologischer Garten möglich werden kann.

Dear friends of Radbahn,
As a project that has had great ambitions from the beginning, it is sometimes difficult to set oneself boundaries or to become aware of one's own limitations. These are of a temporal, financial, legal and spatial nature for Reallabor Radbahn. The project is funded until the end of 2023, takes place in the district of Friedrichshain-Kreuzberg and has to obey legal regulations such as the Road Traffic Regulations (StVO). To achieve a successful project and measurable impact despite these limitations, we have been reflecting on where we see the long-term development of our project and devised a plan on how to implement it. In other words: where do we want to go and how to get there?

Last summer, we asked ourselves how the public perceives the Radbahn project and what fears and ideas for further developing the project might be out there. Without further ado, we grabbed some clipboards, positioned ourselves around Görlitzer Park and started interviewing people. The survey was also published online.
The evaluation of the responses made clear that the majority of participants like the Radbahn project. Respondents welcome the covered, safe cycle path, the idea of vegetation, and the possibility for an east-west connection for cyclists. On the other hand, the dangers of urban upgrading that could accompany the project, the transport-related feasibility, and the long implementation period for the entire route's construction are seen a bit more critically. The survey participants wish for a smooth road surface, more green space and information sessions or exciting events as a part of further planning
The results point in a direction that we can build on. Nevertheless, we know that the survey is not representative, as it did not sufficiently address all societal perspectives. Therefore, we are currently planning different Corona-friendly participation formats that open up the space for other groups, such as car drivers or people with limited mobility.

A project advisory board for more diverse opinions
Reallabor Radbahn aims to understand as many viewpoints as possible, respect different opinions, and involve them in the implementation of the project.
For this reason, an interdisciplinary advisory board supports Reallabor Radbahn. We consider ourselves very lucky to have won a wide range of experts from cycling interest groups and the fields of transport planning, mobility research, urban development, and architecture, as well as representatives of social initiatives.
The advisory board's aim and task are to ensure our project's constructive and critical supervision, help the team thoroughly consider set goals, incorporate different levels of analysis, and foster networking with other actors.

Who, What, Where?
In this section, we introduce interesting personas, projects and other things that inspire us and make us happy.
Today we talk to Dr. Silke Domasch who joined the team of Reallabor Radbahn last November and who manages both participation and studies.
1. What is your role and responsibility?
As participation and study manager, I have two main areas of responsibility: firstly, I coordinate the studies that we will carry out in the next few years. Tasks range from drafting concepts and tenders to supervision and communication with external partners to preparing and publishing the results. Secondly, I am responsible for the upcoming participation formats. The aim here is to interest as many people as possible in the idea of Radbahn and involve them in the design of a planned test site and beyond.
2. What role does participation play within Reallabor Radbahn? Have you already planned an event?
Participation or involvement is - along with communication - an essential component for Reallabor Radbahn. We want to reach cyclists and involve people who live and work in the neighborhoods. We are currently planning in more detail which formats we can implement at what time in the test site's planning process in a way that makes sense and is beneficial for everyone. Due to the Corona situation, we will use online formats a lot in the next few months. Hopefully, we can hold one or two events along the route already next summer. The direct dialogue with the people is something we miss and will probably also be mostly missing in 2021.
3. What exactly is the purpose of the studies conducted within the project?
Several studies are planned within the framework of Reallabor Radbahn. The studies, which we develop in cooperation with partners, provide scientific support for our activities. Our first study elaborates on Radbahn’s opportunities and risks. The results will be made available in late summer 2021. Besides, the test site's construction and implementation will be accompanied and evaluated, and the transferability or feasibility for the entire route will be assessed. All studies aim to reflect on our work and create a sound basis for decision-making for political actors, on the basis of which the implementation of Radbahn between Oberbaumbrücke and Zoologischer Garten can become possible.
