The South Jersey Transportation Planning Organization (SJTPO) is soliciting proposals from qualified firms, or groups of firms, to conduct SJTPO’s data collection and analysis to support regional freight planning. The consultant’s work will include the identification of the region’s relevant freight generators and the identification and analysis of the regional freight corridors. This effort will also evaluate the freight corridors, using a performance-based approach, to screen the network for issues that hinder freight movement and will include data collection to assess volume and classification information of regional freight corridors. Details in this request for proposals have been developed with the intent of advancing those objectives.
This work is included as a two-year study in the SJTPO FY 2021 Unified Planning Work Program (www.sjtpo.org/UPWP). Proposals must be prepared and submitted in accordance with the goals, requirements, format, and guidelines presented in this RFP document.

Digital submission: A digital copy of the Signed Cover Letter and Technical Proposal must be submitted no later than 11:59 P.M., prevailing time, on Tuesday, March 16, 2021 to bschiavi@sjtpo.org. An email will be sent confirming receipt no later than Wednesday, March 17, 2021. To receive a confirmation email prior to the submission deadline, submissions are encouraged prior to 5:00 P.M. on March 16th.
Physical submission: One physical copy of the Signed Cover Letter and Technical Proposal must be submitted. The physical submission is required and must be received by 3:30 P.M., prevailing time on Tuesday, March 23, 2021. The contract with SJTPO will be executed via the South Jersey Transportation Authority (SJTA), the administrative host of the SJTPO. All provisions and requirements of the SJTA pertaining to contractual matters will be in effect. This project is funded by the Federal Highway Administration of the United States Department of Transportation.
