Due to the COVID-19 pandemic, additional protocols are in place to ensure healthy at work standards while still allowing for public comment. The meetings will be held via video teleconference due to the COVID-19 pandemic state of emergency because it is not feasible to offer a primary physical location for the meeting. You may view the meeting on LexTV spectrum channel 185, Metronet channel 3, Windstream channels 3 and 20, or via live stream.

Residents may choose to make a public comment in one of two ways:

  1. Register to speak during a zoom meeting
  2. Submit a written comment to be entered into the official meeting record. 

Speakers must sign up online or call (859) 258-3155 between 8 a.m. and 5 p.m. 

* The deadline to register to speak during public comment is noon the day prior to the meeting.

Congratulations to Mr. Jeremy “Deuce” Russell on the completion of his Eagle Scout project with Boy Scouts of America! His project focused on building a library for preschool students with an additional focus to provide resources for special needs students.

I am proud to represent Deuce in the 2nd District and look forward to seeing what his future holds!

Recognizing Lucy Harth Smith
Mrs. Lucy Harth Smith, an African American activist and educator, was born in Virginia in 1888. She moved to Kentucky where she worked to improve the school systems for the black community and aimed to include black history in historical textbooks. She attended Hampton Institute, graduated from Kentucky State College, and then got her master’s degree at the University of Cincinnati. Mrs. Lucy Harth Smith was the principal of Booker T. Washington Elementary School located at 498 Georgetown Street (now the Black and Williams Neighborhood Community Center) in Lexington, from 1935 to 1955.
Mrs. Lucy Harth Smith worked diligently to acquire textbooks for African American schools and libraries. She was involved with the Association for the Study of Negro Life and History. The Association for the Study of Negro Life and History is an organization that researches, preserves, and promotes black history. Preserving and promoting black history was a passion of Mrs. Lucy Harth Smith; she worked ardently to include black history in school textbooks, primarily in the elementary schools.
Smith was also a speaker who lectured about civic, racial, and social improvements. She also served as the president of the Kentucky Negro Education Association, a powerful group that lobbied for educational improvements. Among her many accomplishments, Smith helped raise funds to establish The Colored Health Camp. This camp was free to parents of undernourished and frail children for two weeks with the goal of improving the children’s health.

During the remodeling of the Booker T. Washington School, the architects designed the building so the entrance was on the side of the building. Lucy Smith would not stand for that, she took the matter to the Lexington Board of Education and had the door moved to the front.

This month's FAM package includes materials and instructions for how to weave paper strips into a beautiful Kente cloth. Pickup for this take home family program is safe and simple, plus each package comes with farm fresh vegetables thanks to our partners Black Soil: Our Better Nature.

There are 40 available packages per month and they are first come first serve. Please remember to were your mask when entering the building. If you prefer to stay in your car, in, you are welcome to pull into the drop off lane in front of our Cultural Arts Center entrance and call (859) 280-2201 so we can run your package out to you.

Lexington’s Division of Waste Management suspended waste collection services on Thursday due to inclement weather.  

Citizens who normally have Thursday pickup will have their carts emptied on Monday, Feb. 15.

These collection changes and closures are in addition to those due to the Presidents Day holiday. Due to the holiday, residents with Monday as their regular collection day will be picked up Wednesday, Feb. 17 instead. The Haley Pike Waste Management Facility and the Electronics Recycle Center will be closed on Saturday, Feb. 13 and Monday, Feb. 15.

Preparing for what's to come
 

As many of you know, more winter weather is most likely heading our way. Commissioner of Environmental Quality & Public Works Nancy Albright sent the following email late Friday afternoon:

Our snow crews are starting to see a real difference on many of our Rank 3 and Rank 4 routes. Crews will continue to work overnight cleaning up roads and responding to slick call and downed trees. Tomorrow Streets & Roads and Water Quality will turn their attention to the section of town where we suspended waste collection on Thursday. Tomorrow Waste Management staff will run call trucks to collect areas that were still too slick to run our garbage trucks over this morning. Waste Management’s current plan for Monday is to go back and focus on those Thursday areas after they have been cleared.

I want to take a minute to update you on the planning for next week’s weather.  Emergency Management has been communicating with city departments about 2 snow events next week, each with the potential for quite a bit of snow and cold temperatures. Emergency Management is preparing communication for additional support that may be needed from agency partners, including the potential for the implementation of our snow emergency plan. Parks and Recreation, Facilities and Fleet Services, Environmental Services, Waste Management, Traffic Engineering and of course Emergency Management, Water Quality and Streets and Roads are once again coordinating needs and responsibilities should either event develop into more downed limbs and trees. These events may also once again impact waste management collections, we will keep you informed of changes to our current collection plan for next week.
 


The LFUCG Office of Homelessness Prevention and Intervention has extended the activation of the Community Emergency Winter Weather Plan until the morning of Tuesday, February 16th.

Shelter Needs

  • Community Action Council's temporary emergency shelter is in need of non-perishable food items that are packaged in individual, microwavable containers, paper plates and utensils, disposable drinking cups, paper towels, and Clorox Wipes. Please call 859-533-9199 to schedule donation drop off.
  • GreenHouse17 is in need of paper products for their emergency shelter. Please call 800-544-2022 to schedule donation drop off.
Notes for this activation
  • If you know or see someone that appears to need emergency shelter, please call 859-533-9199 (before 10pm) or 859-494-0470 (10pm - 8am).
  • The Hope Center Warming Shelter for men 18 years and older is OPEN. All those that can go to this shelter will be required to do so.
  • The Salvation Army for women and women with children is OPEN. All those that can go to this shelter will be required to do so.

Lexington Fayette Animal Care & Control encourage pet owners to bring their animals indoors to safety. They work quickly to respond to calls and ask for our community to report any signs of animal neglect, day or night, by calling 859-255-9033.

As always, proper shelter is required for outdoor pets. When temperatures get too low though, that may not be enough. They have crates available for those who need to bring their outdoor animals inside during the cold weather.

If you have questions, need to request a crate, or report a concern, don't hesitate to call today at 859-255-9033. Let's work together to keep the animals in our community safe. Thank you for bringing your pets indoors!
 

Kentucky American Water reminds customers of a few tips they can take to help prevent their homes’ water pipes from freezing when temperatures are consistently at or below freezing.

Lexington Rescue Mission Virtual Walk for Warmth

The 2021 walk is one of the most important ones ever. During a pandemic, when people are asked to shelter at home, it's especially important to help vulnerable people get off the street. The registration fee is $30 per person. Register now: walkforwarmth.org.

This time of year, our office hears about coyote sightings a lot. Most recently, Meadowthorpe has had a few encounters. During their monthly association meeting on Tuesday, Community Enforcement Officer Aaron Evans from Lexington Fayette Animal Care & Control graciously joined us to discuss what to do and not to do. We found this information valuable and want to share it with all of our constituents. 

Coyote breeding season begins during January and February and can last through July as they care for their new pups, so it is no surprise that we are currently seeing.

Most importantly is what to do if you encounter a coyote

  • Don't approach
  • Don't turn your back
  • Don't run
  • Don't haze

Lex Do This!

Mayor Linda Gorton, Governor Andy Beshear and Fayette Commissioner of Health Dr. Kraig Humbaugh Friday morning kicked off Lexington’s public campaign to educate and encourage citizens to get their COVID-19 Vaccine.

The Lex Do This! campaign got an immediate shot in the arm from a diverse group of ministers, who took part in the kick-off, then received their vaccinations at a clinic the Health Department is operating at Consolidated Baptist Church.

Lex Do This! emphasizes the need for everyone to get vaccinated when it’s your turn. “The vaccine is the best tool we have in our toolbox to fight COVID-19,” Gorton said. Lex Do This!  is focused on the importance of getting the vaccine so we can return to our schools, jobs, and friends and family gatherings.”

The Mayor’s Vaccine Task Force, co-chaired by Chuck Mix and Dr. Humbaugh, has worked on developing the campaign over the past several weeks.

Thanks to the support and expertise of Kip Cornett, who led the Education and Communication Vaccine Task Force committee, and the team at Cornett, the Lex Do This! campaign involves outreach through social media, television, radio, print media, billboards, and more. “The City is thankful for the many media partners who are working to help spread the campaign’s message throughout the community,” Gorton said. “And thanks to Monster Color, which provided the banners and posters.”

One focus of the campaign will be outreach to underserved communities. “Thanks to the ministers who are here today to get a vaccine,” Gorton said. “We hope they will be an inspiration to their congregations, and help build confidence in the vaccine.”

Dr. Humbaugh said, “We have worked with these pastors and clergy since the beginning of the pandemic to improve our outreach throughout Lexington. Today is another way to get more African-Americans in Lexington comfortable with getting the COVID-19 vaccine. This is especially important for those 70 and older, as they are at the highest risk of complications, including death, from this virus.”

Consolidated Baptist Church served as a testing site and is now partnering with the health department to help vaccinate Lexington citizens. “In the midst of this pandemic, we finally are seeing a glimmer of hope. Almost a year in with over 450,000 lives lost, many of which have been in the African American community, there is reason for hope,” said Pastor Richard Gaines, Consolidated Baptist. “Though we have a ways to go in this fight, Consolidated Baptist Church has gladly sought to be welcoming and to do everything within our power to aid in this struggle. We take great joy in having been able to partner with the Lexington Fayette County Health Department, Mayor Gorton, and Governor Beshear in this worthwhile effort.”

In order to make the campaign successful, the City received financial support from the Blue Grass Community Foundation. Foundation President / CEO Lisa Adkins pledged the organization’s support of our community. “For nearly 55 years, the Community Foundation has focused on bringing people together to do good,” Adkins said. “This initiative is another powerful example of how our community’s generosity can achieve great things … in this case, literally saving lives and helping our economy get back on track.” The Mayor’s Fund for the Greater Good also provided support. 

Individuals and businesses are invited to take part in the Lex Do This! campaign. Businesses and organizations can request campaign posters by emailing mayor@lexingtonky.gov. Individuals are encouraged to record their own Lex Do This! video explaining why it’s important they get their COVID-19 vaccine when it is their turn. Individuals should use #LexDoThis. A digital tool kit will be available on-line so anyone can get involved.

So far in Lexington, the first-time doses (through Feb. 3) have been 77% white, 5.7% Black/African-American and 2.2% Hispanic. Lexington’s total population is 70.7% white, 15.1% Black/African-American and 7.4% Hispanic.

FY22 Budget Discussions Begin
On February 4, Council participated in FY2022 Budget Retreat where the Mayor and Administration's Budget Team reviewed FY20, gave a financial update on FY21, and discussed items of focus and funding considerations. 

Where we stand now as we move into preparing the FY22 budget is generally of most interest. Below are those updated projections:

FY 21 Budget –Updated Projections
  • The impact of the pandemic on revenues has turned out to be less than anticipated thus far.
  • Reduced revenue collections were seen in the fourth quarter of FY20 and the first quarter of FY21.
  • The second quarter of FY21 improved significantly and has largely blunted the need for much of the budgeted one-time funds so far.
  • Low rates and the ability to refinance existing debt generated real savings in debt service to budget.
  • Expense savings have been realized by various divisions across government.
While we are in a better place than we expected to be at this time, we must remember that it is only February. 

Below is the budget process and timeline. Council will receive the Mayor's Proposed Budget in April which is when we will break into groups or "LINKS" to discuss sections of the budget more thoroughly. This year, I will be chairing the General Government Link and CM Moloney and Sheehan will be joining me. I will continue to provide information on the budget as we move forward.

LFCHD 2021 Public Health Hero nominations


It is time to nominate people for the Lexington-Fayette County Health Department’s Dr. Rice C. Leach Public Health Hero Award. The award, now in its 18th year, is for individuals who have demonstrated their dedication to improving the health of Lexington residents.

Criteria for the selection of the award include:

  • Exemplary leadership and diligence in promoting public health;
  • Remarkable contributions and support in fostering public health programs; and
  • Work or actions that have impacted the community’s health in a positive way.

The Lexington-Fayette County Board of Health renamed the award in 2016 in honor of the late Dr. Rice C. Leach “so future generations will know what a true public health super hero is.” Leach, who served as Lexington’s Commissioner of Health for five years, died in April 2016 following a battle with cancer.

Come on down to Recovery Café Lexington to get your creative juices flowing! On the Move Art studio is a mobile art studio that provides all kinds of art supplies for you to craft your masterpiece. 
  • This event is free and family-friendly!
  • You must wear a mask and pass a temperature check. The Studio will be set up to allow for social distancing and COVID-19 safety.

Catching Red Girl/ Ruby

As many of you in the McConnell's Trace and Masterson Station areas have seen, Red Girl has been on the loose for quite some time.

Lexington Fayette Animal Care & Control are focused on the safety and well-being of the public and the animals in our community. They are aware of a dog on the loose near Masterson Station Park, as is her owner. In order for their efforts to be most effective, we need to ask the public to not pursue or feed this dog. They are working closely with a select few individuals in the neighborhood to lure this animal to safety. They ask that any sightings of the dog be reported to them day or night with an exact location. Compiled information of reported sightings and real time information helps them to perform our job more efficiently. Rest assured that LFACC is working to bring this animal to safety, but they need the community to report sightings and not take actions that may ultimately lead to harming this animal. We appreciate the dedication Lexington has to its animals and again ask everyone to please report loose dog sightings to us at 859-255-9033.

A Facebook page has also been set up to post sightings/updates of Ruby (Red Dog).

McConnell Springs Junior Naturalist Explorer Packs
Explorer packs are designed for Junior Naturalists to use when they are out in the field exploring the world.  Each pack includes activities and supplies that relate to a monthly theme and come neatly and safely packaged in a backpack that you get to keep.  Packs can be picked up at McConnell Springs beginning on from park staff inside of the education center. Explorer packs are provided at no charge.

St. Patrick's Parade and Festival shifts to possible fall event
Last year on March 11, the Bluegrass Irish Society Board of Directors made the difficult decision to cancel the 2020 Lexington St. Patrick’s Parade and Festival. The event was the first of many we would see through the year that were cancelled, postponed or dramatically altered. 

Ten months later, we find ourselves in the position of once again putting our community first. The incidence of COVID-19 in Lexington, our state and nation has not eased and while the first of the vaccines that may stop the pandemic are being distributed, we are still months from significant progress. 

After consultation with our board, our partners at Lexington Parks and Recreation and the Lexington Fayette County Health Department, we regretfully announce that we are will not hold the Lexington St. Patrick’s Parade and Festival on Saturday, March 13. Rather, we will tentatively plan for a Halfway to St. Patrick’s Day mini-festival in September, with additional details to be announced.

CALLING ALL TEACHERS AND COACHES! IMPACT THE LIVES OF KENTUCKY YOUTH

First Tee - Greater Lexington Prepares to Launch Inaugural Character-Building Golf Camps 

First Tee - Greater Lexington, a youth development organization dedicated to helping young people build character through the game of golf, needs Teachers or Coaches to deliver programs to young people in our community.  Instructors will receive a half-day professional development training and must be background checked, however do not need to have previous golf experience.

Camps will take place in the Spring, Summer, and Fall of 2021 and coaches must be 21 years of age.  Coaches are needed for Fayette, Bourbon, Clark, Jessamine, Madison, Scott, and Woodford Counties.

First Tee - Greater Lexington offers an opportunity to earn extra pay for weekday and weekend instructions during its camps and after school programs. First Tee will provide national curriculum and certification to each coach.

Interested Coaches are invited to attend one of the following two training sessions:

  • March 5, 2021 from 1:00pm - 6:00pm
  • March 6, 2021 from 10:00am - 3:00pm

First Tee - Greater Lexington, which was established in 2020, joined a network of 150 chapters across the United States and select international locations (Australia, Canada, Japan, Korea, Mexico, and Morocco) that have collectively impacted more than 15 million youth since its inception in 1997. First Tee chapters reach more than 136,000 young people annually at more than 1,200 program locations, with support from 25,000 volunteers. Additionally, First Tee has been introduced to more than 10,000 schools and youth centers reaching millions of additional kids through these programs.

Kentucky American Water is now accepting applications for the 2021 American Water Environmental Grant Program.  This program helps to fund innovative, community-based environmental projects that improve, restore or protect the watersheds, surface water and groundwater supplies in our local communities.  The maximum grant is $5,000 and the application deadline is March 31, 2021.
