The following populations of Florida Residents are currently eligible to schedule an appointment to receive the vaccine:
- Long-term care facility residents and staff
- Persons 65 years of age and older
- Health care personnel with direct patient contact
- NEW: Veterans Orlando VA Healthcare Center is offering COVID-19 vaccines for all Veterans who receive care at VA regardless of age at Orlando and Lake Baldwin. The Viera and Daytona Beach Clinics are appointments only for 65+, frontline essential workers and Veterans with underlying medical conditions, as determined by the CDC. Call 407-631-0499.

- Florida Department of Environmental Protection (FDEP) National Pollutant Discharge Elimination System (NPDES) Audit
- FDEP staff will perform an audit of the City’s NPDES activities (stormwater permit) on March 24, 2021.
- Lincoln Avenue Sewer Improvements
- The City’s contractor completed sanitary sewer improvements on Lincoln Avenue between Poinsetta Avenue and Orange Avenue. The work included the replacement of the sanitary sewer main and all laterals. Final milling and paving of the roadway will be performed the week of March 15, 2021.
- West Central Boulevard Improvements Project
- Paving of the pedway and westbound lane will be initiated this week. Upon completion of the paving activities, the southern half of West Central Boulevard will be closed and the newly-paved roadway will be open to westbound traffic only; there will be no eastbound traffic until project completion. Access to SR A1A will be via Thurm Boulevard.

- Assisted with preparations for and attended Florida Home Rule Community Public Meeting moderated by Council Member Kellum.
- Continued preparing and reviewing agenda and items for March 16, 2021 Regular City Council Meeting.
BID #2021-01 – SCADA IMPROVEMENTS
- Continued distributing Bid/Project information, documents and addenda to interested parties.
- The due date/location for the Bid packet submittals and the Bid Opening will be at City Hall on Thursday, March 11, 2021 at 2:00 p.m. and 2:05 p.m., respectively.
COVID-19, Hybrid (in-person & remote), Staff Meetings and other items
- City Clerk’s Office Staff continued following federal, state and local social-distancing and PPE guidelines.
- Met with Council Member Kellum regarding Community Public Meeting facilitation and Home Rule issues impacting the City.
- Met with Human Resources Director regarding Staffing.
- Met Strategic Planning consultant and fellow Department Directors in preparation for the Retreat scheduled on Wednesday, March 31, 2021.

- Communicated with Mayor and Council Members regarding various items and initiatives.
- Actively monitoring COVID-19 pandemic and communicating information as needed.
- Attended the March 3, 2021 Public Community Meeting, hosted by Council Member Mickie Kellum. The meeting focused on two items:
- The high volume of current Bills being considered in the Florida Legislature which erode Home Rule (a City’s ability to govern itself), and
- the City’s proposed Short-term Rental Registration program.
- Continuing to work with W+J Construction and Leisure Services Director on the Multi-Generational Facility (MGF) project; attended a MGF progress meeting with contractor, architect and Staff. Updates are provided under the Leisure Services Department Weekly Update and on the City’s webpage.
- Met with Community + Economic Development and Leisure Services Directors to discuss Canaveral City Park tree concerns and a possible path forward which would save as many oak trees and sea grapes as possible along the Sandpiper Park frontage area.
- Along with Department Directors and Staff, participated in a facilitated, pre-Strategic Planning Retreat meeting to discuss Mission, Vision, SWOT Analysis and Agenda, in preparation of the March 31, 2021 Strategic Planning Retreat with City Council.
- Met with Directors to review their department projects that will be presented at the 2021 Strategic Planning Retreat.
- With HR Director, met with certain long-term City employees to congratulate and award them with a year-appropriate service coin for their loyalty and continued service with the City.
- Met with Capital Projects Deputy Director/IM Manager regarding options for a replacement City Hall electronic marquee sign.
- With Leisure Services Director, reviewed draft Cherie Down Park Interlocal Agreement.
- As a member of the City Manager’s panel, participated in the Chamber of Commerce Government Affairs Committee Virtual Meeting.

Florida Department of Transportation (FDOT) State Road (SR) A1A Improvements Design Project.
The project limits are along SR A1A from south of International Drive to north of Long Point Road in Brevard County. This project will take a section of SR A1A (Astronaut Boulevard) and reconstruct it to an urban section with access management modifications from International Drive to Long Point Road and new concrete sidewalk. The reconstruction includes buffered bicycle lanes and up to 8-foot-wide sidewalks. The project length is 0.35 miles, and the purpose is to urbanize the roadway with curb and gutter. The intersection of N. Atlantic Avenue and SR A1A will be reconstructed to a roundabout and International Dr. will be realigned.
FDOT has engaged consultant firm Inwood Consulting Engineers to conduct a public meeting in Cape Canaveral regarding the Improvements Design Project, targeting sometime in April or early May, date TBD.

- Monday Night Tennis continued its season with the scheduled Week 2 matches. Three of the eight players remain undefeated through Week 2. Gary and newcomer Daniel will battle this coming week in what should be a very competitive matchup.
- Wednesday Night Tennis is in full swing having played its Week 3 matches this week. Vern currently leads all players at 3-0 and looks to stay undefeated against Thorpe this coming week.
- The Adult Co-Ed Kickball League hosted its Week 2 games Wednesday evening at Canaveral City Park. R.S.C. dominated Thirsty Bones in the first game by a score of 17-0. Coaster’s got a notch in the win column bringing their record to 1-1, and the defending Champions B.O.A.F. showed why they are still the team to beat in the evening’s final game, beating W.S. 14-7.
- The Wednesday Night Racquetball League played its final matches of the regular season this week. Players are now given one week to play any matches that remain un-played due to weather or other scheduling conflicts. The Top Eight players will face off in a multiple week Playoff Tournament beginning on March 17.
- Leisure Services currently has five Pickleball Leagues playing each week. Players gather on their scheduled League day at the Nancy Hanson Recreation Complex to play a League match and then stick around to play for fun. Up-to-date scores, schedules and standings can be found below.
- Movie in the Park returns to Cape Canaveral, however in a NEW LOCATION on Friday, March 12. The Spring 2021 Movie in the Park series will be held at Manatee Sanctuary Park located at 701 Thurm Boulevard in Cape Canaveral. The City will be showing The Rookie staring Dennis Quaid to a kick off the Spring series.
- Cape Canaveral Soccer Club kicked off its season on March 3. Forty-two local kids are registered this season for what will be a great season of youth soccer. Practices and games will be held at Banana River Park. City Staff welcomed all the parents last Wednesday night and helped kick-off the new season by presenting each player with their own custom City of Cape Canaveral commemorative coin.

A basketball hoop was installed at the Cape Canaveral BCSO parking lot for public use. BCSO has agreed to leave the marked parking spaces adjacent to the hoop empty. Basketballs will be available for use at the Nancy Hanson Recreation Complex.

2021 Health First Mayors’ Fitness Challenge
#TeamCapeCanaveral remains in 1st place in the 2021 Health First Mayors’ Fitness Challenge! As we approach the halfway point of the challenge, Cape Canaveral not only leads all municipalities in total minutes of physical activity, but also leads in the percentage of our team that has reported their minutes each week! With 90% of #TeamCapeCanaveral reporting minutes each week, we will be very tough to beat. Way to go and keep up the great work #TeamCapeCanaveral!

- Porter Bridge
- Staff removed and replaced the safety railing and other dilapidated wood on the east side of Porter Bridge.
- The bridge will be finished in approximately one week.
- West side of Porter Bridge will be evaluated after the east side is complete.
- Solar Lights
- Staff will be installing a total of ten (10) new solar lights on Ridgewood Avenue. The first ten lights will replace the older solar lights that have become unrepairable. In addition to these ten, the City will be installing a number of replacement lights over the next 4 years.
- Baffle Boxes
- The City has hired a contractor to vacuum out all the baffle boxes throughout the City. This will be implemented once a year with the exception of the 200 block of West Central Avenue, which is done twice a year. The contractor will be vacuuming out baffle boxes on the following roads:
- Holman Road
- West Central Avenue
- Center Street
- International Drive

Adopt-A-Mangrove Program Reopens
The City of Cape Canaveral has established the Adopt-A-Mangrove Program to provide interested property owners with the opportunity to “adopt” Mangroves. This is a voluntary program that will assist with the planting and care of these important plants, which serve a critical role in the health and well-being of the Indian and Banana River Lagoon systems. Rules and guidelines must be met and followed by interested Mangrove “Adopters” who wish to partake in this volunteer community outreach initiative before planting on one’s property can begin. These guidelines are meant to ensure resident safety, City Code and state and local environmental compliance. Not meeting any one of the following can result in the refusal of participation by City Staff. Please read the Adopt-A-Mangrove Program Guide for further information. Only those with properties that directly border the lagoon or a waterway connected to the lagoon are eligible for this program. A registration period to receive a Mangrove began Monday, January 11 and will end Friday, March 26. There is currently one mangrove remaining in this adoption cycle.
Mangroves are a critical aspect of Florida’s marine ecosystems. Sometimes called the “kidneys of the coast,” Mangroves filter the water they are situated in and can maintain water quality that helps coral reefs and near shore seagrasses grow. Due to their dense root structures, Mangroves also help to stabilize coastlines by reducing shoreline erosion, decreasing incoming wave energy, minimizing storm surge heights and potentially providing a wind break. This program falls in line with the City’s goal of planting 300 new Mangroves on its lagoon shoreline within five years.

City Expands Hybrid Fleet
The City of Cape Canaveral has taken delivery of its fourth hybrid vehicle within its fleet, a new Toyota RAV4, which has been assigned to Infrastructure Maintenance. This SUV gets 41 mpg in City driving conditions, and will switch over to battery power while at idle or driving at slow speeds, saving both fuel and emissions. The onboard batteries are recharged via regenerative braking. Hybrid vehicles save the City thousands of dollars on fuel costs compared to equivalent all-gas vehicles over the operational life of the vehicle. The City now has a total of five vehicles that can be considered “electrified” in that they use batteries as a means of either full or partial power and propulsion, including one all-electric Ford Focus. Over the next few months the City will also be acquiring another all-electric vehicle, a Nissan Leaf, and another Toyota RAV4 hybrid for Code Enforcement duties, bringing the total number of electrified vehicles in the fleet to seven by the end of 2021.
