A Letter from Benjamin Hover, Council President

Dear Neighbors in Lansdowne,

This spring, as the beautiful song birds return and the flowers bloom, Lansdowne Borough Council is proud that the Lansdowne Renaissance continues with investment in our infrastructure and businesses opening in our downtown. Several major projects are moving from the design stage to the creation stage; some projects are moving from the creation to completion stage.

Public Health and Safety

As many in the community have heard, our representatives in Delaware County on the local, County, and state level are advocating for more vaccines to be distributed in Delaware County. Lansdowne Borough Council shares the frustration of many of our residents in acquiring the vaccine. In the meantime, please remember to Mask up! Even after receiving the vaccine, please remember to mask up and take necessary precautions to not spread the virus.

Sewer Fee and Tax Bills

Since the distribution of the tax bills this past January, residents reported discrepancies on their Sewer fees from the previous year. Through consultation with the Borough Tax Collector, Lansdowne Borough Council located the miscalculation and is currently working with Bill Smith, Lansdowne Borough’s Tax Collector to remedy the error.

Residents should expect to receive a new Tax Bill from the Tax Collector. And, for most residents, the error will result in a refund of the error.

On behalf of council, I would like to thank the residents for their patience as Borough Council, the Mayor,  our Borough Manager, and Tax Collector researched and created a plan to fix the error on the tax bill.

Important Vaccine Information for Lansdowne Residents Age 65 and Older

A special vaccine clinic is being offered by Delaware County health officials for Lansdowne residents age 65 and older. Let us know if you would like to be on the list for a vaccine by completing the form on our website HERE

Borough Council Meeting Notes:

March, 2021


March 3rd
Borough Council discussed: 
  • A letter from Senior Community Services regarding the Borough’s contribution to the organization
  • A petition from the HLTC regarding its land development proposal
  • The initiation of a process for a substantial review and revision of its Comprehensive Plan
  • Street restoration alternatives for Strafford Avenue and Windermere Avenue
  • A proposed resolution in recognition of Women’s History Month
Borough Council took action to:
  • Authorize the payment of bills for the period.
  • authorize change order for Stratford Avenue ½ mill and overlay
  • adopt a resolution in recognition of Women’s History Month
  • authorize change order for the restoration of Windermere Avenue
March 17th
Borough Council discussed: 
  • DELCORA – Act 537 Correspondence
  • The designation of Lansdowne Borough by the Arbor Day Foundation as Tree City USA in 2020 
  • The availability of rental and utility assistance for funding for tenants through the American Rescue Plan
  • A letter from the owner of 41 South Union Avenue in Upper Darby
  • A proposed agreement with Verizon Inc for the installation of small cell wireless facilities/antennas
  • A proposed body camera policy for police body cameras
  • A mural proposed for the SEPTA Bridge on South Lansdowne Avenue
  • Disbursement of funds to the LEDC
  • Sponsorship of the Darby Creek Valley Association for its clean-up day in April.
  • A resolution proposed to mark April as Fair Housing Month
  • Funding through the American Rescue Plan
  • Workshop Forums scheduled by the Environmental Advisory Council
Borough Council took action to:
  • authorize payment of bills for the period
  • appoint Kate Clifford to the HARB for a three-year term expiring 3/17/2024
  • adopt Resolution 2021-07 recognizing April as Fair Housing Month
  • to remove a street tree at 27 North Lansdowne Avenue
  • to replace street tree at 27 North Lansdowne Avenue 5 feet south of the adjacent driveway
  • to disburse $15,000 to the LEDC
  • to sponsor the DCVA Clean-up day
  • to approve solicitation of private web camera locations 

Statement Regarding Sewer Bill Overcharges:


The Borough recently discovered that Borough tax bills for 2021 contained an overcharge for sewer fees that resulted from a calculation error. The overcharges range from as low as $1.50 to as high as $159.23. Sewer fees are determined based on flat base fee per property of $164.11 for the first 21,174 gallons of water used and then a rate of $7.52 per 1000 gallons of water used in excess of 21,174 gallons. Thus the $7.52/1,000 gallons charge was applied to the initial 21,174 gallons of water in contradiction to the sewer fee ordinance requirement.
These are the steps the Borough is taking to correct this error:
  • The Borough Tax Collector is in the process of printing and mailing new 2021 tax bills with corrected sewer fees. These corrected tax bills should be mailed within the next ten days.
  • The Borough will refund any overpayment that it receives based on the overcharges in 2021 tax bills.

To celebrate women in history, Lansdowne Borough Council would like to know who your "Women's History Month Heroine" is. Please let us know about a woman in history who you consider a role model by completing the form below. Please include your name, age, the name of your "Women in History Heroine", and a short paragraph describing why you have chosen her. You may also upload an image of your "Woman in History" choice or other files using the form. March is Irish also American Heritage Month


Lansdowne Borough wishes residents of Irish descent a happy Irish American Heritage Month (March, 2021). View the Lansdowne Borough Council Resolution  recognizing the valuable contribution to our Nation, State and Lansdowne Community of all Irish-American citizens.

Lansdowne Borough Council celebrated Irish-American Heritage Month with an Irish Flag Raising ceremony Saturday, March 20, on the Lansdowne Borough Greene.

Spring is in the air and so are our bird friends!

Did you know that Lansdowne Borough is recognized as an Audubon Bird Town? A resolution was passed in February of 2019 after The National Audubon Society recognized the borough as an Audubon Bird Town. As a Bird Town, Lansdowne Borough is recognized for promoting conservation and community-based actions to create a healthy, more sustainable environment for birds and people. A Bird Town makes efforts to restore valuable ecosystem services to create a culture of conservation where everyone is a potential steward of nature in their backyard and beyond. Chief of Police Rutherford and Mayor Tony Urge Residents to Slow Down:

In an effort to slow motorists down, Mayor Campuzano and Chief Rutherford strategically placed the pictured signs throughout the Borough. Please be considerate and slow down to keep our Borough safe!

Changing your clocks is also a good time to test your smoke alarms.

Recycling Reminder: 

Please keep recycling clean! J. P. Mascaro, Lansdowne's recycling contractor, has seen an increase in contaminated recycling at its single stream recycling plant. 

The contamination rate at the J. P. Mascaro Total Recycle single stream recyclable materials processing facility has doubled over the past 12 months. This has created a twofold problem for us. One, instead of recycling materials, they are being forced to take the contaminated materials to their landfill to dispose of them, which is an additional expense, not to mention using up valuable landfill space. Secondly, many of these contaminants (non-recyclable materials} are causing costly breakdowns of our recycling lines, and, in some cases, even causing fires.

Lead Poisoning Remediation Programs

Nearly 80% of all homes and apartments in Delaware County have lead-based paint in them because they were built before 1980, the time when toxic lead paint was finally banned for use in homes. Lead poisoning can cause lifelong learning and behavior problems.  Stop this tragedy from happening by making sure your house or apartment is lead safe!   Families with children under the age of six or pregnant women can get the lead out of their homes now by contacting one of two free programs available in Delaware County that test homes for lead and get the lead out if found. Grandparents and other family members who have children under six who spend at least 60 hours a year in their home can also qualify.  Both homeowners and landlords who rent to qualifying tenants are eligible.

Residents and businesses within Lansdowne Borough may voluntarily register their video surveillance equipment with the Lansdowne Police Department.

Registering your security camera or video surveillance equipment enables the police department to respond quickly to the location of the camera and work with the owner to possibly recover evidence of a crime or to identify a possible suspect. This program is completely voluntary and the information residents provide will be utilized for police purposes only. 

Please complete the form on the borough website for each surveillance equipment location you wish to register. There is no fee to register and your information will be kept completely confidential. You may unsubscribe from this program at any time. We appreciate the community's help as we work to solve crime in the borough.

Lansdowne Borough is celebrating Arbor Day 2021 with a special "Paint Lansdowne Pink" event! Become a member of the Arbor Day Foundation and you will be given the opportunity to choose 10 native redbud trees to donate to the EAC, Parks and Rec Board, and Shade Tree Commission to be planted in parks, playgrounds, and distributed to the community.

Lansdowne’s Annual Town Wide Yard Sale

Saturday May 15th - 8am until you decide to close!
Rain date Sunday May 16th.


Join the fun. Register to participate by filling out the webform with your address and you will be included on the Town-Wide Yard Sale Map. Registration closes May 9 so let us know before then if you will be participating!

Sales will be all over town and maps will be available on www.lansdowneborough.com after May 10th.

CDC Releases Guidelines For Those Who are Fully Vaccinated

COVID-19 vaccines are effective at protecting you from getting sick. Based on what we know about COVID-19 vaccines, people who have been fully vaccinated can start to do some things that they had stopped doing because of the pandemic. If you’ve been fully vaccinated:

  • You can gather indoors with fully vaccinated people without wearing a mask.
  • You can gather indoors with unvaccinated people from one other household (for example, visiting with relatives who all live together) without masks, unless any of those people or anyone they live with has an increased risk for severe illness from COVID-19.
  • If you’ve been around someone who has COVID-19, you do not need to stay away from others or get tested unless you have symptoms.
    • However, if you live in a group setting (like a correctional or detention facility or group home) and are around someone who has COVID-19, you should still stay away from others for 14 days and get tested, even if you don’t have symptoms.

Lansdowne Arts on the Avenue: Call For Artists

Artist applications are now being taken for Lansdowne's Arts on the Avenue Festival. This popular outdoor event is an all-day festival of fine art, artisan craftsmanship, music, local food trucks and children's entertainment. This show is juried and artists will be selected on quality of work, but also diversity of the show. Applications are due by Sunday, May 2nd. Application link can be found here.
