PRESENTATION ON IARF 100% ANCOR MEMBERSHIP SET FOR MARCH 10TH
A major initiative of the Association for 2021 was to join the American Network of Community Options and Resources (ANCOR) as a 100% membership association state.  I am proud to share that IARF is now the ninth state association in the country to advance to this model.  All IARF members will now become full members of ANCOR and eligible to receive all updates, educational opportunities, and benefits associated with that status.  We’ve scheduled a kick-off for Members to learn more about this very exciting new benefit on Wednesday, March 10th at 9:30 am.  Additional details will be sent out directly to members! CONGRESS SET TO VOTE ON $1.9 TRILLION AMERICAN RESCUE PLAN TODAY
With the Congressional committees having completed their work, Congress will vote today on the next major COVID-19 package to support individuals, families, states, and communities.  Much of the items we’ve reported on previously are retained in the compiled legislation – notably relief for state and local governments and the targeted FMAP bump for HCBS services and supports and some behavioral health services and supports. We thank all members of our delegation that have advocated for targeted funding relief for services and supports as we follow this package to the vote and further work in the Senate. FEDERAL MINIMUM WAGE INCREASE STALLED IN RECONCILIATION
It became official last night that the Senate Parliamentarian – the sole individual that decides whether an item in a reconciliation package can stay or go – indicated that a federal minimum wage increase couldn’t be included in the reconciliation package as it would violate the Byrd rule.  Given the even split in the U.S Senate, there is not sufficient votes to override the Parliamentarian on the ruling – meaning a federal increase can’t be included at this time. 

Members are aware the increase under discussion would phase up to a national minimum wage of $15.00/hr and phase out use of 14c certificates.  While we expect the provisions to remain in the American Rescue Plan to be voted on today, it won’t survive the Senate process.  We fully expect a federal minimum wage increase to be a part of regular order on legislating in Congress.
 
Earlier this week, the Consortium of Citizens with Disabilities (CCD) authored a letter to Congressional leadership and key committee chairs urging that any federal minimum wage increase be paired with commensurate Medicaid funding for rate increases.

RULE 115 (CILA REGULATION) POSTED FOR PUBLIC COMMENT
The Division has announced that Rule 115 (CILA rule) has been revised and published in the Illinois Register on 2/26/21 for First Notice. There will also be a 45-day public comment period. The CILA rule has not been updated since 2003 and includes many changes required to come into compliance with the Settings rule. The Division expects Rule 119 (Community Day Service rule) and Rule 120 (overall waiver rule) will also post to the Register in the coming months. MOVING MOUNTAINS AWARD NOMINATIONS NOW OPEN
ANCOR, the National Alliance for Direct Support Professionals (NADSP) and the Research and Training Center (RTC) at the University of Minnesota’s Institute on Community Integration are seeking nominations for the 2021 Moving Mountains Award! The purpose of this award is to recognize organizations using leading practices in direct support staff workforce development that result in improved outcomes for the people being supported. Organizations applying are required to illustrate how their direct support workforce practices philosophy align with the principles of the NADSP.
 
Applications are now being accepted and must be submitted by March 31, 2021. All applications from statewide/regional initiatives, local organizations, and individuals are welcome and up to two awards will be given this year and all finalists will be acknowledged at the ANCOR Annual Conference in June. ICDD SEEKS PUBLIC COMMENT ON 2022-2026 STATE PLAN
The Illinois Council on Developmental Disabilities (ICDD) is seeking public comment on the draft goals and objectives for its 2022-2026 State Plan. This is an opportunity for the public to provide input on the activities and policy work that we will conduct over the next five years. Anyone interested in disability issues in Illinois — including self-advocates, family members of people with developmental disabilities (DD), service providers, and others — can participate and share their ideas. DHS-DDD TO HOST SUPPORTIVE HOUSING WEBINAR – MARCH 11th
DHS-DDD has been offering a series of Webinars to all Provider agencies in Illinois.  This week the Division presented – Assistive Technology and The Waiver.  On March 11th the Division will present - Supportive Housing: Supportive Housing Waitlists 101 and How You Can Use the Existing DD Waiver to Fund Supports. ANCOR: 2021 CASE FOR INCLUSION REPORT RELEASED
ANCOR, in conjunction with UCP, have just released the 2021 Case for Inclusion. Published annually since 2006, the Case for Inclusion has traditionally assessed all 50 states and the District of Columbia on dozens of measures that indicate how well state programs are enabling people with intellectual and developmental disabilities (IDD) to be included in the community. PRITZKER ADMINISTRATION EXPANDS COVID-19 VACCINE ELIGIBILITY TO THOSE WITH SERIOUS MEDICAL CONDITIONS
Yesterday, the Governor’s administration published the following Press Release, which states that Illinois has expanded vaccine eligibility as part of phase 1B+. Phase 1B+ includes residents 16 and older with disabilities or underlying conditions who aren't otherwise covered in previous eligibility categories. Additionally, Illinois also vaccinated a record 130,000 people on Wednesday, including records for both first and second doses. (Contact: Luis Andrade)
 

MMAI STATEWIDE EXPANSION JULY 1
As noted in the December 16, 2020 provider notice, the Medicare-Medicaid Alignment Initiative (MMAI) program will be expanding statewide effective July 1, 2021. Providers of all specialties and localities are strongly encouraged to join the multiple MMAI plan networks as soon as possible to participate in the statewide MMAI program.
 
Expanding the MMAI demonstration statewide will provide all full dual eligible beneficiaries in every Illinois county with the opportunity to receive their Medicare Parts A and B benefits, Medicare Part D benefits, and Medicaid benefits from a single Medicare-Medicaid Plan, also known as MMAI plan.  You can view the entire provider notice by clicking here.  (Contact: Dan Frey)
 

IL CMS’ BEP ANNOUNCES DISPARITY STUDY
The Illinois Department of Central Management Services’ (CMS) Business Enterprise Program (BEP) has announced a new disparity study, to be led by Colette Holt & Associates, that will examine the availability and utilization of businesses owned by minorities, women, veterans, and people living with disabilities on State of Illinois contracts. This study is one of the latest efforts by the State to promote the economic inclusion of historically disadvantaged businesses in accordance with State act 30 ILCS 575/4(d).  You can view the entire press release on this study by clicking here.
