Precincts to Clusters

Our Change to the Plan Of Organization Resolution passed at the State Executive Committee Meeting on Saturday.
The voting precincts will remain, but will organize into Clusters.
The North Carolina Democratic Party Plan of Organization (NCDP POO) calls for each precinct to have 5 active members and three officers to be considered an active precinct. By clustering we reduce the numbers needed to be considered active. Each cluster needs five active members and only three officers. An officer is needed from each precinct in the cluster.
The sustaining funds and number of delegates to the county convention remain the same as they are based on the number of voters.
