When Russia invaded the Crimean peninsula in 2014, a blatant violation of Ukraine’s sovereignty and territorial integrity, Russia broke the first principle of international law: that countries may not acquire territory or change borders by force. That military attack and the subsequent illegal annexation of the Indigenous Crimean Tatar homeland constitute a daily violation of all conceivable international law and standards, including: the Conference on Security and Cooperation in Europe (CSCE) Final Act (often referred to as the Helsinki Final Act); the Treaty on Conventional Armed Forces in Europe (CFE); the United Nations Charter (specifically United Nations General Assembly Resolution 3314 on the use of "aggression" between member states); and the Nuclear Non-Proliferation Treaty (NPT). 

Immediately after the invasion began, the Ukrainian Congress Committee of America (UCCA), the largest representation of over 1.5 million Americans of Ukrainian descent, began its campaign of advocacy for the liberation of Crimea. In short order, UCCA condemned the invasion, called upon its resources to entreat similar condemnations from elected officials in Congress and the United States, proposed numerous military and non-military responses that the United States could initiate, and advocated for an immediate high-level US delegation to visit Ukraine.

Still, Russia continues to commit serious human rights violations beyond its borders, in Crimea. At least 109 Ukrainian political prisoners remain in detention in Russia and Crimea. Here in the United States, Ukrainian communities continue to petition our elected representatives to condemn Russia’s actions and uphold Ukraine’s territorial integrity by demonstrating their public support for Ukraine with words and actions.

The United States, as the bastion of democracy in the free world, must take the lead in promoting international norms, defending basic human rights and freedoms, and charting a course of geopolitical stability. Earlier this month, Reps. Gerry Connolly (D-VA) and Steve Chabot (R-OH) introduced a new bill in the U.S. House of Representatives regarding the non-recognition of the illegal annexation of the Crimean peninsula by the Russian Federation. The Crimea Annexation Non-recognition Act clearly states that “no Federal department or agency may take any action or extend any assistance that implies recognition of the Russian Federation’s claim of sovereignty over Crimea, its airspace, or its territorial waters.”

You are respectfully invited to attend the twelfth US-Ukraine Security Dialogue, entitled Divining the New Administration’s Approach to Ukraine’s Most Pressing Security Issues. The forum will be held online on Wednesday-Thursday, March 3-4, 2021.
 
This Zoom webinar, scheduled to run as four-hour segments on consecutive days will feature four panel discussions and two highlight focus sessions dedicated to gauging how the Biden national security and foreign policy team might deal with, and hopefully aid, Ukraine’s efforts to thwart military threats, threats of political subversion, undue economic/energy pressures and varied disinformation campaigns. The gathering will also give prominence, as tradition would have it, to considering why Ukraine’s security still matters both to its neighbors and the world at large.
  
The complete program (subject to change), along with a list of invited speakers, is included below. You are welcome to participate in any and all listed sessions. Your presence would certainly enhance the proceedings you chose to join.

On February 2nd, the co-chairs of the bipartisan Congressional Ukraine Caucus (CUC) circulated a 'Dear Colleague' letter to all 435 members of the House of Representatives requesting membership in the Caucus. The CUC is co-chaired by: Rep. Brian Fitzpatrick (R-PA), Rep. Andy Harris (R-MD), Rep. Marcy Kaptur (D-OH), and Rep. Mike Quigley (D-IL).

In part, the 'Dear Colleague' letter stated:  "Since its formation in 1997, the [CUC] has served as a proud advocate for liberty and democracy in Ukraine... As a Member of the Caucus, Members will strengthen their knowledge about the variety of threats posed by a resurgent and increasingly aggressive Russia to our national security."
