What does Civil Rights in Outreach Entail at SJTPO?

A meaningful and equitable outreach process for all members of the public in the region is important at SJTPO. Civil Rights laws and regulations are an essential component of SJTPO's outreach process. There are three plans that guide SJTPO's outreach process in meeting Civil Rights guidance, two of which are new as of 2020. These plans are the Title VI Implementation Plan and the Limited English Proficiency (LEP) Plan. The third plan is the Public Involvement Plan (PIP)

Revisions to the plans and the overall outreach process are periodically necessary to improve upon current activities and practices. Revisions are made to the plans by incorporating feedback received from SJTPO's planning partners and the public. 

SJTPO is opening a 45-day public comment period for the Title VI Implementation Plan, LEP Plan, and the PIP from Thursday, March 4, 2021 to Sunday, April 18, 2021. Comments must be received by 5:00 PM EST on the last day of the comment period.

The feedback received at the listening sessions and during the comment period will help staff to update the plans with Policy Board approval anticipated at the May 24, 2021 public meeting.

Can't Make the Listening Sessions? Here are Ways to Provide Comments!

Public comments made outside of the listening sessions are welcomed and encouraged. The Public Comment webpage has been updated to note how comments may be submitted. 

A quick and simple way to provide feedback is to complete a 7-question survey to help SJTPO understand your needs when it comes to staff advertising and scheduling public meetings.
To submit public comments via email, please know that SJTPO has separate email addresses for each plan. Select the best email address(es) depending on the plan(s) you are commenting on.  To submit public comments via any of the following ways, SJTPO asks that you identify which plan(s) you are commenting on so staff can appropriately respond to the comment.

SJTPO fully complies with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Executive Order 72898 on Environmental Justice, and related nondiscrimination mandates in all programs and activities. SJTPO’s website, www.sjtpo.org, may be translated into multiple languages. Publications and other public documents can usually be made available in alternative languages and formats, if requested. SJTPO’s public meetings are always held in ADA-accessible facilities and held in transit-accessible locations whenever possible. Translation, interpretation, or other auxiliary services can be provided to individuals who submit a request at least seven (7) days prior to a public meeting. Translation and interpretation services for SJTPO’s projects, products, and planning processes are available, generally free of charge, by calling (856) 794-1941, or by completing a request form available at www.sjtpo.org/TitleVI. All requests will be accommodated to the greatest extent possible. Any person who believes they have been aggrieved by an unlawful discriminatory practice by SJTPO under Title VI has a right to file a formal complaint. Any such complaint must be in writing and filed with SJTPO’s Title VI Compliance Manager and/or the appropriate state or federal agency within 180 days of the alleged discriminatory occurrence.
