14-Day Exclusive PPP Application Period
For businesses and non-profits with fewer than 20 employees & sole proprietors

The Small Business Administration (SBA) has established a 14-day, exclusive Paycheck Protection Program (PPP) loan application period for businesses and nonprofits with fewer than 20 employees and sole proprietors only. The 14-day period begins today, February 24, 2021 at 6 am PST and ends on March 9, 2021 at 2 pm PST. This will give lenders and community partners more time to work with the smallest businesses to submit their applications, while also ensuring that larger PPP-eligible businesses will still have plenty of time to apply for and receive support before the program expires on March 31, 2021.

SBA also announced four additional changes to open the PPP to more underserved small businesses. SBA will:

  • Allow sole proprietors, independent contractors, and self-employed individuals to receive more financial support by revising the PPP’s funding formula for these categories of applicants;
  • Eliminate an exclusionary restriction on PPP access for small business owners with prior non-fraud felony convictions, consistent with a bipartisan congressional proposal; 
  • Eliminate PPP access restrictions on small business owners who have struggled to make student loan payments by eliminating student loan debt delinquency as a disqualifier to participating in the PPP; and
  • Ensure access for non-citizen small business owners who are lawful U.S. residents by clarifying that they may use Individual Taxpayer Identification Number (ITIN) to apply for the PPP.
The PPP re-opened in January to businesses that had not previously applied, the First Draw, as well as for certain eligible businesses that applied previously, opening up a Second Draw. The PPP application period will close for both on March 31, 2021. Small businesses and non-profits with fewer than 20 employees and sole proprietors can apply during the 14-day exclusivity period from February 24 through March 9, 2021. The program will be open to all eligible entities March 10 through March 31, 2021. Businesses apply through an approved SBA-lender: PPP Loan Forgiveness - Borrowers ready to apply for PPP loan forgiveness can do so with their lender, which will provide the necessary forms: SBA Form 3508, SBA Form 3508EZ, SBA Form 3508S, or a Lender equivalent.

Still Accepting Applications

The City of Pleasanton has approved over $1.3 million to assist more than 120 Pleasanton businesses as part of the Business Support Fund loan program. Qualifying businesses are encouraged to apply at www.cityofpleasantonca.gov/eddsupportfund.
