  • Daylight Saving Time ended on March 14. Sonora and most of Arizona do not observe Daylight Saving Time - our time remained the same. Everyone else hopefully remembered to set your clocks forward one hour.
  • This year, Semana Santa is March 28 - April 4 (Easter week from Palm Sunday through Easter Sunday). Traditionally, the busy period is during the second weekend. The Sonoran government has developed guidelines for Semana Santa, but there is not yet word from the Guaymas government on what will apply locally. According to the State, beaches will be open from 6:00am to 8:00pm. There is a recommendation that control filters be installed at the entrance to tourist destinations (like San Carlos). The restaurants are waiting to hear whether they will be allowed to have live music during this time. More details to come in next week's newsletter regarding Semana Santa in San Carlos.
  • This week, Mexico’s Chamber of Deputies passed legislation to legalize marijuana in compliance with the country's Supreme Court ruling. The Senate is expected to back the bill in the coming days. President Obrador is then expected to sign the bill. Recreational marijuana sales would not begin immediately if the bill becomes law. It would take time for regulations to be written and businesses to get licensed.

San Carlos Weather Forecast


This week will be mostly sunny with some clouds moving in on Sunday. The daytime high will be 26 C (80 F) on Wednesday, then rise daily until it reaches 30 C (86 F) on Saturday, dropping again on Sunday to 26 C (80 F). The night time temperatures will be 10 - 15 C (50 - 59 F).

Property Taxes are Due


To all home owners -- your Property Taxes are due. 

This year, there is a 15% discount if you pay your Property Taxes at the San Carlos Tax office by March 31, 2021. You will receive your official payment receipt (recibo oficial) right away once you've paid at the office.

The San Carlos Tax office is located in Plaza las Palmas (by the CEA water company), and is open Monday to Friday from 9:00am - 1:00pm only.

Payments are accepted by cash (Mexican pesos only), Mexican check, VISA or Mastercard credit card, or debit card. You need to have your tax number, so bring a receipt from a previous year.

Club Deportivo St. Patrick's Day Meal-To-Go, March 17


On Wednesday, March 17, Club Deportivo will celebrate St. Patrick's Day with our famous corned beef dinner, including cabbage, potatoes, carrots, garlic bread, super salad bar, and dessert.

This year's meal is TO GO.

Pick up your meal between 4:30pm and 6:30pm. You will receive 1 cold container with two salads and a dessert and 1 hot container with corn beef, cabbage, carrots and potatoes.

The cost is 300 pesos ($15 USD) per person.

Other News Around Town

COVID-19 updates for Guaymas, Sonora & Mexico


In Guaymas / San Carlos, as of yesterday, there were 3,144 cases (88 new cases last week), and 343 deaths (4 last week). There were 48 new cases in Sonora yesterday and 3 deaths. Of the 68,316 confirmed cases in Sonora, 5,886 died and 83 are hospitalized (same as last week. 53 serious and 1 on ventilators).

Guaymas / San Carlos is now in Green in the Federal Epidemiological Risk Traffic Light and in yellow on Sonora's Anticipa map.

Today, Mexico had 1,278 new cases and 175 deaths for a total of 2,169,007 confirmed cases (1,716,135 have recovered and 257,753 are active) and 195,119 deceased.

Vaccines: This week, the health department started vaccinations in Guaymas for people over 80. Adults over 60 can register online to get vaccinated against COVID-19. You need to enter your CURP,  a contact phone number and email. Between now and April, the goal is to immunize people over 60. Here is detailed information on Mexico's vaccination plan. 

The use of face masks is mandatory in public and “common use” spaces. For example, in restaurants, it is mandatory to wear a mask upon entry and when moving inside the establishment, only removing the mask to drink and eat.

Border travel restrictions continue through March 21, 2021. The travel restrictions have been in place since March 21, 2020 and apply to non-essential land traffic to and from the US and Mexico and the US and Canada. Mexico does not seem to be enforcing the restrictions, and US citizens have been able to drive across the border.

Note that flights between the US and Mexico are not affected by this restriction. As of January 26, 2021, international passengers flying to the US need to provide proof of a negative COVID-19 test (see the bottom of the newsletter for more details and info on where you can get tested).

Flights between Mexico and Canada have been suspended until at least April 30. Click here for info on the new requirements for travel to Canada.

Clean Up San Carlos, March 20


The next CUSC clean up will be Saturday, March 20, at 8:00am.

We will meet at the road that leads to the Mirador look-out. We will start closer to the entrance of the Mirador Courts Pickleball courts. Look for the red jeep with a Clean Up San Carlos! banner.

San Carlos Foundation: Projects Satisfying a Solution!


It's a busy time! The Foundation has been focused on fundraising and completing projects. Our mission pledges to improve the environmental and economic health, by coordinating projects within the community. We focus on hiring local workers. While improving community aesthetics, we strive to see efficacy in other ways, upon the completion of projects.

30 street and beach signs were recently refurbished. Beach residents are happily reporting that there are far fewer 4-wheelers entering the areas. This protects turtle preserves, beach walkers, and provides a quieter environment. Three more bus stops have been repaired. Several had been unusable and are now being heavily used.

Several donations were garnered from folks thankful to have a place to sit and wait, and they look inviting too! Palm trees bases are being painted from Tortuga's restaurant to the Fiesta Hotel. This will give a fresh look and at the same time protect the trees from disease and bugs. And finally, a clean and safer area for walkers and drivers at the Cyberco Corner! This project was the result of a private donation with great results!

Upcoming projects: Complete removal of 20 more old, rusted sign boards, and median improvement from Six Store to the Captains Club restaurant. Donations towards any of the projects are appreciated. There are 11 more bus stops and many Palm trees to complete. If you would like to participate, please go to our website and designate the project you would like to support. Birding Report
Hola Birding Enthusiasts,

I am very happy to report that I am finally in San Carlos and have been busy birding. It has been nine months since I was last here and the difference in many of our birding areas is striking.  

El Palmar, one of my favorite places, is now almost without birds. Apparently the San Carlos Plaza hotel has closed and so no new water is going to the treatment ponds at El Palmar. Both of the ponds are nearly dry. All I saw were two Spotted Sandpipers and a Red-tailed Hawk perched high up on the hill.

On the other hand, the Country Club and Marina Seca settlements ponds are full of water and birding was good at both places.

Estero Soldado remains much as before and is full of birds. Roseate Spoonbills are especially abundant this year.

My Bird of the Week comes from Estero Soldado: the Semipalmated Plover. This small shorebird only winters in San Carlos. It can be seen in many parts of the US as it makes its long migration to the arctic tundra where it breeds.  

These little waders are always in flocks and I usually find them among rocks rather than in the sand like our year round Wilson's Plover. Like other plovers, they freeze in place as a form of protection using their brown and white plumage to blend into their surroundings perfectly. The one in my photo is resting among rocks with one leg drawn up to help stay warm.  

The Semipalmated Plover can be differentiated from other Plovers such as the Wilson's and Snowy by its yellow legs and the yellow on its short and stubby bill. Unlike the Killdeer (also a Plover), the Semipalmated has only one "necklace" while the Killdeer has two.

Semipalmated means it is only partially palmated and palmated refers to the webbing between the toes of birds. So our Semipalmated Plovers have webbing between the toes but not completely.

Rescate Marketplace, every Saturday


Browse the goodies for sale at the Rescate-sponsored Marketplace every Saturday until March 27 in the parking lot next to the Rescate Thrift Store from 9:00am - 1:00pm.

Many vendors will also be selling their wares at the Marketplace, including food, fresh fruits and vegetables, corn dogs, sweets, tamales, bread, handcrafted items and more.

The Thrift Store will also be selling discounted clothing.

Vendors of all things are welcome. Vendors should call to reserve a free space at 622-126-2112.

We will be limiting the number of people that can come in at one time but we invite you to come in, see our vendors, buy what you need and want and head out. We will have a designated area for folks who wish to eat at the Rescate Marketplace. Face masks or face shields are required in order to enter. We will also be working to ensure social distancing for the health of our vendors and our customers.

El Cobijo:
Rotary continues toward securing funds for Phase Two of renovations at El Cobijo old folks’ home. Please consider bringing your Peso donation today to Rotarians Julia Acuña or Beverly Langille at Coldwell Banker Realty office (north side of Boulevard before Santovalle grocery). Phase Two will renovate the second dormitory, provide heat/AC, repair roof, windows and rebuild the bathrooms. By doing so we will provide shelter for an additional 12 homeless, elderly folks. 

Your contributions will be appreciated for many years to come. In addition to Rotary grants, it takes the contribution from the community to make all these urgent updates a reality.

Phase One renovations of residents' uninhabitable living quarters damaged by Jimena in 2009, kitchen, sewage system, and heating are underway. Three progress payments have been made, with daily advancement towards expected completion is in April. Pictures in the flyer to the left show the repairs to one dormitory, as well as the rebuilding of a bathroom.

All the work is overseen by a team of local San Carlos Rotarians, an accountant, as well as a second contractor inspecting the repairs.

Negative COVID-19 Test Required to fly into US or Canada


The Centers of Disease Control and Prevention (CDC) requires all international travelers 2 years of age or older, including US citizens and legal permanent residents, arriving in or connecting through the US by air from international countries, to have a negative viral test result (NAAT or antigen) taken within 3 days prior to their flight. The result must be presented to the airline before boarding in paper or electronic copy.

Travelers also have the option of providing documentation of having had recovered from COVID-19 by showing proof of a recent positive viral test and a letter from their healthcare provider or a public health official stating that they were cleared to travel.

Flights between Mexico and Canada have been suspended until at least April 30. Click here for info on the new requirements for travel to Canada. Travelers to Canada must submit COVID-related information electronically. Use ArriveCAN to comply with the mandatory requirements. See the Government of Canada's Flying to Canada Checklist including the need for a PCR test.

If you're entering Canada by land, there are new rules effective February 21, 2021. You will need to provide COVID-19 tests, multiple documents and a quarantine plan. See the Government of Canada's Driving to Canada Checklist.

Please satisfy yourself regarding the rules and what your airline and your destination require and accept as proof.

In San Carlos and Guaymas, where can you get tested?

  • Dr. Glenn Lippman, President of Rescate, told me that Rescate uses Laboratorio Ramos in Guaymas for Rescate employees (across from Burger King / Ley Mall in Guaymas). This lab can do PCR, rapid antigen and antibody tests. When I asked if they can do the PCR test in less than 72 hours, they replied that they can provide results in 24 - 48 hours. Antigen test results are given the same day and antibody results within a day. The costs are: PCR test, 3,500 pesos; Antigen test, 1,500 pesos and Antibody test, 1,800 pesos.
  • San Carlos Medical Clinic, Dr. Andrew Yakushevich. In San Carlos across the street from Ley Express supermarket. Antigen test, 1,450 pesos, results within 1 hour; Antibody test, 1,250 pesos, results within 1 hour. Official report provided. No appointment necessary. Hours: Monday - Thursday: 9am - 3pm. Friday: 9am - noon. 622-226-2223. 
  • Laboratorio Acuña in Plaza las Palmas, San Carlos. Antígen test, 1,500 pesos, results same day; Antibody test, 1,300 pesos, results same day. You don't need an appointment. 622-113-5225.
  • Diazlab Clinica (across from the Ley Mall in Guaymas) says that they can also provide PCR tests in less than 72 hours (2500 pesos). For appointment, call 622-132-3247. They come to your car (enter the strip mall parking lot just past AutoZone).
