Five years of the Paris Agreement: what outcomes for the Global Goal on Adaptation? 

Five years ago, the Paris Agreement established the Global Goal on Adaptation, which aimed to raise ambition on adaptation by framing it as a “global challenge” with “international dimensions”. Could current calls for a reinvigoration of multilateralism, championed by the UN Secretary-General and others, also signal the start of a new era for adaptation – one marked by the global cooperation and spirit of solidarity that the goal aimed to inspire? We welcome the strong focus in the European Union’s new Adaptation Strategy on transboundary climate risk.
 
“The impacts of climate change have knock-on effects across borders and continents… The EU already is, and will increasingly be, affected by climate impacts outside Europe through cascading and spillover effects on trade and migration. This makes international climate resilience not only a matter of solidarity, but also of open strategic autonomy and self-interest for the EU and its Member States… Solidarity across and within Member States is essential to achieving resilience in a just and fair way.”
