Goyder Master Plan 2021-2036


Council is now seeking community submissions for the 2021 – 2036 Goyder Master Plan.
 
We invite you to review the current plan, our Pillars & Objectives either via our website www.goyder.sa.gov.au/council/reports or at the Eudunda and Burra Council Offices.
 
Community are asked to provide the following information when making their submission: 

  • Name of idea/project/plan/concept
  • Features and how it benefits the Goyder community
  • Person/group making submission
  • Stakeholders involved
  • What Pillars & Objectives it meets

Project submissions received before 1 April 2021 will be considered by our Elected Body for inclusion in the 2021 – 2036 Plan.
 
Submissions can be received in person at either the Eudunda or Burra Offices, via email council@goyder.sa.gov.au online at www.goyder.sa.gov.au/online-services/GMP or sent to 1 Market Square Burra SA 5417. 

Council Rates
 

Don't forget that Council Rates are due by Friday 12th March. If payments are not received by this date rates will be overdue and will attract a late fine.

If you are having difficulty paying your rates, please contact our office for a confidential discussion prior to the 12th of March. 

Representation Review 
 

Pursuant to the provisions of section 12(7) of the Local Government Act 1999, the Council has undertaken a review to determine whether alterations are required in respect to elector representation, including ward boundaries and the composition of Council.
 
As an outcome of this review Council proposes to make no change except to alter the boundary between the Robertstown and Eudunda Wards to increase the number of electors in the Robertstown Ward to satisfy the Robertstown Ward tolerance quote requirement.
 
Council has prepared a DRAFT Representation Review Report detailing the review process, public consultation undertaken and the proposal Council considers should be carried into effect, which will be subject to public consultation commencing on 24 February 2021 and concluding at 4:00pm 24 March 2021.
 
The Report is available in hard copy from the Council Offices located at 1 Market Square Burra, and 25 Bruce Street Eudunda during office hours, or via Council’s website www.goyder.sa.gov.au/council/reports or a digital copy council@goyder.sa.gov.au.
 
A public hearing will be held in Eudunda Town Hall on Wednesday 7 April 2021 at 7:00pm to hear and consider the submissions received. 
 
Written submissions are invited from interested persons from Wednesday 24 February 2021 and should be addressed to the Chief Executive Officer, Regional Council of Goyder 1 Market Square, Burra SA 5417 or by email to council@goyder.sa.gov.au to be received no later than 4:00pm on Wednesday 24 March 2021.
 
Please indicate in your written submission if you wish to be heard in support of your submission at the public hearing.
 
Rates Notice by Email 
Did you know you can now have your rates notice sent to you by email instead of a printed notice via post?
Receiving your rates notice electronically will make it easier and more convenient for you to manage your accounts, save paper and reduce waste. Notices are sent directly to your nominated email address and are accessible on any electronic device: phone, tablet, laptop or desktop, as long as you have internet access.

To start receiving your rates notices via email:
  • Register your details on the EzyBill website 
  • Complete the registration form, and you will receive an activation email
  • Open the email and select to activate your account
  • Register your properties to receive any future rate notices via email
*Please note you will need a copy of your current rates notice handy for the assessment number and valuation number.

You will receive your quarterly notices via EzyBill. Overdue Notices and other Council correspondence will only be issued to your postal address, so please ensure you keep your details updated with Council.
Change of Meeting Location
March Council Meeting

Notice is hereby given that the March Ordinary Meeting of Council will be held at the Farrell Flat Institute Hall on Tuesday 16 March 2021 at 1:00pm.
 
Elected Members will be hosting a Community Lunch for members of the public at 12:00pm.
 
Due to current COVID19 restrictions bookings are limited and your request to attend the lunch must be received by Council no later than Friday 12 March 2021 4:00pm via 8892 0100 or  council@goyder.sa.gov.au.
 
                                                    
 
South Australian Local Government Grants Commission visit to Goyder

 
Financial Assistance Grants are provided under the Commonwealth Local Government (Financial Assistance) Act, 1995.
 
Under Section 11 of this Act the Commission is required to hold public hearings in connection with its recommendations. The purpose of these hearings is to provide clarification of the Commission’s operations and the opportunity for members of the public to raise issues with the Commission.
 
The Commission will be visiting the Regional Council of Goyder Ordinary Council Meeting at Farrell Flat at 1:00 – 2:30 pm on Tuesday 16th March 2021, to hold discussions with elected members and staff, and with any members of the public in attendance at the hearing.
 
Persons wishing to attend this public hearing are asked to register their interest by 5:00 pm, Tuesday 9th March 2021 and provide either a written submission or an indication of the issues they wish to raise.

COVID-19 Pandemic
Due to the changing landscape on restrictions please refer to current information and daily updates: www.covid-19.sa.gov.au  

If someone in South Australia tests positive to COVID-19, the COVID SAfe Check-In enables SA Health to quickly contact others who may have been exposed to the virus and stop the spread of COVID-19.

Face Masks

Face masks are an additional physical barrier and help to stop the spread of COVID-19. At this time in South Australia it is not mandatory for the general community, but it is recommended to wear a mask when out in public if you are unable to physically distance. 
Face masks (covering mouth and nose) are mandatory at all times while on an airplane or at any airport during your journey.
People present at an airport in South Australia must also wear a face mask.

Face masks are available to the community and can be collected from the Council Offices in Burra and Eudunda.
 

QR Codes
On 17 February, the rules around the use of COVID Safe Check-In QR Codes and contact tracing records have changed slightly in response to community feedback.
While following these rules is only obligatory for people who have a Mandatory COVID-Safe Plan, it is strongly recommend that holders of a Voluntary COVID-Safe Plan follow them as best as possible.

  • Ensure that, to the extent possible in your circumstances, that all people check in on entry to your venue.

This gives the contact tracers the greatest accuracy of when potentially infectious people may have been present. To do this, people need to check in on entry or as soon as they reasonably can after entering, rather than on check-out or exit. For example, they should do so once they have taken their seat at a restaurant or café, or use QR codes located further in the business to avoid people congregating at the door.

  • Ensure that your contact tracing records are kept in a way that reduces the risk of them being copied, photographed, taken or used by any person other than an authorised officer.
The above refers to your back-up tracing records, that is, the ones you have available for people who cannot use your QR Codes.
This may mean positioning your sign-in sheets in plain view of staff, or having individual check-in slips available that can be placed in a secure tin or box.

This also means that any copies should be kept safe and secure, and away from the general public.
You should also ensure that you regularly remove sign-in logs and store them safely for 28 days.
  • You should ensure that no-one else copies, photographs, takes or uses these records (other than an authorised officer).
You as a business cannot use the records for promotional purposes or any other reason. If you do so, you may face a fine.

Note: you will NOT receive a new QR code. You can continue to use your current QR code.       

FAQs on new QR code and contact tracing register rules

  • Where do I display my QR Code?
The QR code poster should be printed off and displayed in prominent locations at all entrances of the business, where they can be easily accessed by visitors and monitored by staff. You are encouraged to display multiple versions of the poster. QR code posters should be displayed at both shoulder and waist height for accessibility.
The poster can also be presented digitally such as on a tablet, or projected onto a wall or screen.
 
  • How do I store and dispose of contact register records?
    Contact register records must be kept for 28 days and disposed of securely at the end of the 28 days.
Physical contact tracing records must be kept in a way that reduces the risk of them being copied, photographed, taken or used by another person (other than an authorised officer).
These records should be placed where they can be supervised by a staff member as well as regularly removed and replaced with a new contact tracing record sheet.
You could also provide customers with individual check-in sheets that customers can fill in and put into a secure box. Individual check-in sheet templates are available at www.sa.gov.au/checkin.
At the end of each day, records from that day should be stored in a safe location for 28 days after which they can be disposed of securely, including shredding or ripping into small pieces before disposing. Records may be stored electronically for security of information, however, must be disposed of securely after 28 days.
  • Are there penalties for businesses who don’t comply?
    Blatant breaches may result in a fine of up to $5060 for a business or $1060 for an individual.

Congratulations Merv Lehmann 

Congratulations to Merv Lehmann for winning the 2020 PIRSA Regional Showcase Awards. Merv has been running the Robertstown General Store for 71 years.    

                                                           
2021 South Australian Volunteer Awards 

2021 South Australian Volunteer Awards will open on Monday 1 March and close 5pm, Tuesday 6 April 2021.

The Awards, which recognise the invaluable work that volunteers, community organisations and businesses contribute to the South Australian community, will be presented at a special Volunteers Day event on Monday, 14 June 2021.

Nominations can be made in the following categories:
• The Joy Noble Medal - South Australia’s highest distinction for an individual volunteer, open to all individual volunteers across the State.
• The Premier’s Award for Corporate Social Responsibility - An award recognising the strong contribution the business sector makes to our communities through philanthropy, partnerships, and releasing employees for volunteer service.
• ‘The Andamooka’ Community Project Award - Awarded to a community, or group of volunteers, which has undertaken a community project resulting in significant community benefit.
• The Excellence in Volunteer Management Award - An award recognising the dedication and commitment of individuals who support and facilitate the engagement of volunteers. OFFICIAL -2- OFFICIAL Any member of the public can nominate eligible recipients for these awards, and self-nominations are accepted. Award guidelines and the online nomination form will be available from 1 March 2021 at https://dhs.sa.gov.au/services/volunteers.                                                                 
GRANTS NOW AVAILABLE
Ward Project Funds Now Open 

Sporting and Community organisations in all four Goyder Wards are invited to submit projects to Council for funding from their respective Ward Capital Projects Fund & Sport and Recreation Fund.

Copies of the grant application forms can be obtained by contacting Council's Community Development Manager Barb Button on 8892 0100, or from Council's website: https://www.goyder.sa.gov.au/community/funding/wardfunding.

All applications must comply with policy and be addressed to: The Chief Executive Officer, Regional Council of Goyder, 1 Market Square, Burra SA 5417 to be received no later than 5pm, Wednesday 31st March 2021. Late applications will not be accepted.                                                                         
Regional Event Fund 

Through the South Australian Tourism Commission, the State Government is committing an additional $1 million to South Australia’s regional events in 2021/22 to strengthen the regional events calendar by encouraging the development of new and innovative regional events, grow existing events, and drive increased visitation and economic stimulus to the regional economy.

Applications for Significant Event Funding will be accepted year-round, funding available from 1 July 2021. Applicants can seek funding grants from $5,000 to more than $50,000 (excluding GST). Applications for Significant Event Funding will be accepted year-round. Applications for all other categories of 2021/22 Regional Event Funding for round 1 will close at 5pm on Monday, 12 April 2021.

Water Balance in the Region Forum -

The theme for this year's Regional Forum is Water Balance in the Region.

Held in the Clare Valley on Friday, 26 March 2021, the forum will focus on:

  • Water for Wellbeing and Community Resilience
  • Water for the Environment
  • Water for the Economy

It will also consider water requirements in a changing climate, including potential socio-economic opportunities.

The Regional Forum is led by the Northern and Yorke Landscape Board with support from its Regional Alliance partners The Legatus Group and Regional Development Australia Yorke and Mid North.

The Easter Concert will feature The Adelaide Baroque Orchestra playing on original instruments and one of Australia’s leading young singers, the Counter Tenor Max Riebl.
Easter usually means many performances of Handels “Messiah” or one of the Bach passions. However these concerts offer a very special magnificent performance of a Haydn masterpiece and a Vivaldi rarity.
Haydn’s “The Seven Last Words of Christ” was commissioned in 1786 for the Good Friday service at the Oratorio de la Santa Cueva in Cadiz, Spain. As a work specifically designed for a specific time it is rarely heard. However such was its popularity at the time that Haydn prepared 3 versions, the original full orchestral version, a choral version and a chamber version for sting quartet. For this rare performance we are pleased to present members of the Adelaide Baroque Orchestra in the latter version.
To compliment and continue the story of the crucifixion the Haydn will be followed by Vivaldi’s sublime setting of the Stabat Mater with Counter Tenor, Max Riebl as soloist. The Stabat Mater is one of the most famous medieval religious poems depicting the anguish of Mary at the foot of the cross. Set by numerous composers over the centuries, the Vivaldi ranks as his only setting of the text and one of the most beautiful.
