In the last week, large employers received a notice from the Colorado Air Pollution Control Division (APCD). This letter was an initial outreach to prepare large employers in Colorado to engage in a developing regulatory process around an "ETRP Rule."
"ETRP," or Employer Trip Reduction Programs, are not new to the Smart Commute email distribution list. While Employer Trip Reduction Programs have always been available on a voluntary basis, due to increasing greenhouse gas emissions related to transportation, and the State of Colorado's Greenhouse Gas Pollution Reduction Roadmap, a rule is in formation to require large employers to meet a mandatory "Single Occupancy Vehicle (SOV)" rate at their worksite location.
Smart Commute, along with our sister TMOs, has been heavily engaged in the ETRP process since it started mid-2020. We will continue to represent and inform our stakeholders, and will be coordinating to provide local meetings in the very near future for local education and engagement.
If your organization is interested in learning more, the Colorado Department of Public Health and Environment's Climate Change Unit is hosting several listening sessions in the next weeks: two public sessions, and four employer-focused sessions. While Smart Commute will be attending these and reporting back to our stakeholders using this email list, these meetings are open to the public.
