Niagara Region Public Health Vaccination Update
At Tuesday's meeting, Fire Chief Jim Boutilier provided an update presentation to Council on Ontario’s COVID-19 Distribution Plan, and the roll out in Niagara Falls.
During Phase 1 of the Provincial Vaccine Framework, Niagara has seen more doses administered per capital than the Provincial average. As of March 23, 2021, over 54,000 vaccines have been administered in the Region. Over 60% of the 80 and above population of Niagara have been vaccinated. Almost all others in that age group are registered for vaccination.
Anyone 75 years of age or older can register for vaccination through the provincial booking system. City of Niagara Falls staff in the Clerks Department will assist in booking vaccine appointments for those who need assistance by calling 905-356-7521 between the hours of 8:30am and 4:00pm.

Transit Station Secondary Plan Area Zoning By-law Amendment Application
Council adopted a zoning amendment to implement the policies of the Transit Station Area Secondary Plan (OPA No.125) approved in 2018. The policies of the secondary plan support transit supportive development and the creation of walkable neighbourhoods with a mix of uses, a range of housing choices and new employment opportunities.
Adoption of the amendment will help accommodate the long term redevelopment of the Downtown area in anticipation of increased GO Rail service and ridership. An amendment during the meeting was made to accommodate a property owner whose property was to be classified as CB4, and will be reflected in Schedule 2 of the amending zoning by-law. City of Niagara Falls announces Jo Zambito as Fire Chief
Council approved the appointment of Deputy Fire Chief, Jo Zambito, as the Niagara Falls Fire Department’s new Fire Chief. Zambito will step into the role of outgoing Fire Chief Jim Boutilier, who recently announced his retirement, following 31 years of service with the City.

Statement of Remuneration and Expenses for Members of Council and Commissions
Annual reporting of the remuneration received by Council is a requirement of the Municipal Act, 2001. The remuneration outlined in this report is consistent with prior years and has been prepared according to legislation. The number of meetings held by Council and Council Member attendance is also included.

Gale Centre Streaming Service
Live streaming in recreation facilities has become a popular service for busy families with children in sports. During the last year of the pandemic, spectators have been limited or not permitted at times. The Recreation & Culture Department, received approval from Council to negotiate an agreement with GameOnStream Inc (GOS) to provide streaming services at the Gale Centre.
There is no cost to the City of Niagara Falls to offer this streaming service. Users have the option to subscribe on a daily, monthly or yearly basis. The cost for this service is considered reasonable based on other streaming services reviewed.

Thanks to Chippawa Public Boat Docks Committee
City Council expressed their thanks to the Chippawa Public Boat Docks Committee for their years of partnership. The Committee recently dissolved and has transferred their assets including the docks at McKenzie Landing, Front Street and the docks and boat ramps at Naisbitt Parkette, Lyons Creek Road. Their accomplishments have been achieved through fundraising and corporate donations, and have resulted in a $17,206.74 surplus which they are donating to the City for dock area improvements.

Children's Memorial Walkway
The Children’s Memorial Walkway is an initiative to recognize children who have passed within the City of Niagara Falls. City staff have developed a conceptual sketch featuring a butterfly design. Staff received pre-approval of $160,000 from the 2022 capital budget to construct the Children’s Memorial Walkway in 2021, and will begin to develop the memorial donation program that will accompany this new initiative.

Council approved recommendations to support the City’s involvement with efforts to implement NG9-1-1, along with other regional dispatch service providers, and to further discuss the goal of moving to a consolidated dispatch model. View the full report.

Drinking Water System Summary Report and Overview
In accordance with the Safe Drinking Water Act, each Municipal Council having jurisdiction over its’ water distribution system is required to receive and publish an Annual Summary Report prior to March 31 in each calendar year. Meals for Wheels, Senior's Month
The Ontario Community Support Association (OSCA) has declared the month of March as the "March for Meals Month." Niagara Falls Council approved the flag to be raised and flown for the first week of June 2021 as June is Senior's Month in Ontario.

On behalf of the Steve Ludzik Foundation, a request was made for the City to support the illumination of the Falls in red on Sunday, April 11th, 2021 to recognize "National Parkinson's Day". Council voted to name the day “Steve Ludzik Parkinson’s Awareness Day”.
