Winnetka's Connection to Village Businesses and Events
Bridge to Phase 5 of Illinois' Restore Illinois Plan
The State of Illinois released the following information about the gradual move to Phase 5, the final phase of the Restore Illinois Plan:

Following recommendations from public health experts, Illinois will move forward with a dial-like approach between the mitigations in Phase 4, which currently apply to the entire state, and the post-pandemic new normal of Phase 5. This Bridge to Phase 5 will allow for higher capacity limits and increased business operations. Like the prior evidenced-based approaches to deliberately lift mitigations that have kept residents safe and saved lives, this gradual path to Phase 5 will protect the progress made so far.

Once 70% of residents 65 and older have been vaccinated and barring any reversals in our COVID-19 hospitalizations and deaths for a 28-day monitoring period, the Bridge to Phase 5 will begin with increased capacity limits in both indoor and outdoor settings. Once 50% of residents ages 16 and older have been vaccinated and stable or declining COVID-19 metrics are recorded during a 28-day monitoring period, Phase 5 will be implemented, removing capacity limits altogether. IThe Illinois Restaurant Association is sponsoring a grant program for employees experiencing hardship during the COVID-19 pandemicllinois Restaurant Employee Relief Fund Now Open
The Illinois Restaurant Association's Educational Foundation (IRAEF) is sponsoring one-time $500 grants to support restaurant employees facing hardships due to the COVID-19 pandemic. This new grant program cover basic living expenses including rent, food and utilities. 

Share with your restaurant employees and assist them in filling out the grant application.

Illinois SBA offers online office hours for businesses to apply for the Paycheck Protection ProgramLast Week to Submit PPP Application
Submit your application for your first or second Paycheck Protection Program (PPP) forgivable loan now through March 31, 2021. Find a PPP lender through the SBA's Lender Match website

Additional federal resources are available to businesses including loans, tax credits and tax relief. For more information on the PPP loans or to find a local lender, visit the Village's website.
SBA Triples EIDL Maximum Loan Amount  
Beginning the week of April 6, 2021, the SBA is raising the loan limit for the EIDL loan. Applicants can now receive a maximum loan amount of $500,000. The lending limit increased from 6-months of economic injury with a maximum loan amount of $150,000 to up to 24-months of economic injury with a maximum loan amount of $500,000.

The Internal Revenue Service offers Employer Retention Tax Credits for eligible employersReceive Up To $14,000 in Tax Credits Per Employee 
The Employee Retention Tax Credit is a refundable tax credit equal to 70% of qualified wages that an eligible employer pays to employees.

Eligible employment dates are December 31, 2020 to June 30, 2021. The maximum tax credit amount available is $7,000 per employee per calendar quarter, for a total of $14,000 in 2021. 

Employers must be in operation between January 1 - June 30, 2021 and have experienced a full or partial suspension of business due to the COVID-19 pandemic and a decline of 50% of gross receipts from 2019 to 2020.

Streetscape Project at Lincoln and Elm is Underway 
The Downtown Streetscape project work has begun on the west side of Lincoln Avenue to install a new water main and widen sidewalks and curbs. The west side of Lincoln Avenue will be closed for parking from March 15 through late April. Parking will remain available on Lincoln Avenue, Elm Street, and in the parking lots of off Elm and Lincoln. Businesses will remain open and accessible during construction, and ample parking will be available.

Work to be done includes: replacing a water main on Lincoln Avenue, widening sidewalks, widening gathering areas, adding new planters, adding landscaping, repaving the street, and installing new benches, seating areas, and new pedestrian light poles. The project should conclude by early June.
