HALSWELL CONNECTIONS

At our March meeting our speakers were Ross and John from the Halswell Residents Association. HRA has been around for 26 years in which time they have had 2 chairmen and 3 secretaries. The group was formed originally around discussions regarding the swimming pool and land from the domain and has spent the last 26 years fighting for the community on issues like keeping 13 hectares of the Halswell Domain, the No 7 bus route past the hospital and protecting the historical farm buildings at Aidanfield.
Some of the issues currently facing Halswell as a community that HRA are working on include the ongoing growth, with 6750 sections left to be developed, traffic, bus routes and the CCC and ECAN long term plans.
HRA meet on the last Monday of each month at St Mary's Church - their next meeting is at 7pm on 28th March and all residents are welcome.
At each meeting local groups and representatives also share their activities and upcoming activities. You can read more about these groups as well as read the full notes from the meeting on our website and blog

Next Meeting or Halswell Connections:
Tuesday 13th April - 12.30 - 1.30pm
Halswell Community Hub, 381 Halswell Road
Speakers - Sam Holland (Community Recreation Advisor) and Emma Pavey (Community Development Advisor)

HALSWELL COMMUNITY MARKET

The weather and Covid haven't been kind over the last year but we will be back on May 23rd with a fabulous community day out at the market.  Save the date and if you're interested in being a stallholder please email Keri at communitymarket.halswell@gmail.com - We have the most amazing venue at St John of God, the only downfall is that we cannot operate the market in level 2 due to it being in the grounds of a working hospital.  The market will run quarterly for 2021 and looking to return to monthly for 2022.

The Halswell Newsletter is put out by the Halswell Community  Project with some funding assistance from the CCC and a lot of local volunteer time.

Check out the Halswell Community Website for more local information.

Oaklands Te Kura o Ōwaka enters final stage of redevelopment
Refurbishing the school hall is the final stage of Oaklands Te Kura o Ōwaka’s redevelopment. This work is scheduled to be finished by the beginning of Term 2.
Here is a panoramic image of the new school campus taken from across the field by the Cobra Street walkway entrance. The orange fencing is where we are re-sowing grass.

LONG TERM PLAN CONSULTATIONS
Both Environment Canterbury (ECan) and Christchurch City Council have released their long-term plans for comment by ratepayers.
What is a long-term plan?
Long-term plans are legally required documents that set the budget and the work plan of each council for the next ten years.  Long term plans are revised every three years so expenditure over the next three years is probably the most critical part of the plan while the rest of the plan gives an indication of the direction the Council expects to be going.  Once a long term plan is in place, the council uses it as the basis for developing a more detailed annual plan each year.  Your rates bill is calculated from that.  In general, most 85-90% of the rates bill that you receive each year (or pay rent on, so your landlord pays them) comes from Christchurch City Council. Between 10 and 15% of the bill comes from Environment Canterbury.
This year both councils have a great ‘rates tool’ which you can use to visually get an idea of how our rates are used.  The picture below shows the overall budget of the CCC and how the money and projects are allocated between 5 main areas or expenditure

Find out more here about this tool, about long term plans and about having your say on the draft plan.

CAN YOU HELP OUT THE CHRISTCHURCH BLANKET BANK?
This year the Halswell Community Project have offered to help out the New Brighton Project’s Blanket Bank.  The Blanket Bank provides bedding and blankets to Christchurch people in need of warm bedding at no cost.
“With winter on its way, it’s time for us to stock up for our busiest time of the year. We rely on donations of warm bedding e.g. blankets (both woollen and acrylic), duvets, sheets, pillow cases and duvet covers” says Sarah Mackay, the volunteer who runs the Bank.
If you would like to donate, please drop any warm, clean and good quality bedding that you have to the Halswell Community Hub (381 Halswell Rd – parking off Sparks Rd).
If you are unable to donate a blanket but would like to help, then you could make a donation on their Give a Little Page.
