REGIONAL OFFICE FOR EUROPE

VALUING WATER & OCEAN, CLIMATE and WEATHER are this year's themes of the World Water and Meteorological Days.

Celebrated annually, on 22 and 23 March, this year it celebrates the focus of the World Meteorological Organisation in connecting the ocean, climate and weather within the Earth System.  

CONGRATULATIONS AND HAPPY CELEBRATIONS!

This is the second year, we'll celebrate under extraordinary circumstances. This pandemic highlighted, even more, the value of water and of the early warning systems and early action to prevent and reduce disasters. 

Climate change impact is worsened during a pandemic; we need to build back better ensuring a climate-resilient recovery of the economies. This is a challenging period; however, challenges might be turned into opportunities. Stay healthy and help us integrate climate-resilient components into the national recovery plans. 
REGIONAL FOCUS

Regional Office for Europe is leading several important initiatives to address the following and other regional priorities, as identified by the RA VI High-Level Task Team on Regional Concept: 

(i)   Global Multi-Hazard Alert System, including Multi-Hazard Early Warning Systems
(ii)  Climate Services and Regional Climate Statement
(iii) Collaboration between Western and Eastern Members
(iv) Public-Private Engagement
(v)  Data Exchange and Data Policy
(vi) Integration of hydrology and hydrological services

Through regional and inter-regional flagship products and services and partner institutions, we can prove the socio-economic benefit of the hydrometeorological services and enhance the WMO visibility.

REGIONAL CONCEPT & PARTNERSHIPS

One of the phases of the WMO reform is the comprehensive review of the regional concept and approaches. As part of it, the WMO Executive Council Task Force on Regional Concept launched across the WMO community a survey on the Role and Functioning of Regional Associations. The key topics of the survey are connected to the impacts, benefits, and opportunities enhancing and reforming the working mechanism of RAs. 

The High-Level Task Team on Regional Concept, established by the Regional Association VI,  guides the reform of approaches to Regional Association business processes and working mechanisms. Bearing in mind the characteristics of the region, including diversity and capacity among the Member States, the team will propose recommendations on the way forward, including on the new regional working sub-structure, harmonized to the degree possible with the WMO Technical Commissions and the Research Board working bodies, taking into account the different priorities among the Members, including the need to better connect sub-regional groupings in RA VI.

The High-Level Task Team on Inter and Intra-Regional Cooperation, Collaboration and Development Partnerships, established by the Regional Association VI,  will survey the Members' needs to develop partnerships. As part of this, present lines of cooperation and collaboration in the RA VI, including WMO Regional Centres, and among RA VI Member States and Members outside RA VI and other Regional Associations, covering weather, climate, hydrological and marine services will be analysed and mapped. The Team will propose the way forward to improve cooperation and collaboration between the different constituencies, as well as new WMO initiatives in RA VI aimed at strengthening the capacity of developing Members.

SOUTH-EAST EUROPEAN MULTI-HAZARD EARLY WARNING ADVISORY SYSTEM PROJECT

OSCAR/Surface training course was organized on 15-16 and 18 March 2021, within the South-East European Multi-Hazard Early Warning Advisory System (SEE-MHEWS-A) project.

Thirteen RA VI Member States (National Focal Points) from the project region were trained on registering stations in OSCAR/Surface utilizing the WMO online training platform.

This training course contributes to the implementation of the Policy on the Exchange of Hydrological and Meteorological Data, Information, Forecasts, and Advisories under the SEE-MHEWS-A.
REGIONAL FORUM ON SUSTAINABLE DEVELOPMENT

The Regional Forum on Sustainable Development was established by the Economic Commission for Europe at its sixty-seventh session in April 2017, to create “a regional mechanism to follow- up and review the implementation of the 2030 Agenda for Sustainable Development”.

From 10 to 18 March 2021, the UNECE region convened virtually in a multi-stakeholder forum to share experience and discuss concrete solutions on how to achieve the Sustainable Development Goals (SDGs). This year's focus was on “Sustainable and resilient recovery from the COVID-19 pandemic and action and delivery on the 2030 Agenda for Sustainable Development in the UNECE Region“, with particular attention to the SDGs 1, 2, 3, 8, 10, 12, 13 and the 2020 targets.

The hybrid plenary sessions took place on 17-18 March 2021 and were preceded by virtual peer learning roundtables (10-16 March 2021) clustered around the themes: People (SDG 1, 2, 3), Prosperity (SDG 8, 10) and Planet (SDG 12, 13).

A detailed report of the Forum with key messages from each session will be delivered at the High-level Political Forum in July 2021. This is the UN’s central platform for follow-up and review of the 2030 Agenda for Sustainable Development.

The Platform's tools for cross-analysis and visualization of information is providing better insight into the work and needs of the community and greater participation for good governance. On this Community-driven digital Platform, WMO Members and Partners "own" and manage their content. The WMO Community Platform is yours, you must fill it with life. 

The Platform is a set of web-based tools designed to bring greater efficiency to the way WMO works with its Members. Anyone can access the Platform; however, WMO Permanent Representatives, and "Agency Approvers", can manage national or organizational content and benchmark national capabilities according to WMO standards.
