1.    Describe your business
Linco Picture Framing Inc. was established in 1976 in Northern California and moved to San Dimas in 1986. As a full-service picture framing shop, we do both retail and commercial work. We purchased our building at 326 W. Arrow Highway in 2007 and have become the premier picture framer for the communities of San Dimas, Glendora, and La Verne….however, we ship nationwide.
As a result of COVID-19, we have pivoted our business to include the fabrication of acrylic shields and barriers for restaurants, retail businesses, offices, hospitals, banks, etc. Some recent local customers include Roady’s, Gilead, Re/Max, Ambro’s, Daily Donuts, Christian Credit Union, Bonelli Bluffs, City of West Covina, just to name a few!
This effort classified Linco as an essential business and allowed us to remain open for business and keep our staff employed throughout the pandemic.
2.    What makes your business unique
At Linco, all custom framing is done on-site. We have a knowledgeable staff of six and have all the latest picture framing tools and equipment. Our huge inventory reduces the time it takes to complete any project, and our prices are lower than our competitors.
3.    What do customers/clients say about your business
Linco Picture Framing has 78 5-star reviews on Yelp and 26 on Google. We are so proud of those comments and our ongoing goal is to exceed our customer’s expectations. Nothing pleases us more than knowing that we’ve turned someone’s dream project into a reality.
4.    Why did you join the San Dimas Chamber
We joined the San Dimas Chamber to meet and network with other San Dimas businesses and owners. Linco’s President, Steve Lindemann, was San Dimas Chamber of Commerce’s Chairman of the Board in 2003-2004 and continues to support their efforts for the San Dimas business community.

San Dimas Homeless Prevention & Diversion Grant Program

The City of San Dimas in partnership with the San Gabriel Valley Council of Governments, County of Los Angeles and the State of California for the purposes of administering Measure H funds to combat homelessness was awarded funds to help implement elements of our Homeless Plan.  Our Homelessness Plan includes action items that focus on homeless prevention for our residents.  These funds will offer opportunities to preserve housing affordability and shelter for those that have been impacted by the COVID-19 pandemic.  The funds will also assist our residents with their utility payments and grocery cards to meet their basic needs.  This emergency financial assistance is designed to provide services to individuals and families at risk of homelessness.

Applicants will be required to provide documentation of their hardship and meet the criteria listed in the application.  Applicants must agree to participate in the program by signing a participation and consent form, take part in a problem-solving interview, provide income verification, provide consent to participate in a follow-up interview with City staff or designee.  This program is time limited and can be used for Rental Assistance, Utility payments and Groceries.

If funding is fully expended, eligible applicants will be placed on a waitlist and notified if additional funding becomes available.

Participants must live within the City of San Dimas and have a maximum household income at or below 80% of the area median income (AMI) for Los Angeles County.

At 12:01 a.m., changes to the Health Officer Order took effect, reflecting our move into the Orange Tier. As a result, many business and sector protocols were updated over the weekend, including bars, breweries, wineries, and distilleries, family entertainment centers, gyms, movie theatres, restaurants, retail establishments, grocery stores, and outdoor live events.

It is critically important that businesses follow the safety measures laid out in these protocols. As we have seen in the past, re-openings and increasing capacity limits often lead to an increase in cases. We ask that businesses take every precaution necessary to protect your employees and customers. Our inspectors are out and are happy to provide any clarity or technical assistance should you need it.

Travel Advisory Updates

Changes to Travel Advisory

Effective today, Los Angeles County is updating our travel advisory.

The Centers for Disease Control and LA County continue to urge that everyone avoid non-essential travel during this time when there are significant hot spots across the country and the world and significant risk from more infectious variants.

Travelers who are fully vaccinated, meaning 2 weeks have passed after their second dose for Pfizer or Moderna, or after their single dose of Johnson and Johnson, are, however, at lower risk and can now travel and will not be required to test or quarantine upon their arrival in Los Angeles County if they do not have any symptoms of illness.

Travelers who are not fully vaccinated must quarantine for 7 full days after travel if they receive a negative COVID-19 test result taken 3-5 days after their arrival. If a traveler does not get tested after they arrive in Los Angeles County, they must quarantine for a full 10 days.

All travelers, regardless of their vaccination status, must self-monitor for symptoms for 14 days after their arrival, and should get tested and isolate if they develop symptoms.

LA County Mortgage Relief Program to Offer $20,000 Grants to Property Owners Affected by COVID-19 Pandemic

LOS ANGELES – The Los Angeles County Department of Consumer and Business Affairs (DCBA) is pleased to announce the new LA County Mortgage Relief Program, a partnership with Neighborhood Housing Services of LA County (NHS) and local HUD-approved housing counseling agencies. The $5.5 million initiative developed by the Los Angeles County Board of Supervisors will support property owners who have been adversely affected by the COVID-19 pandemic.

“Like many others, property owners have been struggling through no fault of their own,” said Los Angeles County Supervisor Janice Hahn. “We designed the Mortgage Relief Program to deliver urgently needed economic relief and counseling services to more property owners across Los Angeles County.”

“We understand that property owners have faced unique challenges during this ongoing pandemic,” said DCBA Director Rafael Carbajal. “We are excited about the expansion of our already robust foreclosure prevention program and to work alongside trusted community partners to help provide assistance to property owners in need.”

The Mortgage Relief Program will include a relief fund which provides grants of up to $20,000 for qualified property owners, plus expanded foreclosure prevention counseling services. The program is structured to benefit single-family homeowners and property owners with four or fewer units living in communities highly impacted by COVID-19. This includes low- and moderate-income communities and those who have suffered a higher percentage of significant health impacts during the ongoing COVID-19 pandemic. Properties must be owner occupied.

NHS will administer the relief fund and deploy funds to qualified applicants from a diverse set of cities and unincorporated areas throughout Los Angeles County, excluding the City of Los Angeles. DCBA and NHS-LA have determined qualification requirements for applicants. Relief funds will be paid directly to lenders and servicers.

“NHS and our partner agencies are happy to be able to facilitate a fund that is focused on homeowners. We hope property owners will take advantage of the free foreclosure prevention counseling services as well. We’re here to help,” said Lori Gay, President & CEO of NHS.

Free foreclosure prevention counseling will be provided by nonprofit HUD-approved counseling agencies to property owners in multiple languages.

Starting Monday, April 12, property owners can apply for the Mortgage Relief Program by calling (888) 895-2647 or visiting nhslacounty.org/mortgagereliefprogram.

Keep Our Shops on the Block: Personal Care and Retail Recovery Grant

Application period: April 5th – April 11th

LAEDC wants to make you aware of the next round of grants from the Los Angeles County Regional Covid19 Relief Fund/ Keep Our Shops on the Block for Personal Care and Retail Sector Businesses.

These grants are $10,000 for small businesses within the eligible sectors.

There is no cost to apply and these grants do NOT have to be paid back.  Grants are not first-come, first-served, but will be awarded randomly.  The application period starts at 12 am on Monday, April 5th until 11:59 pm on Sunday, April 11th.  There will be an additional application round from Monday, April 26th through Sunday, May 2nd.

We will be holding four 30-minute webinars next week on Tuesday, April 6th, and Thursday, April 8th to explain the program and how to apply.   You only need to attend one of these webinars at the date and time that is convenient for you.  LAEDC hopes you can join to learn about this very important grant program.

The Shuttered Venue Operators Grant (SVOG) program was established by the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, and amended by the American Rescue Plan Act. The program includes over $16 billion in grants to shuttered venues, to be administered by SBA’s Office of Disaster Assistance. Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.

California Restaurant Foundation (CRF)
Resilience for Restaurants 

The California Restaurant Foundation (CRF) [calrestfoundation.org], a non-profit that invests in and empowers California's restaurants and its workforce, announces a donation of more than $1.25 million from SoCalGas and other energy companies to launch the Resilience Fund [restaurantscare.org]. The fund will provide grants of up to $3,500 to single-unit restaurants, with priority given to woman- and person of color-owned restaurants.

To qualify, the restaurant must be currently open, have a staff of 50 or less, experienced a revenue loss of at least 20 percent from 2019-2020, and be based in one of the following counties: Los Angeles, Alameda, Fresno, Kern, Sacramento, San Diego, San Francisco, or San Joaquin.

Revisions to PPP Lending Program

The Small Business Administration (SBA) announced an Interim Final Rule, effective March 3rd, related to loans made under the Paycheck Protection Program. Under the Interim Final Rule, the following revisions have been made:
  • Individuals who file an IRS Form 1040, Schedule C, are now allowed to calculate their maximum loan amount using gross income.
  • The eligibility restriction that prevents businesses with owners who have non-financial fraud felony convictions in the last year from obtaining PPP loans has been removed. 
  • The eligibility restriction that prevents businesses with owners who are delinquent or in default on their Federal student loans from obtaining PPP loans has also been removed. 
Borrowers can apply for the Paycheck Protection Program by downloading the First Draw PPP loan application or Second Draw PPP loan application and working with a participating PPP lender through the SBA Lender Match tool.

The 2021 SGV Economic Forecast Report was written by Kleinhenz Economics thanks to a partnership between the San Gabriel Valley Economic Partnership and Cal Poly Pomona's College of Business Administration.

This Wednesday, business leaders from across Los Angeles County gathered for an up-to-the-minute discussion of where the economy is headed. Our speakers discussed timely topics including local and international vaccination, automation, cryptocurrency, housing, and more.

Geoffrey Okamoto, First Deputy Managing Director at the International Monetary Fund (the 2nd highest position at the IMF) led an informal discussion about how the international stage affects business in the San Gabriel Valley. The national, state, and local forecast was given by Dr. Robert Kleinhenz, Executive Fellow at the College of Business Administration, Cal Poly Pomona and the Principal Economist with the firm Kleinhenz Economics. Our host was Dr. Laura Pohopien of Cal Poly Pomona.
