PRESIDENT BIDEN’S AMERICAN JOBS PLAN PRIORITIZES CARE ECONOMY
On Wednesday, President Biden outlined his American Jobs Plan, a proposed $2 trillion investment in the country’s infrastructure and workforce.  As the President did during his campaign, he committed in the American Jobs Plan to invest in the ‘care community’ - a $400 billion investment towards expanding access to quality, home or community-based care for aging relatives and people with disabilities.
 
This is the most significant and sweeping federal plan to invest in HCBS services in recent memory, and would follow recent action by Congress to direct states to invest in HCBS services by providing $12 billion in FMAP increases in the American Rescue Plan.
 
It is quite clear at this juncture that President Biden and Congress are committed to ensuring the federal government is a stronger partner in working with states to invest in HCBS services for persons with disabilities, including developmental disabilities.  As IARF is advocating for the adoption of SR 169 and full funding of the IDHS Ligas Rate Study in the FY22 budget, this federal commitment should embolden members of the General Assembly to commit to equitable and sustainable funding for disability services in Illinois! WCIA NEWS COVERS IMPORTANCE OF I/DD SERVICES AND LIGAS COMPLIANCE ISSUES
Earlier this week, WCIA-3 and statehouse reporter Mark Maxwell spoke to leadership at Vision of Hope in Springfield and shared the success story of young man now thriving as a result of services and supports he and his family received.  Additionally, the coverage pivoted to the overall state of funding for I/DD services in Illinois, the ongoing staffing challenges, and the lack of compliance with the Ligas Consent Decree. 
 
“We have thousands of young adults and adults with developmental disabilities that are not getting any services,” Evans said. “Meanwhile, Wisconsin just to the north of us just closed out its waiting list recently.”
 
The consent decree requires the state to move people off the wait list at a “reasonable pace.”
“We have a legal, ethical and moral obligation to provide for the service and support needs children and adults with developmental disabilities,” Evans said (Contact: Josh Evans)
 

COVID-19 VACCINATIONS AVAILABLE TO HOMEBOUND INDIVIDUALS IN CHICAGO
The City of Chicago is working to integrate mobile home health care vaccination services to reach home-bound individuals who are unable to go to the City’s COVID-19 vaccination sites to get the vaccine. The Chicago Fire Department is providing in-home COVID-19 vaccinations for Chicago residents who are unable to leave home due to age, disability, or medical impairment. Individuals living outside the City of Chicago are not eligible for this program. IARF WEEKLY MEETINGS WITH LEGISLATORS AND STAFF
IARF met with the following legislators and Staff this week to discuss COVID-19, the DHS-DDD Rate Study, Behavioral Health priorities, and the Illinois FY 22 budget:

IARF MEETS WITH IDPH ASSISTANT DIRECTOR TOKARS REGARDING COVID-19 VACCINES
This past week, IARF also had the opportunity to meet with IDPH Assistant Director Tokars to discuss COVID-19 Vaccinations in I/DD and SMI. Representatives from DHS were there as well to talk about the state’s efforts in vaccinations at SODCs, as well as some of the DHS partnerships with community-based organizations. IARF was also able to share some of the #ThisIsOurShot Campaign promotional materials we have used to educate persons on the vaccine. We are grateful IDPH reached out to IARF to hear our ideas and their plans regarding vaccine distribution. IDPH stated they will be a continued resource for the state’s I/DD community. IL GIVES LOCAL HEALTH DEPARTMENTS LEEWAY ON ADMINISTERING VACCINES TO ANYONE OVER 16
To stem a potential third wave, Illinois officials announced last week that local health departments may expand vaccine eligibility to any resident 16 and older where demand appears to have waned.
 
Illinois Department of Public Health Director Dr. Ngozi Ezike said communities may use their “immediate discretion” to expand eligibility ahead of the state’s planned vaccine expansion on April 12.  The plan comes as Illinois has seen 10 days of increases in the seven-day rolling average for hospital admissions. Test positivity rate has also increased, which officials said represents a potential early warning sign of a resurgence. (Contact: Dan Frey)

IARF & THE INSTITUTE MEMBER WEBINAR SERIES AND COMMUNITY OF PRACTICE STARTS NEXT WEEK
IARF and The Institute on Public Policy for Disabilities will host a member exclusive webinar series starting in April. The goal of our Building Meaningful Lives Webinar 2.0 series/Community of Practice component is to build the capacity of Illinois’s provider agencies to implement the person-centered planning methods presented in the 2020 webinar series and create a statewide Community of Practice (CoP) around inclusion and employment for people with disabilities. 
Registration is available to all IARF and Institute members. Agencies are encouraged to form teams and from April to August, Agency teams will participate in monthly webinars to discuss implementation strategies and tools, followed by a CoP zoom meeting two weeks later. Click here to read the full flyer to learn more. IARF MEETING OF THE MEMBERSHIP APRIL 7TH
Next Wednesday IARF will host our Meeting of the Membership at 9:30 am. Please join us as we welcome IARF Supporting Member MITC for a short presentation on their findings with the 2020 North American Provider Performance Statistics - how providers performed under COVID-19 and the EVV roll out.  In addition, the meeting will include staff updates from the EVV Workgroup, our upcoming NEON Building Meaningful Lives 2.0 Webinar Series & Community of Practice and the IARF Five Minute Focus. Meeting information has been sent to members and can also be found in the members only section of the website. REGISTRATION OPEN FOR THE 2021 VIRTUAL TEC CONFERENCE
Earlier this week, The TEC Lab announced the opening of registration for the 2021 Virtual TEC Conference. Nearly five years ago the first Technology Enhancing Capabilities (TEC) Conference was held with a goal to create a unique and practical learning experience in which attendees could come away with affordable solutions, gain access to cutting edge products, and develop a network of connections with other disability professionals.  This year’s event will be held online June 22 & 23, 2021. IL ABLE AND WHAT’S NEW FOR PROVIDERS WEBINAR APRIL 21ST
Illinois disability service providers are asking how they can open and manage IL ABLE accounts on behalf of the individuals they serve. With a third round of stimulus payments possibly coming to many SSI recipients, providers have many questions and need answers. LIGAS TOWNHALL WEBINAR
The Illinois Department of Human Services and the Division of Developmental Disabilities will be hosting a Ligas Townhall on Monday, April 12, 2021, at 10:00 a.m.  IDHS and DDD, in partnership with The Arc of Illinois, are hosting a Ligas Townhall meeting to allow individuals waiting for services and individuals receiving services as well as their families the opportunity to hear about the State’s work on the I/DD system and on the Ligas Consent Decree.  Registration for this townhall is required in advance.  Questions can be directed to Sarah.Myerscough-Mueller@illinois.gov.  (Contact: Beth Owens)
 

DIVISION OF DEVELOPMENTAL DISABILITIES BEHAVIORAL SUPPORTS TRAINING
The Division of Developmental Disabilities webinar on Behavioral Supports for community-based, waiver funded providers will occur next week, April 8, 2021  from 1pm – 3pm.   Presenters for this webinar will be Jen Gentile, Deputy Director, Clinical Services and Dennis Beedle, Medical Director.  The webinar must be registered for individually to receive CEU’s.  Link to register  (Contact: Beth Owens)
