Trainings on Managed Care & Value-Based Payment


Don't miss these trainings on Medicaid managed care for community health centers! Attorneys Kathy Ghiladi and Adam Falcone of Feldesman Tucker Leifer Fidell (FTLF) kicked off the first webinar on 4/2 by examining the terms in Oklahoma's managed care request for proposal (RFP) and 1115 waiver and discussing federal health center payment protection law.

The next two webinars on the series will cover negotiating favorable managed care contracts and participating in value-based payment systems. Registration is free for OKPCA members.
  • Friday, 4/16 - 11:00 AM-12:30 PM: The second webinar will identify sources of leverage that can be applied to negotiating favorable managed care contracts.
  • Friday, 4/30 - 11:00 AM-12:30 PM: The third webinar will explain how participation in provider networks can facilitate receipt of performance-based payments and overcome antitrust hurdles that otherwise apply to joint contracting activities.

Health Center Bill Approved by Senate Committee

On Monday, the Oklahoma Senate Health & Human Services Committee voted 9-0 to approve HB1071.  The bill language, written in collaboration with the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS), adds health centers to the list of provider types exempt from receiving  ODMHSAS certification to provide most outpatient substance abuse treatment services. Language supported by ODMHSAS would continue to require health centers to maintain a certification to provide more intensive services such as residential and inpatient care. The bill now moves to be heard by the Senate, where an identically worded bill (SB168) has already passed.


PPP Extension Signed by President

President Biden signed the Paycheck Protection Program Extension Act of 2021 into law on Tuesday, extending applications for the Paycheck Protection Program (PPP) through May 31, 2021. The SBA will now have an extra 30 days after the deadline to process applications. Health centers are currently eligible for First Draw PPP Loans if they have 500 or more employees, but fewer than 500 employees per location. Existing PPP borrowers that did not receive loan forgiveness by December 27, 2020, can reapply for a loan if they previously returned some or all of their loan funds or request to modify their First Draw PPP loan amount if they previously did not accept the full amount for which they were eligible. Second Draw PPP Loans are only available to entities that received a First Draw PPP loan and will have used the full amount for authorized uses, have no more than 300 employees per location, and can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020.

Fiscal Year 2022 Project/Designation Period Extensions: As you heard during last week’s Today with Macrae, HRSA will extend the project/designation periods of health centers in a 2- or 3-year project/designation period that ends in fiscal year (FY) 2022. Health centers receiving this extension will complete an FY 2022 Budget Period Progress Report/Annual Certification instead of a Service Area Competition/Renewal of Designation (SAC/RD) application.
Your health center will soon receive an extension if:
  • Your project/designation period ends between October 1, 2021, and September 30, 2022, AND
  • You did not receive an extension last year, AND
  • You are not currently in a 1-year project/designation period.

Azara 2021 User Conference - Free Three-Day Event: The Azara Healthcare 2021 Annual User Conference is a free, three-day virtual event taking place May 4-6, 2021. Sessions will cover topics for all levels of users, new to advanced, and aim to broaden and deepen the use of products and modules. Emergency Broadband Benefit Program: Health center patients can apply for the Federal Communications Commission (FCC) Emergency Broadband Benefit (EBB) program when it opens in late April. $3.2 billion in funding will be available by the end of April to provide qualifying households a discount of up to $50 per month towards broadband service for eligible households and up to $75 per month for households on Tribal lands. Eligible households can also receive a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers if they contribute $10-$50 toward the purchase price. Providers Encouraged to Apply for NHSC: The National Health Service Corps (NHSC) has received a $800 million increase in funding this year, and many applicants from facilities with scores considered too low to be competitive in the past will receive awards this year. SBIRT Grants Available: The Substance Abuse and Mental Health Services Administration (SAMHSA) has announced a funding opportunity available to community health centers. The purpose of the grant award is to implement behavioral health/substance use disorder screening, brief intervention, and referral to treatment (SBIRT) services in primary care and community health settings. HIV /AIDS Workshop: The South Central AIDS Education & Training Center (SCAETC) and Oklahoma Area Health Education Program (OK-AHEC) are co-hosting an HIV /AIDS Workshop on Epidemiology, Treatment Considerations,
PrEP, and Case Management. This series aims to increase knowledge and improve skills regarding HIV Care Continuum topics so they may be applied in the primary care setting. Continuing education credits are provided for medical, nursing, pharmacy, and social work. Join Friday, 4/9 from 8:00 AM to 12:00 PM. View the flyer for more information.

Marketplace Special Enrollment Period Materials: The Centers for Medicare and Medicaid Services (CMS) opened a Special Enrollment Period (SEP) for the Health Insurance Marketplace from February 15 through May 15. Technical guidance from CMS describes the SEP and provides answers to frequently asked questions. CMS has created a partner toolkit with outreach and education materials on the SEP to share with your members and others in your community. The toolkit includes the following social media posts, images, ads, videos, and flyers.
