Alameda County Moves to Orange Tier
Effective Wednesday, March 31, 2021

Today the State announced that Alameda County has met the metrics to move to the Orange Tier, and effective tomorrow, March 31, activities and businesses permitted in the Orange Tier per the State's Blueprint for a Safer Economy may resume operation. See Alameda County Press Release

Alameda County must remain in the Orange Tier for at least three weeks before moving into the next, less restrictive color tier even though metrics might warrant.

Businesses and activities permitted to open under the State’s Orange Tier must continue to comply with the State’s Industry Guidance. See the following for workplace and worker resources:

Businesses and activities permitted to open, with capacity restrictions and modifications:

  • Bars: Outdoors with modifications, no meals required to be served
  • Breweries, distilleries, and wineries: Indoors at 25 percent capacity or 100 people, whichever is fewer; no meals required to be served
  • Family Entertainment Centers: Indoors at 25 percent capacity for naturally distanced activities such as bowling alleys, escape rooms, and billiards
  • Gyms, fitness centers and studios (including at hotels): 25 percent maximum capacity and indoor pools are permitted; Indoor hot tubs, saunas, and steam rooms continue to be closed
  • Movie Theaters: 50 percent maximum capacity or 200 people, whichever is fewer
  • Museums, Zoos and Aquariums: 50 percent maximum capacity
  • Offices: Indoors with modifications and remote work (telework) is strongly encouraged
  • Places of Worship: 50 percent capacity 
  • Restaurants: 50 percent maximum capacity or 200 people, whichever is fewer
  • Retail: Open indoors with modifications and food courts permitted with indoor dining restrictions
Activities eligible to start on April 1 include:
  • Outdoor sports and live performances with fans/attendees: Capacity is limited to 33 percent with advance reservations only. 
  • Amusement parks: Overall park capacity and indoor capacity limited to 25 percent, including indoor dining. Attendance limited to in-state visitors.

State Expands Vaccine Eligibility April 1
The State announced Californians 50+ will be eligible for a COVID-19 vaccine starting April 1, and any Californian 16+ will be eligible starting April 15 based on vaccine supply. Full statement

Alameda County is currently vaccinating: 
  • Persons ages 65+
  • Essential workers in healthcare, food/agriculture, education/childcare, emergency services, and janitors
  • Persons ages 16-64 who are deemed to be at the very highest risk due to complex health conditions
  • Persons who work, reside, or recently resided in a high-risk congregate living setting such as a correctional facility, homeless shelter, or behavioral health facility
  • Persons currently experiencing homelessness (sheltered or unsheltered)
  • Public transportation personnel, including airport and commercial airline workers (excludes private planes)

Veterans, their spouses and caregivers are eligible for COVID-19 vaccine through the VA Palo Alto Health Care System. Call (650) 496-2535 Monday-Friday from 8:00 am - 6:00 pm to schedule an appointment. More information.

Free rides to vaccine sites - The Livermore Amador Valley Transit Authority (LAVTA) will provide free rides on existing Wheels, Rapid and Dial-a-Ride services to and from any COVID-19 vaccination site in Livermore, Pleasanton and Dublin, including hospitals, pharmacies, and other immunization locations. Relief Grant Program

Round 5 Closes on Wednesday, March 31

California's Office of the Small Business Advocate (CalOSBA), part of the Governor's Office of Business and Economic Development (GO-Biz), has six funding rounds for the California Small Business COVID-19 Relief Grant Program.

Round 5: Current waitlisted small businesses and non-profits not selected in Rounds 1, 2, or 3 and new applicants that meet eligibility criteria opened on Thursday, March 25 and close on Wednesday, March 31. Applicants not selected to receive a grant in Rounds 1, 2, & 3 do not need to reapply as they will be automatically moved into Round 5.

SBA Increases EIDL Lending Limit

The US Small Business Administration is increasing the maximum amount small businesses and non-profit organizations can borrow through its COVID-19 Economic Injury Disaster Loan (EIDL) program. Starting the week of April 6, 2021, the SBA is raising the loan limit for the COVID-19 EIDL program from 6-months of economic injury with a maximum loan amount of $150,000 to up to 24-months of economic injury with a maximum loan amount of $500,000.

SBA Shuttered Venue Operators Grant
Application Portal Opens April 8, 2021

The U.S. Small Business Administration is launching the Shuttered Venue Operators Grant (SVOG) application portal in anticipation of opening applications for the much-anticipated critical economic relief program on Thursday, April 8, 2021. See Announcement

Eligible entities include:

  • Live venue operators or promoters
  • Theatrical producers
  • Live performing arts organization operators
  • Relevant museum operators, zoos and aquariums who meet specific criteria
  • Motion picture theater operators
  • Talent representatives
  • Each business entity owned by an eligible entity that also meets the eligibility requirements

East Bay Community Energy
Starting in April, Pleasanton residential and business customers will be automatically enrolled and begin to receive East Bay Community Energy (EBCE) electricity. Default EBCE service plans:
  • Residential and Commercial Customers Brilliant 100: plan offers 100% carbon-free energy from solar, wind, and hydropower at the same price as PG&E rates.
  • CARE/FERA/Medical Baseline Customers Bright Choice: plan offers 60% eligible renewable energy at 1% below PG&E rates.
Customers retain the choice to opt-up or opt-down to a different EBCE service level or continue to purchase power directly from PG&E by opting out of EBCE.
