What we've been up to:

Last month, H4A developed its 2021 Workplan from a survey of the membership's interests and capacity; In 2021, H4A will be creating a DEI Policy & Toolkit, launching the housing campaign, supporting the 10-year Plan to End Homelessness, and building a shared data collection program.

H4A submitted a proposal for funding to stand up a Regional Housing Council to the Central Oregon Health Council Housing & Supports Workgroup. An update will be given at the April 19 H4A meeting. 

Today, you can read about the legislation that H4A has voted to endorse and the Meyers Memorial Trust Grant application that H4A is pursuing. As well as, you can find out more about HomeSource's & Legal Aid's Fair Housing training and Governor Brown's 10-Point Economic Recovery Plan.

Legislative Updates

On March 15, the H4A membership unanimously voted to endorse HB 2004, HB 2006, and HB 2551. The endorsement request for HB 2163 was deferred to a later date per the suggestion of the Policy Committee to connect with JBarJ for more information on regional relevance and need. 

Next, H4A staff will be drafting letters of support and monitoring for opportunities to testify on behalf of the bills.

Meyers Memorial Trust Grant Application

Housing For All has the opportunity to apply to Meyer Memorial Trust for a grant (up to two years) in their Housing Opportunity program area. This program area covers:

  • efforts to preserve and increase the number of affordable housing rental units;
  • to support the housing stability and success of priority populations;
  • and to foster stronger, more equitable and more effective affordable housing systems and strategies.
Intended outcomes within this last category include
  • increased coordination and alignment among a broad range of organizations and systems that impact residents’ lives and lead to better outcomes;
  • increased affordable and equitable housing opportunities and reduced housing disparities through changes in public policy, systems, and institutional practices;
  • and an equity focus that results in increased equity commitment among affordable housing organizations and improved understanding of how to advance diversity, equity, and inclusion through their work.

Unfortunately, efforts surrounding homelessness services are not eligible for this grant. However, the intended outcomes of this program area align very closely with the goals of the Housing Campaign that Housing For All had intended to kick-off in the Spring of 2020. This grant would allow us to fulfill our commitment to our members for the Housing Campaign and move us forward towards meaningful, measureable work. Additionally, this grant allows for the ability to provide pass-through funds to our partners to capitalize upon the increased momentum that the Housing Campaign would generate, and allow them to work in parallel to achieve the goals of both Housing For All and Meyer Memorial Trust.
 
This campaign would identify the nature of the problem, share personal stories that illustrate the impact of the housing crisis in our region, and bring H4A members and partner agencies together to build strategic solutions through a set of workshops. The workshop series is central to the H4A mission of responding to Central Oregon’s housing crisis through coordinating efforts, improving inter-agency mutual understanding and networks, and supporting the implementation of solutions that address the full complexity of the problem.

The goal of the workshops and regional housing campaign is to expand upon the work done in the Regional Housing Needs Assessment by 1) promoting creative, cross-sector collaboration across the region that addresses the gaps in the housing continuum identified in the RHNA; and 2) creating digestible media and an overarching communications strategy to improve decision-maker and general public awareness of the housing crisis in Central Oregon, and the steps that can be taken to meaningfully and equitably expand housing access.

HOUSING in the 10-Point Economic Recovery Plan

Governor Kate Brown announced her 10 Point Recovery Plan that aims to strategically leverage Oregon's $6.4 billon federal dollars from the American Rescue Plan. 'Reinvesting in Innovative Housing' was listed as the 2nd action on the 10 Point plan. This action includes:

  • Turn commercial property into residential opportunity
  • Develop focused strategy for affordable housing for skilled + trade workers
  • Stabilize renters and homeowners
