PROFESSOR THOMAS PATTERSON PRESENTED THE AIWS CITY AT THE UNITED NATIONS CENTENNIAL ROUNDTABLE

On March 17, 2021, Professor Thomas Patterson, co-founder of the Boston Global Forum and of the AIWS City, spoke about “Combined AIWS City and NovaWorld Phan Thiet to build A Distinguished City to Honor the United Nations’ First Century” Binh Thuan Governor Le Tuan Phong, Governor Michael Dukakis, Chief of United Nations in Vietnam Kamal Malhotra, Chairman of Nova Group Bui Thanh Nhon, Chief of Vietnam National Administration of Tourism, Professor Alex Sandy Pentland, and Professor John Quelch were speakers at the United Nations Centennial Roundtable. Mr. Ramu Damodaran, Chief of United Nations Academic Impact, Editor in Chief of the UN Chronicle Magazine is Chair of the Roundtable. Here are some key note of Professor Patterson’s presentation:

DUTCH UBER CASE HIGHLIGHTS CONCERNS ABOUT SECRETIVE AI DECISION-MAKING

In a recent ruling delivered by a court in Amsterdam, Uber has been ordered to reveal data used as the basis for evaluating employees. The case established landmark rights for employees in the “gig economy” and also points toward critical questions that are likely to arise more frequently as companies move to AI-based techniques.

The drivers for Uber objected to the automated and opaque techniques (Uber’s Real Time ID and Ola’s Guardian system) that determined how much they earned. In December they sought access to the data that determine their payments. Uber was ordered to provide anonymized customer information, but withheld other information sought by Worker Info Exchange, the group representing the workers.
 
In a separate ruling, Ola Cabs was ordered to reveal driver performance related profiling, including the controversial “fraud probability” profile and “earnings profile” it maintains on every driver. The court did not find, as some drivers alleged, that accounts were terminated based solely on the basis of algorithms.

In the report Artificial Intelligence and Democratic Values, CAIDP identified “algorithmic transparency” as one of the key metrics for trustworthy and human centric AI. As the report explained, “One of the most significant AI policy issues today is Algorithmic Transparency. We take the position that individuals should have the right to access the logic, the factors, and the data that contributed to a decision concerning them.” 

Countries that established algorithmic transparency ranked more highly in the CAIDP Index. The CAIDP report noted that algorithmic transparency is currently established in the GDPR (Article 22) and the modernized Council of Europe Privacy Convention (Article 9).

THIS WEEK IN THE HISTORY OF AI AT AIWS.NET - FRANK ROSENBLATT DEVELOPED THE PERCEPTRON IN 1957

This week in The History of AI at AIWS.net - Frank Rosenblatt developed the Perceptron in 1957. It is a form of neural network that allowed pattern-recognition.

Frank Rosenblatt was an American psychologist. Born in 1928, Rosenblatt would go on to study at Cornell University for both his undergraduate studies and doctorate. He worked at Calspan, then the Cornell Aeronautical Laboratory, where he was a psychologist and became the head of one of the departments there. This lab is also where he would develop perceptrons. In 1959, he went to work at the Cornell campus on Ithaca, becoming a professor and director of programs. Rosenblatt passed away in 1970.

The Perceptron is a device that was built with biological principles ability to learn in mind. It was originally simulated on an IBM machine in 1957. Rosenblatt received media recognition and coverage for the Perceptron, with magazines such as the New Yorker proclaiming that it was “a remarkable machine… capable of what amounts to thought.” However, Marvin Minsky and Seymour Papert put a damper on the enthusiasm for Perceptrons when they published a book describing its limitations.

This development is considered an event in the history of AI since Perceptrons were seen as one of the precursors to artificial intelligence. It also displays the early thought and reception to the growing AI field. Thus, the HAI initiative considers this event one of the events in the History of AI.

RENAMING THE UNITED NATIONS 2045 TO THE UNITED NATIONS CENTENNIAL INITIATIVE AND LAUNCHING ITS LOGO AND WEBSITE

On March 26, 2021, the United Nations Academic Impact and Boston Global Forum renamed the “United Nations 2045 Initiative” to “United Nations Centennial Initiative” and have chosen its logo as well.

The United Nations Centennial was launched in 2019 by the United Nations Academic Impact in partnership with The Boston Global Forum.

The UN Centennial programs host roundtable discussions, conferences, new concepts, solutions, think pieces, and reflections as we look ahead to the global landscape in 2045—the United Nations Centennial year.

This initiative will examine issues impacting technology, including artificial intelligence, cybersecurity, diplomacy, warfare, and other pressing concerns. Our goal is to look to the future and the role the United Nations will continue to play in making our world more peaceful, democratic, prosperous and universally secure.

The Boston Global Forum contributes AI World Society initiative to the United Nations Centennial.

The mission of UN Centennial Initiative and AI World Society: Remaking the world – The Second Age of Enlightenment.

NGUYEN ANH TUAN SPOKE AT THE HORASIS EXTRAORDINARY MEETING ON THE UNITED STATES OF AMERICA

On March 18, 2021, Mr. Nguyen Anh Tuan, co-founder and CEO of the Boston Global Forum and of AIWS City spoke at the session “Government Policies for the New America” of the Horasis Extraordinary Meeting on the United States of America.

For months as the US election fever rose little real policy progress was made. What are the imperatives for the new Administration to regain trust? What aspects of society needs investment boosting to rebuild the American Way? At its base, how will education policy and work-place diversity be addressed?

Mr. Tuan called for equality of opportunities between the US and Western Europe with China and the Chinese market, saying that governments should include the Chinese government in applying the standards and norms of Social Contract for the AI Age. As an answer to the question “What is the American Way?”, he said, with solid foundation and fundamental matters, the US should lead in “Remaking the world – the Second Age of Enlightenment” as mission of AI World Society.

Mr. Tuan also said the US should do 3 things to compete with China: be quicker, smarter, and more effective in politics, economy, business, and society.

CHAIRMAN OF NOVA GROUP AT THE UNITED NATIONS CENTENNIAL ROUNDTABLE: “CONNECT THE INNOVATIVE AIWS CITY WITH NOVAWORLD PHAN THIET – A UNIQUE PROJECT”

Nova Group and the Michael Dukakis Institute have signed a cooperation agreement. Accordingly, the Michael Dukakis Institute will help promote NovaWorld Phan Thiet to the world. It will also connect the innovative AIWS City with NovaWorld Phan Thiet – a unique project with an investment of USD 5 billion, thereby linking a virtual city with a real one to form a model that brings together the best of the world.

The city of Phan Thiet will be the place for the World Leadership Alliance-Club de Madrid and the Michael Dukakis Institute to hold important annual events that gather presidents, prime ministers, and top thinkers from around the world. Especially, the year 2022 will be marked by the theme of Building a New Economy for the world in the digital and artificial intelligence era.

Thanks to the partnership with the Michael Dukakis Institute, NovaWorld Phan Thiet, will serve as the venue to announce new achievements in the history of artificial intelligence and the digital economy. It will also host special presentations by leaders as well as new ideas, initiatives, and solutions by thinkers and creators in the effort to build a civilized, prosperous, peaceful, and happy world. This is also the place to honor world leaders who have made outstanding contributions to this goal.

In order to have the opportunity to host breakthrough ideas and creative solutions, Nova Group together with the authority of Binh Thuan province and Michael Dukakis Institute will co-host the Contest “Vietnam Aspiration to make Phan Thiet the No.1 Regional and Global MICE tourist destination” and a unique model for the World in 2045. (The budget for the contest is 5 Million USD).

To achieve this goal and aspiration, we welcome all intellectual and financial contributions from the global community, especially from the United Nations and its members, to jointly develop Phan Thiet City into a pearl of mankind in the 21st century.

THE CRITICAL ROLE OF A.I. IN AN ENTERPRISE TODAY

Today, the role of artificial intelligence in an enterprise has become so important that it has touched every facet of business. Its role will become more critical in the years to come.

For the purposes of this article, let us define A.I. as follows. Human intelligence is learnt from experience. Machines so far have been primarily used to follow instructions, i.e. programmed, hence machines have provided automation based on rules.

A.I. is not programmed to follow rules, it is like human intelligence, learns from “experience”, i.e. data.

A.I. application in businesses today can be divided into 5 key areas:

1. A.I. in data cleansing and streamlining.
2. A.I. in BI—i.e. AI to replace business analysts in preliminary analysis on dashboards.
3. A.I. in cognitive intelligence such as voice recognition, video analytics, face recognition.
4. A.I. in natural interaction – chat bots, NLP, Natural-Language Generation (NLG).
5. A.I. in expert systems—learning from myriad data sets and crystallizing an insight or action. This can be applied in classification of future unknowns e.g. fraud prevention, preventive maintenance. This can be applied also in forecasting quantities e.g. demand forecasting, supply shortage prediction. And can be applied in real time dynamic operations e.g. self-driving cars, dynamic digital marketing.

In support of positive AI development for human centric in the society, the Michael Dukakis Institute for Leadership and Innovation (MDI) and Boston Global Forum (BGF) established the Artificial Intelligence World Society (AIWS.net) in 2018. According to AIWS.net, AI can be an important tool for helping people achieve well-being and happiness, relieve them of resource constraints and arbitrary/inflexible rules and processes. In this effort, Michael Dukakis Institute for Leadership and Innovation (MDI) invites participation and collaboration with think tanks, universities, non-profits, firms, and other entities that share its commitment to the constructive and development of full-scale AI for world society.
