Our Response to WHO - A Start for Ongoing Community Discussions
This week, CCI submitted our response to the WHO Interim Guidance for Developing a Smart Vaccination Certificate. We appreciate the comments from the community and have carefully reviewed all of them before we wrote the CCI submission. 

We responded with the understanding that WHO favored proven architectural approaches that were demonstrably and reliably implementable at a global scale, but clearly stated the need to consider a more decentralized approach at the member state level. 

For a variety of reasons, we were not able to incorporate all comments and viewpoints, but we are open to feedback and critiques and welcome ongoing community discussions on the WHO approach in this public comment version

Successful Convening of the 2nd CCI Summit
If you missed the CCI Summit: From Closed Loop Systems to Open World Credentials Exchange on April 15, you certainly have something to look forward to - our summit summary report.

We had thought-provoking discussions with the implementers around topics such as self-attestation, proxy issuers, and universal verifiers. While we are working on the report, we encourage you to check out the materials provided by the implementers on our event page.

If you have a solution in production for domestic reopening and you want us to include it in our summary report as an exhibiting company, please reach out and send your materials (e.g. demo video, deck, website) in shareable links to Lucy by April 22 (Thursday).

Join the EU Discussion and Shape the Conversations

Following our EU-themed discussion on April 13, an EU slack channel #cci-prep-eu-subgroup was created for the community to continue conversations around if and how we can take a W3C VC-based approach at the member state level that works with the proposed EU Digital Green Certificate. 
Responding to the UK Parliament

The UK Government has launched an inquiry to consider potential ethical, legal, and operational issues and the efficacy and appropriateness of a COVID-19 Vaccine Certification system. We have started a community process for the response. If you are interested in contributing, join slack channel #cci-uk-call-for-evidence.
 
Speaking Engagements and Media Exposure

We had a great conversation with the members at Document Security Alliances. Kaliya Young, our Ecosystem Director, will be speaking to the Canadian CTOs and CIOs at the CIO Strategy Council's member meeting on April 28.

CCI was mentioned in NYtimes about our work in "developing a set of standards for preserving privacy in the use of vaccine certificates".
Community Leadership at the GHPC

We are glad to see that many of our community members are contributing to the Good Health Pass Collaborative Interoperability Working Group at the Trust over IP Foundation. Paul Knowles and Tony Rose, our CCI community leaders and interim steering committee members, are respectively leading two drafting groups, the Standard Data Models and Elements group and the Paper Credentials group. 
 

CCI Community Group Updates

Use Case Implementation Workstream

The Use Case Implementation Workstream on April 13 hosted a great EU-focused discussion (recording here). Petros Kavassalis and Nikos Triantafyllou from the University of Aegean’s i4m Lab provided a high-level overview of the EU Digital Green Certificate (DGC) and proposed two approaches regarding how to adopt a VC approach that can work with DGC at the member state level (presentation slides here).

The presentation was followed by a heated discussion that covers topics including regulations around verifiers, issuer or certificate revocations, limited use of DGC to cross-border travel, etc. To continue the great conversations and discuss how we can form a community group to help shape things in the EU, join our slack channel #cci-prep-eu-subgroup

The next call is on Tuesday, April 27 (7 am PT / 2 pm UTC). The agenda includes one presentation from Blockchain Labs who has worked with South Korea's Disease Control and Prevention Agency to launch the national W3C-VC-based vaccination certification system and a presentation or discussion topic TBD.


Rules & Governance Workstream

Review and drafting work continues on the upcoming version of the CCI Governance Framework. The participants have been discussing the perspectives emerging from the collaboration with ID2020 and Trust over IP Foundation (ToIP) on the Global Health Pass Collaborative especially in the context of paper credentials. The upcoming Internet Identity Workshop (IIW) event provides a good opportunity to discuss some of the approaches on data rights and governance with a wider and engaged audience. The next set of work on the governance framework includes designing policies specific to issue, storage, and sharing of credentials (and passes).

Vaccine Credentials Focus Group - US Subgroup

The US Subgroup had a discussion last week (recording here) about how to stay relevant and provide a response in light of the recent negative US press regarding the issuance of COVID-19 Vaccination Credentials. '

Many of the group members attended the CCI Summit on April 15, which focused on US domestic reopening. The next call on April 22 will provide a recap of the event and explore ideas that this group can work on.

In view of the critical and global importance of vaccination certificates and their intimate connection with identity management, ID4Africa is dedicating a 3-part series of LiveCasts to delve into the surrounding issues. With Part 1 episode having already occurred, Part 2 & 3 episodes will explore 20 national and private sector initiatives that were selected through a competitive merit-based process from over 75 submissions received during a Call for Participation.
