Strawberry crop surprises farmers with fruit after winter freeze "The winter storm froze many of his plants right before harvest, so farmer Dakota Keyser says he didn’t think they would make it. “Expectations were pretty low after that event in February,” Keyser said. “We were caught off guard with the strawberries. It was like, “Oh, there are a few little green ones, then all of a sudden everything starts turning red.” Usually, the berries are ready for picking in March, but they started popping up last week." Texas Senate approves bail bill that would keep more people in jail if they can’t post cash bonds "The Texas Senate on Wednesday approved the chamber’s priority bail legislation that aims to keep more people accused or previously convicted of violent crimes in jail before trial unless they can post cash bonds. Sen. Joan Huffman, R-Houston, previously said her Senate Bill 21 is meant to “address the appalling uptick in violent crimes by defendants out on multiple personal bonds,” which don’t require cash up front. Parker County officials identify 1 of 2 victims found dead at abandoned school "The Parker County Sheriff's Office has identified one of two people who were found dead Sunday in an abandoned school. Pedestrian dies after being hit by DPS trooper near Texas Capitol building "A Texas Department of Public Safety trooper hit and ran over someone just west of the State Capitol building Thursday morning. The person who was hit, a man in his 50s, later died at the scene. The owner of Sports next level already had approval from the city to install the LEDs.  He shouldn't have to invest more money for something that had already been approved.  The home owners have a legitimate complaint based on light intrusion, which is different than the amount of lumens restricted by the city code.  The city didn't do their research and should pay for shielding of the lights.  It would be a minimal cost averaged out over time and wouldn't be the worst thing tax money was spent for.  Everyone would be happy and maybe LED's in commercial usage should be re-examined and made a separate category in the city code.

I can completely see the business owners position on the matter.  The city approved it and it shouldn't be a continuing financial burden to him.  I can also understand the position of the homeowners.  The lumens may be less than standard lighting but the light intrusion would be more.  The manipulating of the code for the sake of appeasement would probably not work in anyones favor.  The mistake was not determining the difference in LED's vs Standard or halogen lighting to begin with.  The city needs to eat this one and pay for the shielding for the business owner.  A new section in the code dealing with LED's needs to be researched and added.  The burden on taxpayers for the shielding over all would be negligible and everyone would be happy.
