Changes from 12 April - what you need to know

On Monday, the Prime Minister announced how the roadmap out of COVID-19 will change - as we enter Stage 2.

In summary from 12 April, the following will be able to reopen:

  • non-essential retail 
  • personal care premises such as hairdressers and nail salons 
  • public buildings such as libraries and community centres 
  • outdoor hospitality venues, with table service only
  • most outdoor attractions including zoos, theme parks, and drive-in performances (such as cinemas and concerts) 
  • some smaller outdoor events such as fetes, literary fairs, and fairgrounds will be able to take place
  • indoor leisure and sports facilities for individual exercise, or exercise with your household or support bubble
  • all childcare and supervised activities will be allowed indoors (as well as outdoors) for all children. Parent and child groups can take place indoors (as well as outdoors) for up to 15 people (children under 5 will not be counted in this number)
  • weddings, civil partnership ceremonies, wakes and other commemorative events will be able to take place for up to 15 people (anyone working is not included in this limit), including in indoor venues such as banqueting suites, that are permitted to open or where an exemption applies. Wedding receptions can also take place for up to 15 people, but must take place outdoors, not including private gardens
  • self-contained accommodation for overnight stays in England with your household or support bubble

You should continue to minimise the amount that you travel where possible.

When more of the high street reopens from next Monday 12 April, shops will have the flexibility to open until 10pm Monday to Saturday. You will also need to make sure that ALL customers use a QR code to enter your premises.

Ensuring that ALL customers use a QR code to enter your premises

From 29 March 2021, every customer or visitor to many premises should be asked to scan the NHS QR code, or provide their name and contact details (not just one member of the group). This is to help trace and stop the spread of COVID-19.

This includes all venues from the following sectors:

  • hospitality
  • leisure and tourism
  • close contact services, and
  • local authority venues

Patrons will not be legally required to download the app but businesses including, but not limited to, cafes, bars, and hairdressers, will be legally required to display the QR posters. Businesses will also need to run a logbook for people who either do not have, or are unable to, download the App.

You can use the government’s service to create a QR code for display in your venue.

Supporting businesses to operate in a COVID-Safe way

As we continue to experience the difficulties brought about by the COVID-19 pandemic, we want to support businesses to operate in a COVID-Safe way when reopening.

We have created the COVID-Safe Business Campaign to do just this. By completing the COVID-Safe questionnaire, you will be declaring that you are following government guidance to operate within safe parameters with regards to protecting your customers and staff. If you meet all the criteria, you will be sent a personalised COVID-Safe Business poster, which you can display on your premises, providing extra confidence to your customers.

Each month, we will publish the names of all businesses who have successfully registered, helping you to get the message to customers that you are operating in a COVID-Safe manner.

Lateral Flow Testing for Businesses - registration deadline extended

Employers have a vital role to play in the reopening phase of the government’s roadmap out of lockdown. You can help to minimise the spread of infection among those who cannot work from home by introducing free regular testing for staff who are showing no symptoms (i.e., are asymptomatic).

This allows organisations to identify potential outbreaks and respond at speed, keeping staff safe and preventing further disruption. Providing the tests is quick and easy, and results are received rapidly. Employers should be aiming to test staff members twice each week.

The programme of free tests is open to all employers of over 10 staff and will run until 30 June, but you must register by 12 April.

Grants for businesses - an update

 

Restart Grants now open

The government announced the Restart Grant scheme as part of the Budget on 3 March 2021. The scheme supports businesses in reopening safely as COVID-19 restrictions are lifted.

This support takes the form of a one-off grant applicable from 1 April 2021. The principle of the Restart Grant scheme is to support businesses that offer in-person services, where the main service and activity takes place in a fixed rate-paying premises, in the relevant sectors.

Eligibility

  • Payments will be made to the registered business ratepayer
  • Businesses must have been trading on 1 April 2021 to be eligible to receive funding under this scheme.
  • For the purposes of this scheme, the following is an indicator that a business is trading:
    • Carrying on a trade or profession
    • Buying or selling goods or services to generate a turnover
    • The business has staff on furlough
    • Continues to trade online, via click and collect, etc.
    • Is engaged in business activity - managing accounts, preparing for reopening, planning, and implementing COVID-safe measures
  • Businesses will receive a grant for each business rated hereditament
  • Businesses in liquidation, dissolved, struck off or subject to a striking off notice are not eligible
  • Businesses that have already received grant payments that equal the maximum permitted subsidy allowances will not be eligible to receive funding

Application process

If you have applied for a Local Restrictions Support Grant (LRSG) or Additional Restrictions Grants previously, please DO NOT apply again, the grants team will be in contact to collect any additional information required before 12 April. If you did not apply for the Additional Restrictions Grant (ARG) or were unsuccessful, you will be ineligible for this grant.

Additional Restrictions Grant (ARG) – applications now closed

Applications for the Additional Restrictions Grant (ARG), Local Restrictions Support Grant (Closed) Addendum and Local Restrictions Support Grant (Open) closed on 31 March 2021.

We are now unable to accept any further applications or supporting evidence. Please do not contact individual officers for updates and information on this grant, as all details have been published on our website.

Introducing the Opportunity Fund for business owners aged 18-25

If you are aged between 18 and 25 years and are running or in the process of setting up a social enterprise or a business which also seeks to bring about a positive social impact, then the Opportunity Fund may be for you.

The OF pilot is a partnership between Launch It, the Paul Hamlyn Foundation and the Blagrave Trust to directly support 8 young entrepreneurs. The program will run for 18 months from May 2021 to October 2022.

If you are successful with your application, you will receive a package of support, including access to a business mentor, a monthly payment of £651 to help with costs (including cost of living), and £1000 to invest in your business.

We will always take action against anyone we catch illegally dumping waste in Haringey.

These images show why 2 individuals received a £400 Fixed Penalty Notice each.

One was for leaving waste at Shelbourne Road, Tottenham. The other was strewn across the pavement at Whittington Road, Bounds Green.

“Hi – is Angela here?”

The Metropolitan Police Service is working with venues across London to help prevent and reduce sexual violence and vulnerability.

If a customer in your pub, restaurant or shop asks a member of your staff for Angela, this is a discreet codeword that they feel unsafe or threatened. Posters making customers aware of the campaign should be displayed in toilets.

Obviously, an initiative such as this will only be effective if all staff are fully aware of the poster and have the confidence to act and support the customer if they are approached for help. Guidance for staff on Ask for Angela is available.

Haringey Digital Divide Appeal - how you can help

The Haringey Digital Divide Appeal is a joint initiative between the council and Haringey Giving to help support children and young people in our borough who don’t have regular access to laptops, Wi-Fi and other technological support at home.

We remain very thankful for the fantastic level of support we have received from our amazing community here in Haringey so far.

Together we have raised nearly £40,000 and received in excess of 400 corporate business/residents’ donations so far.

If you or your business are able to make a donation, however small, it will be gratefully received.
