Notice of Availability – Request for Proposals (RFPs): FY 2021 Air Quality Assistance   

The South Jersey Transportation Planning Organization (SJTPO) is soliciting proposals from qualified firms, or groups of firms, to do the regional emissions analysis for the upcoming FY 2022-2031 Transportation Improvement Program (TIP) and Regional Transportation Plan (RTP 2050) Transportation Conformity.

This work is anticipated to be amended into the SJTPO FY 2021 Unified Planning Work Program (UPWP), with consideration by our Technical Advisory Committee (TAC) and Policy Board in April 2021. The source of funding for this project is provided through a federal grant from the FHWA. As such, the award of this project is subject to the availability of funds and pending authorization from NJDOT and FHWA. Proposals must be prepared and submitted in accordance with the goals, requirements, format, and guidelines presented in this RFP document.
 
The RFP will be available Thursday, April 8, 2021 and can be obtained from the SJTPO via our website (www.sjtpo.org/RFP). As a courtesy, please email us at info@sjtpo.org letting us know if you have downloaded a copy of the RFP.
 
Submission instructions for this proposal have changed due to COVID-19. Please read all instructions carefully before submitting.

Digital submission: A digital copy of the Signed Cover Letter and Technical Proposal must be submitted no later than 11:59 P.M., prevailing time, on Wednesday, April 28, 2021 to dheller@sjtpo.org. An email will be sent confirming receipt no later than Thursday, April 29, 2021. To receive a confirmation email prior to the submission deadline, submissions are encouraged prior to 5:00 P.M. on April 28th. The Signed Cover Letter must include either acceptance or enumerate changes to the SJTPO Standard Contract Agreement boilerplate. Given the tight timeframe surrounding this project, this will be the only opportunity to propose any changes to the Contract Agreement.
 
Physical submission: One physical copy of the Signed Cover Letter and Technical Proposal must be submitted. The physical submission is required and must be received by 3:30 P.M., prevailing time on Wednesday, May 5, 2021. The SJTPO shall not be held responsible for timeliness of mail or messenger delivery. The contract with SJTPO will be executed via the South Jersey Transportation Authority (SJTA), the administrative host of the SJTPO. All provisions and requirements of the SJTA pertaining to contractual matters will be in effect. This project is funded by the Federal Highway Administration of the United States Department of Transportation.
 
SJTPO, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
