Call for Nominations for the 2021 Election  

The IISL Election Committee, currently comprising José Monserrat Filho (Chair), George D. Kyriakopoulos and Leslie I. Tennen invites you to take part in the 2021 IISL Board Elections.
 
All IISL Members are entitled to put themselves forward for the following elected positions on the Board: Directors (nine positions). The names of the IISL Board members whose term of office expires this year are:

A candidate is to be nominated by an IISL Member in good standing and supported by five IISL Members in good standing, and must confirm that he / she agrees to be nominated. For further details please refer to the full terms of the IISL Statutes and By-Laws, available at

Procedure: 
The candidates for the IISL Board positions are to submit ONLINE a Nomination Form. For your candidacy to be considered, please make sure that TWO FORMS are duly submitted (one by YOU and another one by YOUR NOMINATOR):

Please note that there is no save and edit later function, therefore you have to allocate enough time for filling it out. We would recommend you to have the text ready in word and copy paste it to the online form. Prior to this, you have to get confirmations from the nominator and five supporters (as you will be asked to specify the date on which the consent has been given).
 
In accordance with the IISL Statutes and By-Laws the Election Committee is authorized to draw up the list of qualifying candidates, supervise the election process, and count the votes.
 
Voting shall take place between June 15 and July 15, 2021. 
 
Please note that there is only one vote per institutional member, and the IISL Election Committee must be notified as soon as possible (and definitely prior to voting) as to who is the designated Point of Contact (POC).
 
Please also note that while not formally prohibited to nominate / support, the Committee suggests that for ethical reasons, members who stand for election should abstain from nominating / supporting other candidates.
 
We kindly remind you that nominations received after May 15, 2021 cannot be considered.

IISL Board Spring Meeting

On 17 April, the IISL Board of Directors held their Spring Meeting virtually. The meeting served to allow the Board to examine closely a number of issues including the Manfred Lachs Moot Court Competition, the 2021 IISL awards, and the election of new members.  Additionally, the virtual format allowed for widespread participation by board members and honorary board members alike.  The Board is planning to meet again in the summer to examine, among other things, lessons learned for the work of the IISL as a result of the COVID-19 pandemic. 

IISL Knowledge Constellation 

At IISL’s  60th  Anniversary, we launched an initiative - the IISL Knowledge Constellation - to provide a unique, global, and border-free online platform for interaction among those interested in space law. This platform that aims to make space law knowledge more accessible and interactive came into operation on April 12, 2021. 

With this initiative we hope to showcase our community’s knowledge and expertise, enable our community to build conversations on topical space law issues, exchange different perspectives, gather feedback, and engage actively with our professional network. Ultimately, by engaging with our platform the users will be promoting the UN Agenda 2030 and achieving the SDGs on Quality Education, Reduced Inequalities, and Industry, Innovation and Infrastructure.  

As IISL members you are all invited to share your knowledge on any of the topics that will be announced weekly. Your contributions can consist of texts, graphics, and/or videos.

Results of the North America Regional Round
of the IISL Manfred Lachs Space Law Moot Court Competition

 
This year 18 schools and 40 judges participated in the competition and the winner is: George Washington University Law School.

Shout out to Sara Matar and Pooja Majmundar for winning the North American Regional Mandfred Lachs Space Law Moot Court Competition and advancing to the World Championship in October! Also, to Devin Sullivan for drafting the Memorials. Congratulations to their coach Prof. Hertzfeld, the Final's judges : Dennis Burnett, RandySegal, HoganLovells, Gabriel Swiney, the Department of State and the sponsors: MilbankLaw, Space Court Foundation.
 

President's Address at GALIX Inaugural Congress 
 
IISL President Kai-Uwe Schrogl gave a presentation at the GALIX Inaugural Congress held on 18 to 19 March 2021. His presentation was held during Session 2 on ‘New Space Security Concerns’ and is entitled ‘The role of space law in maintaining safety and security in outer space’ (available here). Second IISL Happy Hour

On 20 March, the Second IISL Happy Hour, an event coordinated and hosted by Vice President Setsuko Aoki, was held. 

Prof. Jairo Andres Vecerra, Director of CISJUC Research Center, Faculty of Law, Universidad Catolica de Colombia made a presentation on the coordination of the very first Latin American regional round of the IISL Manfred Lachs Space Law Moot Court Competition. The presentation was followed by a discussion between IISL Members who interacted and shared their experiences. More information here.

Introducing the New ECSL Executive Secretary 
 
The IISL is happy to welcome  Rosanna Hoffmann as the new ECSL Executive Secretary.

Before joining the ECSL, Rosanna worked at the Section for International Law and International Relations within the Department of European, International and Comparative Law at the University of Vienna as a lecturer and project assistant. Her areas of expertise covered included public international law, as well as space law. She participated in various international conferences as a speaker, presenting her research in the law of international relations and space law.

Rosanna was part of the Manfred Lachs Space Law Moot Court Team from the University of Vienna in 2019/2020, which not only won the European Rounds, but also was awarded the Runner-up, as well as the Eileen Galloway Award for World’s best Memorial in the World Rounds. Her memorial will be published as part of the International Institute of Space Law’s Proceedings in 2021. Through the competition, she was able to gain extensive knowledge in space law and policy.

IISL is looking forward to with Rosanna and ECSL!

On April 14, IISL President Emerita Tanja Masson-Zwaan (International Institute of Air and Space Law - Leiden University), IISL Honorary Director  Stephan Hobe (Universität zu Köln), IISL Members Pamela L. Meredith and Gérardine Goh Escolar (National University of Singapore), and PRISM Committee Member Laetitia Zarkan participated in a panel discussion organized by Space Court Foundation. On the 4th of May 2021, SGAC unveiled a new Action Team called E.A.G.L.E. (Effective and Adaptive Governance for a Lunar Ecosystem). Realising that the next decades will mark a new and complex phase of lunar activities, SGAC established the EAGLE Team to provide the inputs of the young generations for the peaceful and sustainable development of the Moon.

The EAGLE Team is a globally diverse, interdisciplinary group of 14 young space professionals led by IISL member Antonino Salmeri. The Team came together with the goal of harnessing the creativity, vigor, and vision of today's young people to harmonise the currently fragmented lunar policy landscape. Its aim is to advocate for the needs of all generations to come so that a prosperous, inclusive future may be built for space and lunar exploration.

On the 11 of May 2021, the EAGLE Team will release a Lunar Governance Report outlining the ideas and proposals of the young generations for the inclusive, effective and adaptive regulation of lunar activities. The Report can be accessed on the EAGLE’s website at
www.spacegeneration.org/eagle, while updates on the status of EAGLE’s work can be found on their Twitter profile @eagle_lunar and Facebook page @eaglelunar.

The EAGLE Team invites all IISL members to check the Report and engage with Antonino Salmeri for any question or comment!


Honorary Director Francis Lyall published "The international telecommunication union: origin and role" in Oxford Research Encyclopedia of Communication, Oxford University Press on February 26, 2021. It is available for reading here.
 


Albert K. Lai published "The Cold War, the Space Race, and the Law of Outer Space: Space for Peace". Anticipated publication is July 27, 2021. More information and pre-orders  here.
