Industry having now reopened in England
 
With our industry now reopened In England, Scotland and Wales, guidance for the ‘Personal Care’ sector has been reviewed in England. 
 
In short, nothing much has changed but there are a few fundamental changes to ‘Track and Trace’ that you need to be aware of. These are all highlighted within this section.
 
In terms of PPE, health, safety and hygiene guidance/requirements, what you were doing pre this lockdown please continue to do when you reopen.
 
The guidance applies to mobile and freelance workers in England as well.
 
Containing potential outbreaks of the virus remains one of the top priorities for Government, hence the renewed importance they are placing on Test and Trace. Much of this is the same as it was pre the lockdown, and the main amendments I have highlighted in the text below in ‘red’
 
Venue check in – you must:
  • Display the official NHS QR code or poster
  • Or provide an alternative method to collect contact details which doesn’t require a smart phone
  • Request all customers and visitors scan the NHS QR code or provide their contact details
  • You must have a record of all staff including shift times
  • If visitors/customers supply their information in advance, they don’t need to sign in again at the venue
  • You should keep details securely for 21 days, provide to Test and Trace if requested, then securely destroy
  • Failure to do so will result in a £1000 penalty!
Exemptions:
  • The person is under the age of 16
  • Police officers or emergency responders on duty
  • Delivery or collection by suppliers or contractors
  • Where someone does not have the capacity to provide their contact details owing to a physical or mental disability or other reason related to health
  • Homeless people who are unable to provide a contact number or email address
Venue Alerts – How contact details are used:
  • NHS Test and Trace will use contact tracing information to identify venues where customers and visitors may have been exposed to Covid-19 and need to be contacted.
  • These venues will be contacted to request their records/logbooks, and a text notification
  • This is not a notification to self-isolate
  • Venues will not be named in the notification, and they will not need to close
  • It is essential to maintain records/logbooks, or they cannot contain outbreaks where they may occur
  • App users who checked in with the NHS QR code will receive the same notification via their app
Key messages:
  • Ask all visitors and staff to provide their contact details or to check in with the NHS Covid-19 app
  • Display posters at all entrances in a prominent and accessible location (posters available through NHS Test and Trace)
  • If visitors supply their contact details in advance (e.g through a booking system) they don’t need to sign in again at the venue, but can still scan the QR code poster if they want to
  • Other members of the group (not so relevant in our sector as customers come in individually) who did not provide their contact details on line will still need to provide them at the venue or scan the NHS QR code. Each person entering the premises must check in individually.
  • All staff MUST know and understand the rules, otherwise the business risks being fined for non compliance  
Good Practice:
  • Make sure you complete and maintain your Covid-19 risk assessment
  • Prevent overcrowding – using queuing, one way systems where possible, and ensuring social distancing to the best of your ability
  • Take practical measures to let fresh air in, such as opening doors and windows – should be easier now with the weather getting warmer
  • Don’t have people/customers in the salon or barbershop any longer than is necessary to complete their hair service ot for any other reason; deliveries etc.
  • Ensure all employees are doing twice weekly testing

Much work has been going into our new website, due to be launched by the end of this month. Continuing to be further developed following the launch, we aim to make this website and especially the ‘Members Area’ a go-to destination for all things Hair & Barber Council and industry related.
