Dear Ward 3 residents,

The Takoma Park City Council has a budget work session on Monday and a regular meeting next Wednesday. Details about these meetings are below.

Takoma Junction
The City Council met in closed session twice this week to consult with the City Attorney to obtain legal advice regarding the Takoma Junction Redevelopment Project. The City has posted the following statements:


As previously indicated, the City of Takoma Park has been working to address matters related to communications between the Neighborhood Development Company (NDC) and the Takoma Park Silver Spring Co-op (Co-op) regarding the Co-op’s use of the City-owned parking lot at Takoma Junction for deliveries and parking.

In pursuit of this goal, the City sent correspondence to NDC requesting that it:

  • rescind its earlier demands,
  • continue to permit the Co-op to use the City-owned parking lot to facilitate its deliveries and for parking for its customers,
  • and allow the Co-op to continue with its sublease.

In that correspondence, the City requested that NDC do so by noon on April 23, 2021.  NDC did not respond to the City’s request within this period.  Therefore, the City is presently evaluating its potential courses of action, while continuing to communicate with both NDC and the Co-op concerning the issues previously identified by both parties.  The City remains committed to seeking a resolution of the issues between NDC and the Co-op in order to ensure the Co-op remains operational.

The City of Takoma Park has been working to address matters related to communications between the Neighborhood Development Company (NDC) and the Takoma Park Silver Spring Co-op (Co-op) regarding use of the City’s lot at Takoma Junction for deliveries and parking. The City’s March 10, 2021 “Site Conditions and Limitations” Frequently Asked Questions (FAQ) document, referenced in those communications, has already been removed from the City’s website. It is hereby retracted in full and is without effect.

The City will continue to work with NDC and the Co-op to seek to ensure the Co-op can continue to use the lot for deliveries, consistent with agreements that are in place.



I am incredibly frustrated and disappointed with this situation, as I know many of you are. My top priorities are ensuring a positive outcome for Ward 3 and our community, and ensuring that the Coop can continue to use the lot for deliveries as consistent with agreements in place.

As I noted in my previous email about this, I continue to need to limit some of my comments due to the legal nature of the situation. Although this is very difficult, my top priority is ensuring a good outcome. Please know that I am continuing to take this very seriously and pursue next steps. Thank you to the many people who have contacted me about this. I hope to have more to share soon.

COVID-19 Data Dashboard Updates
The COVID-19 Data Dashboard for Takoma Park has been updated with data for 4/23/2021:
  • 979 new residents received first doses and 1,075 became fully vaccinated, as the percent of vaccinated residents increased to 31.3%. Johnson & Johnson vaccine distribution remains paused as the CDC investigates a potential side effect that may have affected 13 women of the 7.2 million vaccine recipients.
  • There were 17 new COVID-19 cases reported in the last week, bringing the City's total to 1,658 as the City's 7-day moving average of new cases remained stable. It is worth noting that while cases have declined from November-January highs, many places are reopening, and vaccine eligibility is expanding, new cases remain at levels of community spread similar to late March-early April 2020, both in Takoma Park and across the US.
  • Racial disparities in COVID-19 cases and vaccine distribution remain virtually unchanged. Hispanic residents represent 34.9% of COVID-19 cases but just 11.6% of Takoma Park's population; Black residents represent 32% of the City's population and 28% of cases, but just 21% of first-dose vaccine recipients with a known race/ethnicity.
