Re-opening of Hospitality Guidance

Business operators must ensure they are familiar with Coronavirus legislation HERE and Covid-19 guidance HERE and HERE, including social distancing. All relevant health and safety legislation must be adhered to for the protection of customers and employees.

From 30 April

Outdoor areas at hospitality venues (cafes, restaurants, bars, pubs, social clubs, including in members’ clubs) can reopen.  Any roofed outdoor structure must be substantially open i.e. over 50% open to the elements and must not have sides, including doors, windows or other structures that serve the purpose of walls (including those that can be opened or shut) that enclose more than 50% of the wall area of the shelter.

A maximum of six people from two households can be seated together.

Children aged 12 and under are not counted in the total. More than six will be permitted if they all belong to a single household.

Apart from entering and leaving the premises, the only movement allowed indoors is to access toilet facilities, to select food from a buffet or to pay - however, social distancing must be maintained.

Venues will also be required to collect customer details to help with the Test, Trace, Protect contact tracing programme.

Customer details will include the:

·     name and telephone number of each visitor over the age of 16

·     date and time of arrival

Where you are providing furniture for use for the consumption of food or drink in public areas you may be subject to the requirements of The Licensing of Pavement Cafés Act (Northern Ireland) 2014. If you are using a private space within your premises (e.g. a car park) and intend to serve intoxicating liquor in this area then it is required to be licensed in accordance with The Licensing (NI) Order 1996.  For further information contact the District Licensing Officer at Coleraine PSNI T 101 Ext. 83137.

From 30 April 
Self-contained tourism accommodation (accommodation with no shared facilities, which can be exclusively used by a single household/ bubble)  and all shops may  also reopen. 

Indicative date

An indicative date of 24 May has been set for the reopening of indoor hospitality venues and all tourism accommodation. This will be subject to review.

Fees for Pavement Cafe Licenses Waived Until 2022

Council, in accordance with the Pavement Cafes Act (NI) 2014, has introduced a temporary process for pavement café licence applicants. The Council continues to support the hospitality sector by waiving Pavement Café Licence fees for an extended period until March 2022.

A streamlined process is open now to allow businesses who supply food or drink to apply for the conditional temporary license needed to safely place furniture on a public area for use by customers.

Business owners who are considering making an application for a Pavement Café Licence should note the following:

  • Applications must be made on the application form and be accompanied by site and location plans, and furniture and barrier plans
  • Evidence of their Public Liability Insurance must be provided
  • A suitable and sufficient risk assessment must be provided
  • A public notice must be fixed to the premises

A 28 day public consultation period will run concurrently with business operation. As well as the public, Council will also consult with the Department of Infrastructure, the Planning Department and if a licenced premises, with the PSNI. Other relevant organisations/individuals may also be consulted before a decision is made as to whether or not a Temporary Pavement Café Licence will be issued.

Extension of Workplace Covid-19 Testing
The Department for Health has expanded the offer for workforce asymptomatic testing to all organisations with 10 or more employees or volunteers. Previously this had been restricted to organisations with more than 50. Employers wishing to participate in workforce testing schemes should complete an online expression of interest. The Department of Health will work with employers to identify the most appropriate form of testing available based on their requirements. CLICK HERE for more information.
Visitor Information Centres Re-opening
We are pleased to confirm that Portrush and Ballycastle Visitor Information Centres will re-open on Friday 30 April, 9.30am-4.30pm Monday-Saturday (closed for lunch 1pm to 1.30pm). 
Limavady Visitor Information Centre plans to open on 24 May.
For this year only it has been agreed that all commission charged on Tours booked and craft sold for the Borough through the Visitor Information Centres will be cut by 50%. If your business is not already signed up as directly bookable via the Visitor Information Centre please email caroline.carey@causewaycoastandglens.gov.uk for more information.

European Virtual Outdoor Activities Workshop
Tourism NI in partnership with Tourism Ireland is hosting a virtual 1-day European Outdoor Activities workshop on Tuesday 1 June 9:00 - 16:30.

During the full day virtual event Northern Ireland industry can meet one-on-one via video platform with selected operators 
interested in programming outdoor activities to the Island of Ireland. The event will serve to inform, update, and educate Operators from BeNe, Nordics, Germany, France, GB, Spain, Italy, Switzerland and Austria on Northern Ireland as an outdoor destination.

There is no charge to attend this workshop, but places are limited. A criteria will be applied focusing on the ability to work with Tour Operators and those that fit the group market requirements at this time that provide an Angling, Equestrian/Horse Racing, Outdoor Adventure & Water Sports, Walking & Cycling, Wellness & Spas, Handling Agents or DMCs specialising in outdoor activities and Horse Drawn Caravans experiences.

Virtual Golf Ireland Convention 2021
Tourism Northern Ireland in association with IAGTO will be hosting the Virtual Golf Ireland Convention on Tuesday 22 - Thursday 24 June.

This is an opportunity for you to connect with the top international golf tour operators over three days of pre-scheduled one-to-one appointments. In light of the current challenges, there is no charge for this platform.

Opportunities for Financial Assistance
Large NAV Business Grant Open for Applications
The Department of Finance has announced the opening of applications for the Large NAV Business Grant. This is open to businesses that occupied commercial premises with an NAV (Net Annual Value) over £51,000 at 1st March 2021 that were awarded the 12-month rates holiday for 2020-21, subject to some exclusions. 

Businesses which previously received, or are entitled to receive, Large Tourism and Hospitality Business Support are not eligible.

There is a cap of £50,000 in relation to the value of the grant payment that applicants can receive across the following COVID-19 grant schemes: the Large NAV Business Grant; the £25,000 Retail, Hospitality, Tourism and Leisure Grant; and the £10,000 Small Business Support Grant. The rate of grant payment that will be issued to successful applicants through the Large NAV Business Grant will be calculated based on the level of support that has already been provided to the applicant business through these schemes.

Innovation Voucher Scheme Closing on Friday
Applications for Invest NI's Innovation Voucher close THIS FRIDAY, 30 April. Businesses can apply for a £5,000 Innovation Voucher to work with a public sector knowledge provider, for example a university, a college or Institute of Technology, on an innovation project. The voucher allows you to access the skills and expertise of these providers to help you create or improve products and services. CLICK HERE to find out more and complete InvestNI's application form before FRIDAY.

Applications Open for fourth SEISS Grant
Applications for the fourth Self-Employment Income Support Scheme grant are now open until 1 June 2021. To be eligible you must be a self-employed individual or a member of a partnership. You cannot claim the grant if trading through a limited company or a trust. CLICK HERE for more information and check the eligibility criteria before making a claim.  
 

SEISS Repayment Guidance Updated
CLICK HERE for updated the guidance for self-employed on what to do if you need to pay back some or all of their SEISS grant. The update relates to any amendment tax returns on or after 3 March 2021 which either lowers the amount you’re eligible for or causes you to no longer be eligible.
 

Changes to Job Retention Scheme 
The guidance for businesses has been updated to state that employees are eligible for the Coronavirus Job Retention Scheme and can be furloughed if they are unable to work, including from home or working reduced hours because they are clinically extremely vulnerable, or at the highest risk of severe illness from coronavirus. These employees remain eligible for the grant even whilst shielding guidance is not in place. An employer does not need to be facing a wider reduction in demand or be closed to be eligible to claim for these employees. Find out which employees you can put on furlough HERE.

NRC are delivering further online accredited courses in Social Media and Digital Marketing through Skills Focus, funded by the Department for the Economy. Companies can receive 100% funding to support the cost of training. Business must be based in NI, have under 250 employees and want to develop staff at level 2 and above, a short eligibility form is required.
