Traveler Sentiment Update; April 27, 2021


"Vaccinated Travelers"


Join Moderators Myha Gallagher & Erin Francis-Cummings as they share some recent questions answered from the Coronavirus Travel Sentiment Index Report. This week’s event featured a a timely conversation with vaccinated travelers. Hear directly from them about how they’re feeling about travel right now, what they have planned ahead for this summer season and the marketing and messaging that will most resonate with them.

Restaurant Revitalization Fund
Registration Starts April 30, Submit Applications May 3

What: The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open.

Note: Funding is allocated "first-come, first-served," with a 21-day priority processing period for small business owned by women, veterans, or socially and economically disadvantaged individuals. After the first 21 days, other applications will be processed in the order they were received, so everyone should apply at the start.

Not a loan: This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023.

When: Registration for the SBA application portal will begin on Friday, April 30, 2021, at 9 am ET (Noon PST). Applications will open on Monday, May 3, 2021, at noon ET (3PM PST). 

It is recommended you pre-register on the 30th so you're set to go.

Who: Restaurants, food trucks, snack bars, or any food or beverage production that does at least 33% in gross receipts to onsite public sales . . . help is available across a wide range of offerings!

National Travel and Tourism Week (NTTW), the annual celebration of the contributions of the U.S. travel industry, will spotlight the critical role that travel will play in driving economic recovery efforts and building the path forward through the theme Power of Travel.

12-month Payment Plans Available
for 2020 Property Taxes—Due April 30!


How: Form is HERE, must go to Whatcom County Treasurer. Completed applications can preferably be submitted by email to the Whatcom County Treasurer’s Office at treasurer@whatcomcounty.us, mailed to the office, or placed in any of the payment drop boxes at the County Courthouse on or before April 30, 2021.

What: House Bill 1332 passed on April 16, 2021, providing property tax relief to businesses ahead of the April 30 deadline. The bill requires counties to offer payment plans to businesses for 2020 tax obligations. Counties will be prohibited from charging penalties or interest and the 12-month payment plans will begin April 2021. 

Businesses are only eligible for relief if the owner or person responsible for payment of the tax on real property demonstrates a loss of at least 25% of its revenue for the calendar year 2020 compared to 2019.

Fairs, Parades, Festivals
and Special Events COVID-19 Requirements

Fairs, parades, festivals, and special events are only permitted in counties in Phase 3 of the Governor’s Healthy Washington, Roadmap to Recovery. Fairs and special events have a number of operational aspects and service offerings governed by other COVID-19 requirement documents.

Operators must review these documents and apply the appropriate protocols to all aspects of their operations. Such operations may include:

Employer Vaccine Resources
from the Whatcom County Health Department

We all share a desire to end the COVID-19 pandemic and return to a healthy economy and community. The COVID-19 vaccine is one of the best strategies we have, so we all need to roll up our sleeves and do our part to get vaccinated and address the concerns of those who are hesitant about vaccination. Many residents may look to their employer in making decisions about whether to be vaccinated, so leaders of businesses and organizations can play an important role in encouraging employees to get vaccinated.

A question that has been raised frequently is whether employers can require that employees get vaccinated for COVID-19. To date, federal, state, and local authorities have not issued laws or regulations regarding employer implementation of mandatory vaccination policies for COVID-19 vaccines, which are currently under emergency use authorizations by the FDA. Employers should therefore look to existing laws and regulations that impact employer-based vaccination requirements and consult with legal counsel about options and policy decisions related to this question.
