Monthly Newsletter Update from Laura MP

Welcome from Laura

The reopening of local shops, pubs, gyms and hairdressers was not just the beginning of our return to normality but the first clear evidence of the success of our national vaccine programme. With over 17.6 million (or 1 in 3 adults) now fully vaccinated and a further 17.7 million having received their first vaccination (which means over two-thirds of adults have had a vaccine), and 60% of eligible residents in this constituency vaccinated as of the end of April, we are already seeing its impact. Infection rates have fallen sharply in every part of the country – even as society has gradually reopened – and we remain on track for the removal of all restrictions on the 21 June.

In April launched ‘My Plan’ for the Newbury constituency which you can read on my website here. Setting out the areas I plan to concentrate on over the next year as your MP and will be pushing hard to achieve in Westminster and by working with West Berkshire Councillors. In the coming months, I will also be launching a large constituency-wide survey online and through your letterboxes which will help inform how my work in Parliament and West Berkshire’s economic recovery takes shape. When the time comes, I would love to hear your views.

Finally, in April we also mourned the sad passing of His Royal Highness the Duke of Edinburgh. As the world’s longest serving cohort and former World War II Royal Naval Officer, he embodied an unswerving dedication and commitment to the Queen and to this nation. May he rest in peace.

Westminster Updates

As Parliament prepares for the Queen’s Speech on the 11th May, significant legislation was given Royal Assent at the end of the month:
  • The Animal Welfare (Sentencing) Act - which will increase the maximum sentences for animal cruelty offences form 6 months to 5 years.
  • The Overseas Operations Act – which significantly enhances protections for veterans who have served their country from facing vexatious claims.
  • The Agriculture Act – which introduces the world’s first system of paying farmers for the environmental benefit their activities promote, such as tree planting and improving water quality.
  • The Domestic Abuse Act – a landmark piece of legislation to protect women in relationships creating new statutory offences of domestic abuse (including economic control and coercive control) and a suite of new measures regarding sexual violence. It was a privilege to shape this Bill from the backbenches with amendments that were accepted by the Government in the summer of last year.
I also had the rare opportunity to ask the Prime Minister a question at the end of April. I took this opportunity to showcase the superb work that our very own Atomic Weapons Establishment does in the UK’s national defence and scientific research.

I am delighted to confirm that the Prime Minister accepted my invitation to visit the site in the coming months.

I also asked:
  • The Foreign, Commonwealth and Development Office about further action it could take to secure the release of Nazanin Zaghari Ratcliffe (watch here).
  • A question to Business Minsters about the grave miscarriages of justice concerning the wrongful convictions of the sub-postmasters (watch here).
  • A question to Alok Sharma, Secretary of State for COP-26, about engaging young people in our world-leading efforts to fight climate change in this year’s climate summit (watch here).

In the Constituency:

Culture Recovery Fund:

I was absolutely delighted to hear at the start of April that two beloved local institutions, the Corn Exchange and Watermill Theatres received over £300,000 in funding from the Government’s Culture Recovery Fund. I have visited the Corn Exchange since the funding was announced and am confident that it will support them to get back on their feet as doors open again.
Out in the constituency:
It was a privilege to co-host a Mental Health Public Forum for West Berkshire residents last week, bringing together local charities and West Berkshire Councillors and officials with the public to talk about West Berkshire mental health provision. This follows on from an invaluable meeting with local school heads and was directed at boosting provision to secondary schools and supporting other forms of care, including alcohol addiction over the next year. Our efforts also raised £10,000 for West Berkshire’s charities.

I also hosted a roundtable on Women’s Safety, with women and girls from across West Berkshire covering everything from sexual harassment, to safety on public transport. Whilst this is a safe area there are areas where there are problems and I regret to say that local schoolgirls have some particularly troubling stories. I have taken the matters raised to those responsible and also written to the Home Secretary as part of the consultation she is undertaking into the safety of women and girls.

I visited Newbury Train Station with the CEO of GWR, Mark Hopwood, to see the work being done to develop the station, the adjacent Market Street development and talk about flexible season tickets. As some of you will be aware, I have been lobbying GWR and Transport Ministers hard about introducing flexible season tickets for the 7,000 commuters from West Berkshire adapting to new ways of working and to bring down the cost of living for residents.

To mark the reopening of hospitality, I visited West Berkshire Brewery, a brilliant example of local entrepreneurship. Under the stewardship of Tom Lucas and David Bruce they have done a fantastic job of adapting to the difficult environment of the last fourteen months and have built up the brewing and bottling side of their business while the Taproom has been closed. They’re open for outside hospitality and please give them a visit if you get the chance!
