RURAL AID UPDATE

Part 2 of Rural Aid's 10 Towns Makeover for Walgett is coming!!!

After completing a series of facilitated workshops with community members and industry leaders an Action Plan has been formulated and will lead the direction for Part 2 of the Project:

On Sunday 23rd May we expect Rural Aid's Farm Army of Volunteers (usually between 50 and 100 people) to roll in to Walgett who will spend a week completing maintenance projects as outlined by the Action Plan.

Volunteers will spend a week in the town bringing a welcome financial injection to the town's local businesses.

Rural Aid chief executive officer Charles Alder said " it is hoped initiative will lift morale and inject much needed capital into the local community."

COMPETITIONS GALORE

Walgett Shire Council is holding a design competition in search of a new logo.
Walgett Shire Council General Manager Michael Urquhart has opted to open up the design process to the local community rather than going directly to a professional designer, believing it will create a sense of ownership in the brand.
‘’Our community know us, our Shire and our people so who better to ask to come up with ideas for our new look and feel,’’ he said.
The new logo will replace the out dated green and gold symbol that has been used for decades with a professional logo that reflects the Community of Walgett Shire as a whole with a simple, modern and relevant theme that can be readily recognized as Walgett Shire Council.
The logo will be used across a range of applications from letterhead and brochures to websites and social media, welcome signs, street flags and vehicle signage.
“This is a wonderful opportunity for a local person interested in, or a student studying graphic design or photography or someone who just feels strongly about creating something special for their local community.

EXHIBITION AND COMPETITION
The Year of Aluminium and Steel Cans

WASTE TO ART is a community art exhibition and competition open to all local residents who reside in the NetWaste region. It showcases creative works made from reused & recyclable waste materials. The aim is to challenge peoples’ perceptions about ‘rubbish’ and to celebrate the reuse and recycling of waste through arts and crafts.

Waste to Art provides an innovative approach to waste education, invites individuals, schools and community groups to take up the challenge and create a new life for materials that would otherwise have been thrown away, considered useless: bottle tops, plastic bags, parts from rusty farm machinery, old horse shoes, buttons, and the list goes on. Instead of ending up in landfill these waste materials can be turned into fantastic works of art.

The Competition will include categories to challenge and stimulate the imagination.

All Entries need to be delivered to the Walgett Shire Council Library on Friday 10th June, 2021 by 5pm.

This competition gives aspiring and professional artists the chance to explore and share their “waste reduction message”. It also provides a wonderful opportunity for the entire Walgett Shire Council community to showcase their creativity.

A specific waste item is featured as part of Waste to Art each round in an attempt to highlight problem issues, and this year is the Year of Aluminium and Steel Cans.

The 2021 Walgett Show gate will be a walk-through gate inside the Showground (well sign-posted, at the southern end of sideshow alley) rather than the main driveway gate - so patrons in cars can park before proceeding to enter the Show. Security officers and COVID Marshals will be on duty and can provide assistance to anyone at the Show who hasn't collected and put on an entry wristband as required, showing that they have registered their attendance that day.
For those attending the bar area, separate COVID-19 record of attendance is required, so a second QR code will be in operation to make this as easy as possible, with security/COVID marshals on duty at the bar entry/exit point to assist with checking in via the app or electronic register.

April Council Meeting Snippets
o Council resolved to support the introduction of a heavy vehicle permit system for opal mining in New South Wales and to write to both State and Federal Members seeking their backing for the introduction of a heavy vehicle permit system for opal miners in New South Wales, and other legislative change as necessary to facilitate the use of heavy motor vehicles by miners in the opal fields. A similar system operates in South Australia.
o As at 1st April 2021 the Walgett LGA approved estimate development value is $22,456,320 for the financial year.
o Council accepted the tender for the installation of solar systems at the Council Administration building and Walgett water treatment works.
o Council accepted the tender from Orana RDA and to enter into a contract for consultancy services to fulfil the Murray Darling Basin Authority project scope of works.
o Council accepted the tender from Gletan Group for the refurbish of the grandstand at Collarenebri Race Track.
o That Council accepted the tender for the Construction of footpaths, Kerb /gutter in Walgett along Fox Street from Warrena Street to Montkeila Street from PW Concrete.
o Walgett is currently on bore water and the reverse osmosis (RO) plant is not in operation because of the reduced capacity in the sewerage effluent ponds to hold waste water from the reverse osmosis plant.
o Council has lodged an application to register interest in a grant of $50,000 for assistance in implementing the new Regional Planning Portal. The portal is a digital space where community, industry and government can access a range of services and information that supports effective planning and decision making in NSW.

CREATION & PRESENTAION MICRO GRANTS - NOW OPEN //
​Following the negative impacts of the COVID-19 pandemic on our communities, Outback Arts have been delivering a diverse Restart program in 2021, funded by Create NSW. Now launched is a Creation and Presentation Micro Grant Fund.

📍 This Micro Grant funding program is inviting artists from the Outback Arts region (Bourke, Brewarrina, Cobar, Coonamble, Warren, Walgett and Bogan Shires) with a well-established visual arts practice to apply for support to produce and present their artwork ready for exhibition.

💲 Applications of up to $2,500 may be submitted.

🎨 Artists working in all mediums are encouraged to apply, whether they be performance, film producers, photographers, musicians, sculptures or painters – this opportunity is all inclusive. The objective of this funding program is to support local mid-career artists to present their artwork publicly. Proposals for funding that develop and extend the applicants creative practice and that demonstrate innovation and build community connection will be especially considered.

The Strengthening Rural Communities (SRC) program aims to give the thousands of small rural, regional and remote communities across Australia an opportunity to access funding to support broad community needs. 

Given the events of summer 2019/20, it has also been expanded to offer funding to support recovery in bushfire-affected communities.

Grant Background: The Tackling Tough Times Together grant program helps communities access the resources they need to support one another through the ongoing effects of the drought.

  2. Support and engage the community in leadership development and skills training;
  3. Support opportunities for social and educational participation and address disadvantage caused by the drought, for children and young people;
  4. Reduce volunteer fatigue and build the capacity, capability and sustainability of local not-for-profit organisations to provide support to their communities, particularly where they are playing an increased role during the drought; and
  5. Support local economic recovery or renewal through projects that stimulate economic activity and cash-flow within communities.

The NSW Government’s $1.5 million Bert Evans Apprentice Scholarship program offers a great incentive for apprentices to kick-start their careers.
One hundred scholarships worth $15,000 each will support those apprentices that demonstrate a commitment to a career in vocational education and training and who are experiencing financial or personal hardship.

$1,500 Small Business Rebate Scheme opens

Businesses must register for $1,500 rebate on government fees and charges

Small businesses are encouraged to sign up online for a new $1,500 rebate scheme to help cover the cost of NSW and local government fees and charges.

The Small Business Fees and Charges Rebate is open to small businesses which have a total wages bill below the new 2020-21 $1.2 million payroll tax threshold and have a turnover of at least $75,000 per year.

It is available from 1 April 2021 until 30 June 2022, for eligible fees and charges due and paid from 1 March 2021.

Fees and charges that can be claimed back through the scheme include liquor licences, food authority licences, council rates and outdoor seating fees.

The launch of the rebate scheme coincides with a number of licence waivers coming to an end.

Supporting the recovery and resilience of farm businesses and regional economies
Proposed amendments to NSW Planning Regulations
The NSW Department of Planning, Industry and Environment is proposing to simplify the planning process and approval pathways for those who wish to do small business activities, such as agritourism, and low-impact agricultural development on NSW farms.
The proposed amendments will make it easier for farmers and graziers to establish new complementary businesses on their land, including:
supporting more farm stays by:
o amending the existing definition of ‘farm stay accommodation’ in the Standard Instrument LEP Order, and
o introducing an optional clause that councils can choose to adopt in their local plans to manage any impacts
enabling events on farms by introducing a new definition for ‘farm events’
facilitating farm gate businesses by introducing:
o a new definition for ‘farm gate activities’, and
o an optional clause that councils can choose to adopt in their local plans
introducing fast-track approval pathways, known as exempt and complying development, for these types of agritourism, provided certain development standards are met
allowing other low impact agricultural activities as exempt or complying development, such as small processing plants where certain development standards are met
making minor changes to existing planning controls to make them more effective, such as increasing the separation required for rural dwellings from intensive livestock agriculture, if carried out as complying development.
The amendments were developed in response to recommendations from stakeholders, including the NSW Department of Primary Industries (DPI). The agritourism amendments were developed in collaboration with the NSW Small Business Commission.

Future Drought Fund
We’re looking to hear from people working in agriculture to participate in co-design activities for the Drought Resilience Self-Assessment Tool (DR SAT) and Climate Services for Agriculture (CSA) Future Drought Fund programs.
We’d like to hear from farmers, farm advisers and natural resource managers, as well as businesses servicing agriculture, such as agricultural suppliers and people working in financing and banking.
Deloitte Touche Tohmatsu, our Service Provider for DR SAT are currently running this survey to capture high-level information from people across Australia about their IT access requirements and information needs.
The survey will also ask about your preferences for participation in more in-depth co-design activities as the DR SAT and CSA programs roll out across Australia. Different options will be available for participation, depending on your time, interest and availability.

Regional Jobs Creation Fund
The NSW Government’s $100 million Regional Job Creation Fund was launched in October 2020 to support existing businesses in Regional NSW to grow and encourage interstate or overseas businesses to invest in Regional NSW.
The Regional Job Creation Fund’s focus is to co-fund projects creating at least five (5) sustainable regional jobs. Applicants must provide a minimum 50% cash co-contribution to the project and the NSW Government contribution will be no more than $20,000 per new job created through the project.

Register a business for Dine & Discover NSW

The NSW Government has launched Dine & Discover NSW to encourage the community to get out and about and support dining, arts and tourism businesses.

Once approved as a Dine & Discover NSW business, you’ll be able to accept and redeem vouchers straightaway. You'll be able to do this through the Service NSW for Business app.

All eligible businesses across NSW can now register for the scheme.

State rollout

NSW residents aged 18 and over can apply for 2 x $25 Dine NSW Vouchers and 2 x $25 Discover NSW Vouchers when the scheme rolls out by Local Government Area (LGA) throughout March. 

By the end of March, the vouchers will be available across the state.

Vouchers can be used 7 days a week, excluding public holidays.
Each voucher can only be used once. If you don't spend the full $25, the remaining balance cannot be used.

How it works
Dine & Discover NSW will roll out across the state during March.

What happens next?
Download the Service NSW app to your mobile.
Your 4x vouchers will appear in your Service NSW mobile app within an hour of applying.
You'll also receive an email with the same 4 x vouchers attached as a PDF so you can print them out if you can’t use the app version.
